Alaska (i/əˈlæskə/) is a U.S. state situated in the northwest extremity of the North American continent. Bordering the state to the east are the Canadian territory of Yukon and the Canadian province of British Columbia; to the north are the Chukchi and Beaufort Seas, southern parts of the Arctic Ocean. To the west and south is the Pacific Ocean, with Russia (specifically, Chukotka Autonomous Okrug and Kamchatka Krai) farther west across the Bering Strait. Alaska is the largest state in the United States by area, the 3rd least populous and the least densely populated of the 50 United States. Approximately half of Alaska's residents (estimated at 738,432 by the Census Bureau in 2015) live within the Anchorage metropolitan area. Alaska's economy is dominated by the oil, natural gas, and fishing industries, resources which it has in abundance. Tourism and military bases are also a significant part of the economy.
Although it had been occupied for over ten thousand years by indigenous peoples, from the 18th century onward, European powers considered the territory of Alaska ripe for exploitation and trade. The United States purchased Alaska from the Russian Empire on March 30, 1867, for 7.2 million U.S. dollars at approximately two cents per acre ($4.74/km2). The area went through several administrative changes before becoming organized as a territory on May 11, 1912. It was admitted as the 49th state of the U.S. on January 3, 1959.
The four cardinal directions or cardinal points are the directions of north, east, south, and west, commonly denoted by their initials: N, E, S, W. East and west are at right angles to north and south, with east being in the clockwise direction of rotation from north and west being directly opposite east. Intermediate points between the four cardinal directions form the points of the compass. The intermediate (intercardinal, or ordinal) directions are northeast (NE), southeast (SE), southwest (SW), and northwest (NW). Further, the intermediate direction of every set of intercardinal and cardinal direction is called a secondary-intercardinal direction, the eight shortest points in the compass rose to the right, i.e. NNE, ENE, ESE, and so on.
To keep to a bearing is not, in general, the same as going in a straight direction along a great circle. Conversely, one can keep to a great circle and the bearing may change. Thus the bearing of a straight path crossing the North Pole changes abruptly at the Pole from North to South. When travelling East or West, it is only on the Equator that one can keep East or West and be going straight (without need to steer). Anywhere else, maintaining latitude requires a change in direction, requires steering. However, this change in direction becomes increasingly negligible as one moves to lower latitudes.
Cervical cancer is a cancer arising from the cervix. It is due to the abnormal growth of cells that have the ability to invade or spread to other parts of the body. Early on, typically no symptoms are seen. Later symptoms may include abnormal vaginal bleeding, pelvic pain, or pain during sexual intercourse. While bleeding after sex may not be serious, it may also indicate the presence of cervical cancer.
Human papillomavirus (HPV) infection appears to be involved in the development of more than 90% of cases; most people who have had HPV infections, however, do not develop cervical cancer. Other risk factors include smoking, a weak immune system, birth control pills, starting sex at a young age, and having many sexual partners, but these are less important. Cervical cancer typically develops from precancerous changes over 10 to 20 years. About 90% of cervical cancer cases are squamous cell carcinomas, 10% are adenocarcinoma, and a small number are other types. Diagnosis is typically by cervical screening followed by a biopsy. Medical imaging is then done to determine whether or not the cancer has spread.
A borough is an administrative division in various countries. In principle, the term borough designates a self-governing walled town, although in practice, official use of the term varies widely.
The word borough derives from common Germanic *Burg, meaning fort: compare with bury, burgh and brough (England), burgh (Scotland), Burg (Germany), borg (Scandinavia), burcht (Dutch), boarch (West Frisian), and the Germanic borrowing present in neighbouring Indo-european languages such as borgo (Italian), bourg (French), burgo (Spanish and Portuguese), burg (Romanian), purg (Kajkavian) and durg (दर्ग) (Hindi) and arg (ارگ) (Persian). The incidence of these words as suffixes to place names (for example, Aldeburgh, Bamburgh, Tilbury, Tilburg, Strasbourg (Strossburi in the local dialect), Luxembourg, Edinburgh, Grundisburgh, Hamburg, Gothenburg) usually indicates that they were once fortified settlements.
In the Middle Ages, boroughs were settlements in England that were granted some self-government; burghs were the Scottish equivalent. In medieval England, boroughs were also entitled to elect members of parliament. The use of the word borough probably derives from the burghal system of Alfred the Great. Alfred set up a system of defensive strong points (Burhs); in order to maintain these settlements, he granted them a degree of autonomy. After the Norman Conquest, when certain towns were granted self-governance, the concept of the burh/borough seems to have been reused to mean a self-governing settlement.

Scenarios have been a tool of business for half a century. Companies gain the capacity to think ahead in rapidly changing complex competitive environments and make crucial decisions in absence of complete information about the future. Currently, at many regional scales of governance there is a growing need for democratically legitimate tools that enable the actors at local-scales to address pressing concerns in the midst of uncertainty. This is particularly true of areas experiencing rapidly changing environments and complex social problems. Resilience theory and deliberative democracy both promote governance by informed actors in an effort to produce decisions that avoid social-environmental collapse. This talk represents the first set of results from two projects from Alaska’s Arctic Slo...
