A war crime is an act that constitutes a serious violation of the law of war that gives rise to individual criminal responsibility. Examples of war crimes include intentionally killing civilians or prisoners, torture, wantonly destroying property, taking hostages, perfidy, rape, using child soldiers, pillaging, declaring that no quarter will be given, and using weapons that cause superfluous injury or unnecessary suffering.
The concept of war crimes began to emerge during the end of the 19th century and the beginning of the 20th century when the body of customary international law applicable to warfare between sovereign states was codified. Such codification occurred at the national level, such as with the publication of the Lieber Code in the United States, and at the international level with the adoption of the treaties during the Hague Conventions of 1899 and 1907. Moreover, trials in national courts during this period further helped clarify the law. Following the end of World War II, major developments in the law occurred. Numerous trials of Axis war criminals established the Nuremberg principles, such as notion that war crimes constituted crimes defined by international law. Additionally, the Geneva Conventions in 1949 defined new war crimes and established that states could exercise universal jurisdiction over such crimes. In the late 20th century and early 21st century, following the creation of several international courts, additional categories of war crimes applicable to armed conflicts other than those between states, such as civil wars. The United States, Israel and Russia are the only OECD countries that do not accept war crime jurisdiction of the International Criminal Court (ICC) over its nationals, since they have not signed the Rome Statute.
In ordinary language, the term crime denotes an unlawful act punishable by a state. The term "crime" does not, in modern criminal law, have any simple and universally accepted definition, though statutory definitions have been provided for certain purposes. The most popular view is that crime is a category created by law; in other words, something is a crime if declared as such by the relevant and applicable law. One proposed definition is that a crime or offence (or criminal offence) is an act harmful not only to some individual or individuals but also to a community, society or the state ("a public wrong"). Such acts are forbidden and punishable by law.
The notion that acts such as murder, rape and theft are to be prohibited exists worldwide. What precisely is a criminal offence is defined by criminal law of each country. While many have a catalogue of crimes called the criminal code, in some common law countries no such comprehensive statute exists.
The state (government) has the power to severely restrict one's liberty for committing a crime. In modern societies, there are procedures to which investigations and trials must adhere. If found guilty, an offender may be sentenced to a form of reparation such as a community sentence, or, depending on the nature of their offence, to undergo imprisonment, life imprisonment or, in some jurisdictions, execution.
War is a state of armed conflict between societies. It is generally characterized by extreme collective aggression, destruction, and usually high mortality. The set of techniques and actions used to conduct war is known as warfare. An absence of war is usually called "peace". Total war is warfare that is not restricted to purely legitimate military targets, and can result in massive civilian or other non-combatant casualties.
While some scholars see war as a universal and ancestral aspect of human nature, others argue that it is only a result of specific socio-cultural or ecological circumstances.
In 2013 war resulted in 31,000 deaths down from 72,000 deaths in 1990. The deadliest war in history, in terms of the cumulative number of deaths since its start, is the Second World War, from 1939 to 1945, with 60–85 million deaths, followed by the Mongol conquests which was greater than 41 million. Proportionally speaking, the most destructive war in modern history is the War of the Triple Alliance, which took the lives of over 60% of Paraguay's population, according to Steven Pinker. In 2003, Richard Smalley identified war as the sixth (of ten) biggest problem facing humanity for the next fifty years. War usually results in significant deterioration of infrastructure and the ecosystem, a decrease in social spending, famine, large-scale emigration from the war zone, and often the mistreatment of prisoners of war or civilians. Another byproduct of some wars is the prevalence of propaganda by some or all parties in the conflict, and increased revenues by weapons manufacturers.

Following its fragmentation in the 13th century, the territory was contested, ruled and divided by a variety of powers, including Lithuania, Poland, the Ottoman Empire, Austria-Hungary, and Russia. A Cossack republic emerged and prospered during the 17th and 18th centuries, but its territory was eventually split between Poland and the Russian Empire, and later submerged fully into Russia. Two brief periods of independence occurred during the 20th century, once near the end of World War I and another during World War II, but both occasions would ultimately see Ukraine's territories conquered and consolidated into a Soviet republic, a situation that persisted until 1991, when Ukraine gained its independence from the Soviet Union in the aftermath of its dissolution at the end of the Cold War.

The Mỹ Lai Massacre, was the Vietnam War mass killing of between 347 and 504 unarmed civilians in South Vietnam on March 16, 1968. Iraq war veteran Daniel Somers committed suicide following an arduous battle with post traumatic stress disorder (PTSD) that was caused by his role in committing "crimes against humanity," according to the soldier's suicide note. Somers was assigned to a Tactical Human-Intelligence Team (THT) in Baghdad which saw him involved in more than 400 combat missions as a machine gunner in the turret of a Humvee, in addition to his role in conducting interrogations.
