London boroughs are 32 of the 33 districts of the Greater London region (the 33rd is the City of London) and are each governed by a London borough council. The London boroughs were all created at the same time as Greater London on 1 April 1965 by the London Government Act 1963 and are a type of local government district. Twelve were designated as Inner London boroughs and twenty as Outer London boroughs.
London boroughs have populations of around 150,000 to 300,000. Inner London boroughs tend to be smaller, in both population and area, and more densely populated than Outer London boroughs. The London boroughs were created by combining groups of former local government units. A review undertaken between 1987 and 1992 led to a number of relatively small alterations in borough boundaries.
The smaller populations of inner London boroughs are to a large extent due to the shift in population out of inner London since the 1960s.
London borough councils provide the majority of local government services, in contrast to the strategic Greater London Authority, which has limited authority over all of Greater London. The councils were first elected in 1964 and acted as shadow authorities until 1 April 1965. Each borough is divided into electoral wards, subject to periodic review, for the purpose of electing councillors. Council elections take place every four years, with the most recent elections in 2014 and the next elections due in 2018.
The London Borough of Tower Hamlets ( pronunciation ) is a London borough to the east of the City of London and north of the River Thames. It is in the eastern part of London and covers much of the traditional East End. It also includes much of the redeveloped Docklands region of London, including West India Docks and Canary Wharf. Many of the tallest buildings in London occupy the centre of the Isle of Dogs in the south of the borough. A part of the Queen Elizabeth Olympic Park is in Tower Hamlets. The borough has a population of 272,890, which includes one of the highest ethnic minority populations in the capital and has an established British Bangladeshis business and residential community. Brick Lane's restaurants, neighbouring street market and shops provide the largest range of Bengali cuisine, woodwork, carpets and clothes in Europe. The local authority is Tower Hamlets London Borough Council.
Tower Hamlets is located to east of the City of London and north of the River Thames in East London. The London Borough of Hackney lies to the north of the borough while the River Lea forms the boundary with the London Borough of Newham in the east. On the other side of the Thames is The London Borough of Southwark to the southwest, The London Borough of Lewisham to the South, and The Royal Borough of Greenwich to the southeast. The River Lea also forms the boundary between those parts of London historically in Middlesex, with those formerly in Essex.
London i/ˈlʌndən/ is the capital and most populous city of England and the United Kingdom. Standing on the River Thames, London has been a major settlement for two millennia. It was founded by the Romans, who named it Londinium. London's ancient core, the City of London, largely retains its 1.12-square-mile (2.9 km2) medieval boundaries and in 2011 had a resident population of 7,375, making it the smallest city in England. Since at least the 19th century, the term London has also referred to the metropolis developed around this core. The bulk of this conurbation forms Greater London, a region of England governed by the Mayor of London and the London Assembly. The conurbation also covers two English counties: the small district of the City of London and the county of Greater London. The latter constitutes the vast majority of London, though historically it was split between Middlesex (a now abolished county), Essex, Surrey, Kent and Hertfordshire.
A tower is a tall structure, taller than it is wide, often by a significant margin. Towers are distinguished from masts by their lack of guy-wires and are therefore, along with tall buildings, self-supporting structures.
Towers are specifically distinguished from "buildings" in that they are not built to be habitable but to serve other functions. The principal function is the use of their height to enable various functions to be achieved including: visibility of other features attached to the tower such clock towers; as part of a larger structure or device to increase the visibility of the surroundings as in a fortified building such as a castle; or as a structural feature as an integral part of a bridge.
Towers can be stand alone structures or be supported by adjacent buildings or can be a feature on top of a large structure or building.
Towers have been used by mankind since prehistoric times. The oldest known may be the circular stone tower in walls of Neolithic Jericho (8000 BC). Some of the earliest towers were ziggurats, which existed in Sumerian architecture since the 4th millennium BC. The most famous ziggurats include the Sumerian Ziggurat of Ur, built the 3rd millennium BC, and the Etemenanki, one of the most famous examples of Babylonian architecture. The latter was built in Babylon during the 2nd millennium BC and was considered the tallest tower of the ancient world.
ITV News is the branding of news programmes on the British television network ITV. ITV has a long tradition of television news. Independent Television News (ITN) was founded to provide news bulletins for the network in 1955, and has since continued to produce all news programmes on ITV. The channel's news coverage has won awards from the Royal Television Society, Emmy Awards and BAFTAs. Between 2004 and 2008, the ITV Evening News held the title of "RTS News Programme of the Year". The flagship ITV News at Ten has won numerous BAFTA awards, and also being named "RTS News Programme of the Year" in 2011 and 2015.
ITV News has the second-largest television news audience in the United Kingdom, second only to BBC News (other broadcasters such as Sky News, Channel 4 News and 5 News count their audiences in hundreds of thousands). However, its £43 million annual news budget is dwarfed by that of the publicly funded BBC, which spends £89.5 million annually on news-gathering, plus a further £23.1 million on its rolling news channel.

On Monday, Rightmove said the average cost of a home in London is now £522K and an ITV News poll revealed 4 in 10 Londoners have thought about leaving because of the cost of living. Figures from Rightmove show buying a house or flat here is nearly double the cost of buying anywhere else in the country. In the first of our special reports Luke Hanaharan has been to the place where house prices have risen most in the whole of the UK - a whopping 33 percent. It's Tower Hamlets.
