Qatar (/ˈkæˌtɑːr/,ⁱ/ˈkɑːtɑːr/, /ˈkɑːtər/ or ⁱ/kəˈtɑːr/;Arabic: قطر‎ Qaṭar [ˈqɑtˤɑr]; local vernacular pronunciation: [ɡɪtˤɑr]), officially the State of Qatar (Arabic: دولة قطر‎ Dawlat Qaṭar), is a sovereign country located in Southwest Asia, occupying the small Qatar Peninsula on the northeastern coast of the Arabian Peninsula. Its sole land border is with Saudi Arabia to the south, with the rest of its territory surrounded by the Persian Gulf. A strait in the Persian Gulf separates Qatar from the nearby island of Bahrain, as well as sharing sea borders with the United Arab Emirates and Iran.

Following Ottoman rule, Qatar became a British protectorate in the early 20th century until gaining independence in 1971. Qatar has been ruled by the Al Thani family since the mid-19th century. Qatar is a hereditary constitutional monarchy and its head of state is Emir Sheikh Tamim bin Hamad Al Thani. The constitution was overwhelmingly approved in a constitutional referendum, with almost 98% in favour. In 2013, Qatar's total population was 1.8 million: 278,000 Qatari citizens and 1.5 million expatriates. After Saudi Arabia and Oman, Qatar is the most conservative society in the Gulf Cooperation Council.

Qatar, currently the world's number one exporter of liquefied natural gas (LNG), recently announced that it will increase production from 77 million tonnes of natural gas to 100 million tonnes a year by 2024. With proven gas reserves of almost 26 trillion cubic metres, the peninsula is home to the world's third-largest reserves of gas after Russia and Iran. The majority of Qatar's natural gas is located offshore in the North Field which is shared with Iran. Gas has helped transform Qatar into one of the richest countries in the world, and at current prices, the announced increase in production would translate to revenues of around $30bn. Corporate energy giants like ExxonMobil, Shell and Total are already lobbying the government to take part in the expansion. So what does Qatar's ambitious natural gas expansion plan mean for the LNG market and the world's future energy supply? "The demand for LNG is expanding ... it has been said that towards 2025 in the first half of the next decade, supplies of LNG might be short and that's exactly what Qatar is banking upon. Announcing a major expansion of its export capacity, they [Qatar] aim at coming onto the market at the moment when supply might be relatively short," says Professor Giacomo Luciani from the Graduate Institute of International and Development Studies in Geneva. Qatar says volatility in the energy market has become a "major challenge" which needs to be closely monitored. Energy Minister Mohammed Bin Saleh Al Sada has been addressing the 16th Gas Exporting Countries Forum (GECF) in Doha, as anxiety mounts over plummeting oil prices. Gathering in Doha, ministers and representatives from across the Middle East are here to talk energy. They're focusing mainly on the gas market - but plummeting oil prices are also dominating discussions. Qatar's Energy and Industry Minister, Mohammed Bin Saleh Al Sada, says current "volatility" in the energy market has become a "major challenge." "The major challenge of today is increasing volatility of the energy market which is driven by (a) variety of reasons including economic and geopolitical elements which may extend an adversity that affects (the) stability of the market," he says. "We need to be alert and keep monitoring the expected challenges of the gas industry due to this vulnerability of the energy market." Mohamed M. Oun, Libyan Deputy Vice Prime Minister for Energy, is also here at the Forum. He says the drop in oil prices will take "some time" to get over. "When the price of oil drops from 105 dollars (US) and 110 dollars to the 60s, of course it will affect the economy and the income and the big projects specially the petroleum projects such as the shale gas and the shale oil projects," he explains. "It is not the first time for the international oil sector to go through such descent, and we could pass through it peacefully but it will take some time." Mohammed Bin Saleh Al Sada adds: "(The) energy market is interconnected and we can see the effect of oil price drop affecting the gas too. And we can see also a strong degree of conversion of gas spot prices between different regions." "OPEC is watching the market closely and the development of oil price is being studied by the individual country members of OPEC as well as the secretary of OPEC. We should not pre-empt conclusions whatsoever at this stage." As well as discussing the state of the energy market, Peru was approved as a new observer member of GECF. It's also been decided that the 17th ministerial meeting of the Forum will be held in Abuja, Nigeria. Looking to the future, Mohammad Hossein Adeli, Second Secretary General of the GECF, says a number of challenges are up for discussion. "There are lots of new developments that are shaping the dynamics of the market for the future. There is the phenomenon of shale gas and its exports in the future. There is the slow down of the economy in the past but of course the forecast for the next couple of years is much better than the past," he says. "The demand for gas is increasing however at a lesser (s)pace. And also in Europe the demand is decreasing. The supply is also having its own capacities, and the capacities are being developed. We have new supplies as well. "With these developments, we feel that the present volatilities in the prices won't last for a long period of time. And also it is some kind of prediction although with uncertainty that next year you will see some new developments in the demand for energy and as for gas is concerned, also increasing the demand for gas. In 2007, CSA International, Inc. (CSA) was awarded the prime contract for the Engineering, Procurement, Transportation, Construction, Installation, and Monitoring of an Artificial Reef offshore Qatar by Dolphin Energy Limited (Dolphin Energy). This major mitigation project is an experimental pilot project to determine the scientific efficacy of EcoReefs as a mitigation alternative for Qatar. EcoReefs materials (750 reef modules) and services were used to build the artificial reef. Involvement of the Ministry of Environment (formerly the Supreme Council for the Environment & Natural Reserves), Ras Laffan Environmental Association, Marine Environment Working Group, and Qatar University Environmental Studies Center were optimized, and World Bank guidelines were incorporated for the artificial reef project. Major Saudi newspaper Okaz reported on Sunday that the summit will most probably be pushed back another six months due to the ongoing dispute between Qatar and the four Arab countries boycotting it. “Postponing [the summit] aims to remove disputes and resolve the crisis that has erupted because of Qatar’s lack of commitment to the 2013 Riyadh Agreement and the 2014 Supplemental Agreement,” a source told Okaz daily....
