Baltimore County prosecutors have ruled that police were justified in shooting a man who opened fire while on a bus in Dundalk this month, an incident captured by newly released video footage from police and MTA cameras.
Blaine Robert Erb, 35, was killed in the shootout with police June 7. A dramatic cell-phone video that showed Erb shooting from the bus was widely viewed on social media after a bystander posted the footage. Police body-camera and MTA surveillance footage was released for the first time Tuesday to The Baltimore Sun based on a public-information request.
The new videos show the incident unfold from different angles — from inside the MTA bus, which was equipped with security cameras, and from the body camera worn by one of the four officers who shot at Erb.
County prosecutors informed the police department last week that no charges would be filed against the officers who shot at Erb, said county State's Attorney Scott Shellenberger. The videos "greatly contributed to our ability to make a quick decision in this case," Shellenberger said in an interview Tuesday. "It's clear that several officers were in danger and civilians were in danger. The officers had to protect themselves and the community." Two women suffered non-life-threatening injuries in the shooting – a county police officer identified only as Officer Slocum and a 21-year-old bystander whose name was not released. Police said it is not yet clear whose gunfire hit the bystander.
"We know that Slocum was shot by Erb," police spokeswoman Officer Jennifer Peach said. "The forensic investigation into who shot the female civilian is still underway."
Shellenberger has adopted a policy in which he will release police body camera footage only if there is not a trial pending in the case. He said he released the videos in this case because no charges are pending against anyone. Erb was suspected in the armed robbery of two people in a shopping center parking lot before he got on the bus on busy Dundalk Avenue that Wednesday afternoon.
The bus video shows Erb enter the bus and pay his fare. Others on the bus can be heard humming, laughing and talking. Later, two officers responding to the robbery call, including Slocum, are seen entering the bus to look for the robbery suspect later identified as Erb.
Shortly after, passengers begin to yell and lean into their seats. Gunshots are heard as someones screams. Soon, people on the bus run out. Once they are gone, Erb can be seen shooting from the doorway, a gun in each hand.
The police department has released the last names of three of the officers who fired their weapons, identifying them as Police Officers First Class Carver, Leary and Minton. The agency does not release the full names of officers involved in shootings because of an agreement with the county police union.
A fourth officer's last name was not released. Police cited the officer's undercover assignment as the reason.
Parts of the incident were also captured by Carver's body camera. Carver was the only officer involved in the shooting who was wearing a body camera, Shellenberger said.
Peach said that's because the devices are being gradually distributed among the county's 1,900 officers. About 1,400 officers are scheduled to get cameras by the end of September.
A niece of Erb, Ciara Bean, said she believed police could have fired at Erb "with a non-lethal shot."
"I wish Blaine would've chosen a different path and decided not to go out and do what he did," she said. "Then my family would still have a part of it that's now missing … I'm not justifying what he did, I just wish there were different methods of stopping what he did other than killing him."
Police have said that Erb had a lengthy criminal history in Maryland and other states, with charges including robbery and assault. Crystal Jantz, the mother of Erb's daughter, said Tuesday that she regarded him as "dangerous" and believes police were justified in their actions.
"He always said it, he would never go back to prison," Jantz said. "He would die first by the cops shooting him."

Baltimore County officers were justified in shooting an armed robbery suspect who was fatally shot during a police shootout that seriously injured an officer and a bystander in Dundalk, prosecutors said. Baltimore County Deputy State's Attorney Robbin S. Coffin said video footage from police and MTA cameras show officers took proper action during their June 7 confrontation with Blaine Robert Erb, 35, on June 7. Officer 1st Class Slocum, a 13-year veteran assigned to Precinct 12 in Dundalk, was shot twice in a lower extremity during the confrontation. She has been released from the hospital, police said June 13. Police said officers were called around 2:49 p.m. June 7 for an armed robbery in progress on Dundalk Avenue near Avon Beach Road. Officers received information that a man had robbed two people at gunpoint. According to MTA bus video obtained by 11 News, Erb got on a bus -- at Belclare Road and Dundalk Avenue near the Logan Village Shopping Center -- in Dundalk at 2:53 p.m. Just after that, two police officers stopped the bus and got on to talk to Erb and that's when he pulled a gun and fired a shot at an officer standing at the rear exit. Erb then told everyone to get off the bus.
Erb is then seen in the video with two guns standing in the rear exit, firing in all directions. That goes on for about a minute and a half, at which point he stopped and reloaded. At one point, he walked to the front of the bus and fired some shots and police fired back. Erb eventually made a run for it. Meanwhile outside, a police body camera captured the tense moments. One officer switched from a shotgun to a pistol. Erb went down on a nearby lawn. The officer runs closer, but Erb did not listen to police. "Drop the gun. Drop the gun," can be heard in the video. Erb was shot, and the gun battle was over. "I actually had to watch it a couple of times because I was a little bit in disbelief," Baltimore County State's Attorney Scott Shellenberger said. Shellenberger said after reviewing the case, which included social media video, police body-camera video and MTA video there is no doubt the police shooting were justified, and no further action would be taken. "And when you look at all three of those, you get a very complete picture that these officers were justified in using deadly force because not only were their lives in danger, but the lives of many civilians in the area were in danger," Shellenberger said.

Baltimore County Police Department
The Baltimore County Police Department is the primary law enforcement agency for Baltimore County, Maryland. They have been accredited by Commission on Accreditation for Law Enforcement Agencies (C.A.L.E.A.) since 1984.
Police chief
The current Chief of the county police department is James Johnson. Chief Johnson took over as Chief on May 31, 2007, Chief James Johnson's formal ceremony was held that July when Maryland Governor Martin O'Malley named Chief Terrence B. Sheridan as the new Superintendent of the Maryland State Police.
Then Baltimore County Executive, James T. Smith, Jr. nominated Johnson for the position of Police Chief upon the exit of Sheridan. Johnson was subsequently approved by the County Council. Chief James Johnson has held every sworn rank in the Baltimore County Police Department, and started his career as a cadet at the age of 18; he has a 30 plus years with the department.
Milestones
1874: The Baltimore County Police Department was established by the General Assembly of Maryland on April 11, 1874. The Maryland state legislature approved what became Chapter 374 of the Laws of Maryland. This authorized the Board of County Commissioners for Baltimore County "to appoint such number of policemen as they may deem necessary, for the better protection of persons and property; the number not to exceed thirty at any one time, and to designate such number of said policemen as they may deem advisable, not exceeding five, as chief policemen."

Baltimore County prosecutors have ruled that police were justified in shooting a man who opened fire while on a bus in Dundalk this month, an incident captured by newly released video footage from police and MTA cameras.
Blaine Robert Erb, 35, was killed in the shootout with police June 7. A dramatic cell-phone video that showed Erb shooting from the bus was widely viewed on social media after a bystander posted the footage. Police body-camera and MTA surveillance footage was released for the first time Tuesday to The Baltimore Sun based on a public-information request.
The new videos show the incident unfold from different angles — from inside the MTA bus, which was equipped with security cameras, and from the body camera worn by one of the four officers who shot at Erb.
County prosecutors informed the police department last week that no charges would be filed against the officers who shot at Erb, said county State's Attorney Scott Shellenberger. The videos "greatly contributed to our ability to make a quick decision in this case," Shellenberger said in an interview Tuesday. "It's clear that several officers were in danger and civilians were in danger. The officers had to protect themselves and the community." Two women suffered non-life-threatening injuries in the shooting – a county police officer identified only as Officer Slocum and a 21-year-old bystander whose name was not released. Police said it is not yet clear whose gunfire hit the bystander.
"We know that Slocum was shot by Erb," police spokeswoman Officer Jennifer Peach said. "The forensic investigation into who shot the female civilian is still underway."
Shellenberger has adopted a policy in which he will release police body camera footage only if there is not a trial pending in the case. He said he released the videos in this case because no charges are pending against anyone. Erb was suspected in the armed robbery of two people in a shopping center parking lot before he got on the bus on busy Dundalk Avenue that Wednesday afternoon.
The bus video shows Erb enter the bus and pay his fare. Others on the bus can be heard humming, laughing and talking. Later, two officers responding to the robbery call, including Slocum, are seen entering the bus to look for the robbery suspect later identified as Erb.
Shortly after, passengers begin to yell and lean into their seats. Gunshots are heard as someones screams. Soon, people on the bus run out. Once they are gone, Erb can be seen shooting from the doorway, a gun in each hand.
The police department has released the last names of three of the officers who fired their weapons, identifying them as Police Officers First Class Carver, Leary and Minton. The agency does not release the full names of officers involved in shootings because of an agreement with the county police union.
A fourth officer's last name was not released. Police cited the officer's undercover assignment as the reason.
Parts of the incident were also captured by Carver's body camera. Carver was the only officer involved in the shooting who was wearing a body camera, Shellenberger said.
Peach said that's because the devices are being gradually distributed among the county's 1,900 officers. About 1,400 officers are scheduled to get cameras by the end of September.
A niece of Erb, Ciara Bean, said she believed police could have fired at Erb "with a non-lethal shot."
"I wish Blaine would've chosen a different path and decided not to go out and do what he did," she said. "Then my family would still have a part of it that's now missing … I'm not justifying what he did, I just wish there were different methods of stopping what he did other than killing him."
Police have said that Erb had a lengthy criminal history in Maryland and other states, with charges including robbery and assault. Crystal Jantz, the mother of Erb's daughter, said Tuesday that she regarded him as "dangerous" and believes police were justified in their actions.
"He always said it, he would never go back to prison," Jantz said. "He would die first by the cops shooting him."

Officers received information that a man had robbed two people at gunpoint. According to MTA bus video obtained by 11 News, Erb got on a bus -- at Belclare Road and Dundalk Avenue near the Logan Village Shopping Center -- in Dundalk at 2:53 p.m. Just after that, two police officers stopped the bus and got on to talk to Erb and that's when he pulled a gun and fired a shot at an officer standing at the rear exit. Erb then told everyone to get off the bus.
Erb is then seen in the video with two guns standing in the rear exit, firing in all directions. That goes on for about a minute and a half, at which point he stopped and reloaded. At one point, he walked to the front of the bus and fired some shots and police fired back. Erb eventually made a run for it. Meanwhile outside, a police body camera captured the tense moments. One officer switched from a shotgun to a pistol. Erb went down on a nearby lawn. The officer runs closer, but Erb did not listen to police. "Drop the gun. Drop the gun," can be heard in the video. Erb was shot, and the gun battle was over. "I actually had to watch it a couple of times because I was a little bit in disbelief," Baltimore County State's Attorney Scott Shellenberger said. Shellenberger said after reviewing the case, which included social media video, police body-camera video and MTA video there is no doubt the police shooting were justified, and no further action would be taken. "And when you look at all three of those, you get a very complete picture that these officers were justified in using deadly force because not only were their lives in danger, but the lives of many civilians in the area were in danger," Shellenberger said.

Erb is then seen in the video with two guns standing in the rear exit, firing in all directions. That goes on for about a minute and a half, at which point he stopped and reloaded. At one point, he walked to the front of the bus and fired some shots and police fired back. Erb eventually made a run for it. Meanwhile outside, a police body camera captured the tense moments. One officer switched from a shotgun to a pistol. Erb went down on a nearby lawn. The officer runs closer, but Erb did not listen to police. "Drop the gun. Drop the gun," can be heard in the video. Erb was shot, and the gun battle was over. "I actually had to watch it a couple of times because I was a little bit in disbelief," Baltimore County State's Attorney Scott Shellenberger said. Shellenberger said after reviewing the case, which included social media video, police body-camera video and MTA video there is no doubt the police shooting were justified, and no further action would be taken. "And when you look at all three of those, you get a very complete picture that these officers were justified in using deadly force because not only were their lives in danger, but the lives of many civilians in the area were in danger," Shellenberger said.

Baltimore County prosecutors have ruled that police were justified in shooting a man who opened fire while on a bus in Dundalk this month, an incident captured by newly released video footage from police and MTA cameras.
Blaine Robert Erb, 35, was killed in the shootout with police June 7. A dramatic cell-phone video that showed Erb shooting from the bus was widely viewed on social media after a bystander posted the footage. Police body-camera and MTA surveillance footage was released for the first time Tuesday to The Baltimore Sun based on a public-information request.
The new videos show the incident unfold from different angles — from inside the MTA bus, which was equipped with security cameras, and from the body camera worn by one of the four officers who shot at Erb.
County prosecutors informed the police department last week that no charges would be filed against the officers who shot at Erb, said county State's Attorney Scott Shellenberger. The videos "greatly contributed to our ability to make a quick decision in this case," Shellenberger said in an interview Tuesday. "It's clear that several officers were in danger and civilians were in danger. The officers had to protect themselves and the community." Two women suffered non-life-threatening injuries in the shooting – a county police officer identified only as Officer Slocum and a 21-year-old bystander whose name was not released. Police said it is not yet clear whose gunfire hit the bystander.
"We know that Slocum was shot by Erb," police spokeswoman Officer Jennifer Peach said. "The forensic investigation into who shot the female civilian is still underway."
Shellenberger has adopted a policy in which he will release police body camera footage only if there is not a trial pending in the case. He said he released the videos in this case because no charges are pending against anyone. Erb was suspected in the armed robbery of two people in a shopping center parking lot before he got on the bus on busy Dundalk Avenue that Wednesday afternoon.
The bus video shows Erb enter the bus and pay his fare. Others on the bus can be heard humming, laughing and talking. Later, two officers responding to the robbery call, including Slocum, are seen entering the bus to look for the robbery suspect later identified as Erb.
Shortly after, passengers begin to yell and lean into their seats. Gunshots are heard as someones screams. Soon, people on the bus run out. Once they are gone, Erb can be seen shooting from the doorway, a gun in each hand.
The police department has released the last names of three of the officers who fired their weapons, identifying them as Police Officers First Class Carver, Leary and Minton. The agency does not release the full names of officers involved in shootings because of an agreement with the county police union.
A fourth officer's last name was not released. Police cited the officer's undercover assignment as the reason.
Parts of the incident were also captured by Carver's body camera. Carver was the only officer involved in the shooting who was wearing a body camera, Shellenberger said.
Peach said that's because the devices are being gradually distributed among the county's 1,900 officers. About 1,400 officers are scheduled to get cameras by the end of September.
A niece of Erb, Ciara Bean, said she believed police could have fired at Erb "with a non-lethal shot."
"I wish Blaine would've chosen a different path and decided not to go out and do what he did," she said. "Then my family would still have a part of it that's now missing … I'm not justifying what he did, I just wish there were different methods of stopping what he did other than killing him."
Police have said that Erb had a lengthy criminal history in Maryland and other states, with charges including robbery and assault. Crystal Jantz, the mother of Erb's daughter, said Tuesday that she regarded him as "dangerous" and believes police were justified in their actions.
"He always said it, he would never go back to prison," Jantz said. "He would die first by the cops shooting him."

Two women suffered non-life-threatening injuries in the shooting – a county police officer identified only as Officer Slocum and a 21-year-old bystander whose name was not released. Police said it is not yet clear whose gunfire hit the bystander.
"We know that Slocum was shot by Erb," police spokeswoman Officer Jennifer Peach said. "The forensic investigation into who shot the female civilian is still underway."
Shellenberger has adopted a policy in which he will release police body camera footage only if there is not a trial pending in the case. He said he released the videos in this case because no charges are pending against anyone. Erb was suspected in the armed robbery of two people in a shopping center parking lot before he got on the bus on busy Dundalk Avenue that Wednesday afternoon.
The bus video shows Erb enter the bus and pay his fare. Others on the bus can be heard humming, laughing and talking. Later, two officers responding to the robbery call, including Slocum, are seen entering the bus to look for the robbery suspect later identified as Erb.
Shortly after, passengers begin to yell and lean into their seats. Gunshots are heard as someones screams. Soon, people on the bus run out. Once they are gone, Erb can be seen shooting from the doorway, a gun in each hand.
The police department has released the last names of three of the officers who fired their weapons, identifying them as Police Officers First Class Carver, Leary and Minton. The agency does not release the full names of officers involved in shootings because of an agreement with the county police union.
A fourth officer's last name was not released. Police cited the officer's undercover assignment as the reason.
Parts of the incident were also captured by Carver's body camera. Carver was the only officer involved in the shooting who was wearing a body camera, Shellenberger said.
Peach said that's because the devices are being gradually distributed among the county's 1,900 officers. About 1,400 officers are scheduled to get cameras by the end of September.
A niece of Erb, Ciara Bean, said she believed police could have fired at Erb "with a non-lethal shot."
"I wish Blaine would've chosen a different path and decided not to go out and do what he did," she said. "Then my family would still have a part of it that's now missing … I'm not justifying what he did, I just wish there were different methods of stopping what he did other than killing him."
Police have said that Erb had a lengthy criminal history in Maryland and other states, with charges including robbery and assault. Crystal Jantz, the mother of Erb's daughter, said Tuesday that she regarded him as "dangerous" and believes police were justified in their actions.
"He always said it, he would never go back to prison," Jantz said. "He would die first by the cops shooting him."

Coffin said video footage from police and MTA cameras show officers took proper action during their June 7 confrontation with Blaine Robert Erb, 35, on June 7. Officer 1st Class Slocum, a 13-year veteran assigned to Precinct 12 in Dundalk, was shot twice in a lower extremity during the confrontation. She has been released from the hospital, police said June 13. Police said officers were called around 2:49 p.m. June 7 for an armed robbery in progress on Dundalk Avenue near Avon Beach Road. Officers received information that a man had robbed two people at gunpoint. According to MTA bus video obtained by 11 News, Erb got on a bus -- at Belclare Road and Dundalk Avenue near the Logan Village Shopping Center -- in Dundalk at 2:53 p.m. Just after that, two police officers stopped the bus and got on to talk to Erb and that's when he pulled a gun and fired a shot at an officer standing at the rear exit. Erb then told everyone to get off the bus.
Erb is then seen in the video with two guns standing in the rear exit, firing in all directions. That goes on for about a minute and a half, at which point he stopped and reloaded. At one point, he walked to the front of the bus and fired some shots and police fired back. Erb eventually made a run for it. Meanwhile outside, a police body camera captured the tense moments. One officer switched from a shotgun to a pistol. Erb went down on a nearby lawn. The officer runs closer, but Erb did not listen to police. "Drop the gun. Drop the gun," can be heard in the video. Erb was shot, and the gun battle was over. "I actually had to watch it a couple of times because I was a little bit in disbelief," Baltimore County State's Attorney Scott Shellenberger said. Shellenberger said after reviewing the case, which included social media video, police body-camera video and MTA video there is no doubt the police shooting were justified, and no further action would be taken. "And when you look at all three of those, you get a very complete picture that these officers were justified in using deadly force because not only were their lives in danger, but the lives of many civilians in the area were in danger," Shellenberger said.

Almost a quarter of the jobs in the Baltimore region are in science, technology, engineering and math, in part attributed to its extensive undergraduate and graduate schools.
Economy
Once a predominantly industrial town, with an economic base focused on steel processing, shipping, auto manufacturing (General Motors Baltimore Assembly), and transportation, the city experienced deindustrialization which cost residents tens of thousands of low-skill, high-wage jobs.[164] The city now relies on a low-wage service economy, which accounts for 90% of jobs in the city.[165][166] Around the turn of the century, Baltimore was the leading US manufacturer of rye whiskey and straw hats. It also led in refining of crude oil, brought to the city by pipeline from Pennsylvania.[167]

Baltimore is the largest city in the U.S. state of Maryland, and the 29th-most populous city in the country. It was established by the Constitution of Maryland[17] and is not part of any county; thus, it is the largest independent city in the United States. Economy
Once a predominantly industrial town, with an economic base focused on steel processing, shipping, auto manufacturing (General Motors Baltimore Assembly), and transportation, the city experienced deindustrialization which cost residents tens of thousands of low-skill, high-wage jobs.[164] The city now relies on a low-wage service economy, which accounts for 90% of jobs in the city.[165][166] Around the turn of the century, Baltimore was the leading US manufacturer of rye whiskey and straw hats. At about 9:30AM on August 1, 2016, a standoff between Korryn Gaines, a mother of 2, and Baltimore County police began at her residence in Randallstown, Maryland. The standoff began when police tried, unsuccessfully, to get the occupants of the home in which Korryn Gaines resided in to exit, so the police could execute bench warrants.
Two warrants were to be served, one for a failure to appear in court, issued as a result of Ms. Gaines failing to exit her vehicle during a traffic stop in which she had an invalid license plate and no insurance on the vehicle. In the place of a license plate, she had a piece of cardboard with some sovereign citizen stuff written on it, which is, of course, invalid in any state. After many chances given to her to walk home - which was close by the actual place where they pulled her over - the police had to extract her from the vehicle and arrest her. They gave her a court date, which she did not show up for, hence the bench warrant.
The second warrant was for Kareem Courtney, her boyfriend. The warrant was issued as a result of Korryn Gaines filing a domestic dispute against him, weeks prior.
To move forward to the events of Monday August 1st, police are outside of the residence and they are engaging in negotiations from the outside. They then obtain a key from an outside person, at this point they can see Korryn Gaines sitting on the ground with the child nearby. The shotgun is also in plain view, which she immediately wields at the officers. At this point, she is not standing up while holding the child like some reports say, she's still sitting down while wielding the gun. They take cover, then begin negotiations and call the tactical team.
The police fall back and get into tactical positions. Backup is called, which includes better trained negotiators in this situation which could be considered hostage, because there are other people inside. After a few minutes of negotiating, the man in the home, Kareem Courtney, exits without a struggle, and is brought into custody. He takes the younger child, the one year old, with him, and does not take the 5 year old or the mother. So, at this point, it's just Ms. Gaines and her 5 year old child in the home.
Negotiations drag on until about 4pm Monday afternoon. The police say sometimes the talks are going well, other times, not so well. Ms. Gaines eventually wields the weapon again and this time, directly threatens to kill the officers if they don't leave. One shot is fired from the officers at this point, if it hit someone or not is not currently known. She then proceeds to fire several shots at the officers, they fire back and she dies. The child receives an arm injury, but the source of the injury is not known and he is in great condition.
This situation could have been avoided with simple compliance. Something that the Black Lives (LIES) matter movement appears to be against. Hopefully, this will be a wakeup call to anyone else out there who attempts to live in an alternate reality than the rest of Americans. Black Lies Matter is a cancer that will continue to kill, and the cure is common sense and decency.
