Gerald Rudolph Ford Jr. (born Leslie Lynch King Jr.; July 14, 1913 – December 26, 2006) was an American politician who served as the 38th President of the United States from 1974 to 1977. Prior to this he was the 40th Vice President of the United States, serving from 1973 until President Richard Nixon's resignation in 1974. He was the first person appointed to the vice presidency under the terms of the 25th Amendment, following the resignation of Vice President Spiro Agnew on October 10, 1973. Becoming president upon Richard Nixon's departure on August 9, 1974, he claimed the distinction as the first and to date the only person to have served as both Vice President and President of the United States without being elected to either office. Before ascending to the vice presidency, Ford served 13 terms as Representative from Michigan's 5th congressional district, eight of them as the House Minority Leader.
As President, Ford signed the Helsinki Accords, marking a move toward détente in the Cold War. With the conquest of South Vietnam by North Vietnam nine months into his presidency, U.S. involvement in Vietnam essentially ended. Domestically, Ford presided over the worst economy in the four decades since the Great Depression, with growing inflation and a recession during his tenure. One of his more controversial acts was to grant a presidential pardon to President Richard Nixon for his role in the Watergate scandal. During Ford's presidency, foreign policy was characterized in procedural terms by the increased role Congress began to play, and by the corresponding curb on the powers of the President. In the GOP presidential primary campaign of 1976, Ford defeated former California Governor Ronald Reagan for the Republican nomination. He narrowly lost the presidential election to the Democratic challenger, former Georgia Governor Jimmy Carter, on November 2.
PCU Gerald R. Ford (CVN-78) is to be the lead ship of her class of United States Navy supercarriers. As announced by the U.S. Navy on 16 January 2007, the ship is named after the 38th President of the United States Gerald R. Ford, whose World War II naval service included combat duty aboard the light aircraft carrier Monterey in the Pacific Theater.
The keel of Gerald R. Ford was laid down on 13 November 2009. Construction began on 11 August 2005, when Northrop Grumman held a ceremonial steel cut for a 15-ton plate that forms part of a side shell unit of the carrier. She was christened on 9 November 2013. The schedule calls for the ship to join the U.S. Navy's fleet in March 2016 with the first deployment in 2019.Gerald R. Ford will enter the fleet replacing the inactive USS Enterprise (CVN-65), which ended her 51 years of active service in December 2012.
In 2006, while Gerald Ford was still alive, Senator John Warner of Virginia proposed to amend a 2007 defense-spending bill to declare that CVN-78 "shall be named the USS Gerald Ford." The final version signed by President George W. Bush on 17 October 2006 declared only that it "is the sense of Congress that ... CVN-78 should be named the U.S.S. Gerald R. Ford." Since such "sense of" language is typically non-binding and does not carry the force of law, the Navy was not required to name the ship after Ford.

With the commissioning, it will become the USS Gerald R. Ford. The $12.9 billion ship, the first of a new generation of aircraft carriers, was built at Newport News Shipbuilding. Gerald R. Ford had been president of the United States for nine months when in 1975, Saigon, the capital of South Vietnam, fell to the North Vietnamese, effectively ending US military involvement in Vietnam. He frames the closing of the war in terms of diplomacy both between the United States and the South Vietnam and between the executive branch and Congress. He also recalls the decisions necessary to an orderly evacuation of South Vietnam, consisting not just of American soldiers and materials but thousands of South Vietnamese considered to be targets of the advancing North Vietnamese. Lastly, he links failures in US policy toward Vietnam with those toward Cambodia.

Ford to ask him to support a larger monetary amount for a Foreign Aid Appropriations Bill that the Congress was then considering. Ford, a Republican congressman at the time, hedges on giving Johnson his assurances on the bill and in return brings up how important the Republicans consider a Wheat Amendment (to discriminate against the USSR in wheat sales) to the appropriations bill. Johnson feels that such an amendment would only antagonize the Soviet Union, and he refuses to consider it. This conversation illustrates LBJs involved style in dealing with the Congress.
