Happy Monday, Canberra, and welcome to another working week.

After a chilly start of minus 2.4 overnight, we're heading for a balmy top of 13 degrees today. We're not expecting any more snow.

Things will warm up throughout the week and we'll hit 19 on Saturday. Spring is just four days away.

ACT and NSW in train clash over rail line

The ACT government has increased tension with NSW over the slow train from Canberra to Sydney with the Chief Minister urging his big neighbour to drag its railway lines "out of the 19th century".

NSW Premier Gladys Berejiklian declared herself a convert to the cause of high speed rail in Australia, reversing her previous scepticism of high speed rail.

Noel Towell and Alex Back report Chief Minister Andrew Barr has called for for NSW state to upgrade the rails to through urgent track work and new trains.

Review as ACT's largest dams fail code

Major safety reviews of four of the ACT's five largest dams are underway, two years after an audit found they did not meet the territory's safety code.

An Icon Water audit in 2014-15 found the Googong, Bendora, Corin and the Lower Molonglo dams did not meet the safety code, partly due to past shortcomings in the utility's monitoring program.

Daniel Burdon reports the enlarged Cotter Dam met the standards when it was finished in 2013.

There might only be a few days left in Canberra's notorious winter, but snow, hail and heavy rain fell around the ACT on Sunday afternoon.

The Bureau of Meteorology had forecast a chilly top of 11, with an 80 per cent chance of rain and possible hail in the morning and afternoon, but there was more to come around lunchtime.

The surprise sent Canberrans outdoors to enjoy the light snow around the ACT and nearby NSW, with photos and videos lighting up social media.

Australia Council grants could be more efficient: audit

An audit of grants by the respected Australia Council has found more efficient processes are needed at the arts funding and advisory body, while new metrics for administration should be created.

The Australian National Audit Office probe considered more than $173 million in grants programs awarded by the council in 2015-16, representing 88 per cent of its $197.6 million in total expenses.

A federal government entity, the council exists to fund the creation and presentation of new art that is accessible to audiences across Australia and overseas.

Canberra-Broulee Nippers returns for second season

After a successful debut season the Canberra/Broulee Nippers is back for a second.

Canberra kids aged 7 to 13 are invited to register for the swim and surf program run over summer.

Alex Back reports last year Bethany Williams took the plunge and started the Canberra/Broulee Nippers, building on her association with the club growing up on the coast.
