Juncker is a surname, and may refer to:
Jean-Claude Juncker (Luxembourgish pronunciation: [ʒ̊ɑ̃ːkloːd ˈjʊŋ.kɐ]; born 9 December 1954) is a Luxembourgish politician who has been President of the European Commission, the executive branch of the European Union (EU), since 2014. Previously Juncker was Prime Minister of Luxembourg from 1995 to 2013, as well as Minister for Finances from 1989 to 2009. He was the longest-serving head of any national government in the EU, and one of the longest-serving democratically elected leaders in the world, by the time he left office, his tenure encompassing the height of the European financial and sovereign debt crisis. From 2005 to 2013 Juncker served as the first permanent President of the Eurogroup.
The European People's Party (EPP) had Juncker as its lead candidate, or Spitzenkandidat, for the presidency of the Commission in the 2014 elections. The EPP won 220 out of 751 seats in the parliament. On 27 June, the European Council officially nominated Juncker for the position, and on 15 July, the European Parliament elected him with a majority of 422 votes from a total of 729 cast. He succeeded Jose Manuel Barroso as president on 1 November 2014. Juncker has stated that his priorities would be the creation of a digital single market, the development of an EU energy union, the negotiation of the Transatlantic trade agreement, the continued reform of the economic and monetary union, with the social dimension in mind and a ‘targeted fiscal capacity’ for the Euro area, as well as to negotiate a new deal with Britain. Juncker is the first president that prior to the election has campaigned as a candidate for the position, a process introduced with the Treaty of Lisbon.
The European Commission (EC) is the executive body of the European Union responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU. Commissioners swear an oath at the European Court of Justice in Luxembourg, pledging to respect the treaties and to be completely independent in carrying out their duties during their mandate.
The Commission operates as a cabinet government, with 28 members of the Commission (informally known as "commissioners"). There is one member per member state, though members are bound to represent the interests of the EU as a whole rather than their home state. One of the 28 is the Commission President (currently Jean-Claude Juncker) proposed by the European Council and elected by the European Parliament. The Council then appoints the other 27 members of the Commission in agreement with the nominated President, and the 28 members as a single body are then subject to a vote of approval by the European Parliament. The current Commission is the Juncker Commission, which took office in late 2014.
The European Parliament (EP) is the directly elected parliamentary institution of the European Union (EU). Together with the Council of the European Union (the Council) and the European Commission, it exercises the legislative function of the EU. The Parliament is composed of 751 (previously 766) members, who represent the second largest democratic electorate in the world (after the Parliament of India) and the largest trans-national democratic electorate in the world (375 million eligible voters in 2009).
It has been directly elected every five years by universal suffrage since 1979. However, turnout at European Parliament elections has fallen consecutively at each election since that date, and has been under 50% since 1999. Turnout in 2014 stood at 42.54% of all European voters.
Although the European Parliament has legislative power that the Council and Commission do not possess, it does not formally possess legislative initiative, as most national parliaments of European Union member states do. The Parliament is the "first institution" of the EU (mentioned first in the treaties, having ceremonial precedence over all authority at European level), and shares equal legislative and budgetary powers with the Council (except in a few areas where the special legislative procedures apply). It likewise has equal control over the EU budget. Finally, the European Commission, the executive body of the EU, is accountable to Parliament. In particular, Parliament elects the President of the Commission, and approves (or rejects) the appointment of the Commission as a whole. It can subsequently force the Commission as a body to resign by adopting a motion of censure.
The President of the European Commission is the head of the European Commission (the executive branch of the European Union) and therefore the most powerful officeholder in the EU, (loosely) analogous to the role of a country's Prime-Minister / Head of Government (as opposed to the separate role of President of the European Council, who could be seen as the European Union's Head of State) – although, unlike a national head of government, the President of the Commission does not determine foreign policy, command troops or raise taxes. The President of the Commission is responsible for allocating portfolios to members of the Commission and can reshuffle or dismiss them if needed. They determine the Commission's policy agenda and all the legislative proposals it produces (the Commission is the only body that can propose EU laws).
The President of the Commission also represents the EU abroad together with the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy.
