The Arab Democracy Index: A Marked Decline in Freedoms and Reform 
A report published today by the Arab Reform Initiative and the Palestinian Center for Policy and Survey Research, in partnership with ten research centers in the Arab world, shows a decline in the Arab Democracy Index and the shortcomings of the process of democratic change and its inability to transform the Arab region.
The report, entitled Arab Democracy Index 5, measures the democratic transition process in Jordan, Bahrain, Tunisia, Algeria, Saudi Arabia, Palestine, Kuwait, Lebanon, Egypt and Morocco. It examines the results of a survey conducted in these countries in 2015.....More

Support for the two state solution rises among Palestinians but declines among Israeli Jews, while support for a comprehensive peace agreement remains unchanged among Palestinians but drops among Israeli Jews. But a package of incentives shows that attitudes are flexible on both sides, and motivates significant shift in favor of the peace package leading to majority support on both sides. Unilateral recognition of each side’s national claims is one of the most effective incentives for both. However, perceived lack of feasibility remains closely linked to rejection of the two-state solution and its package of implementation

These are the results of Palestinian-Israeli Pulse: A Joint Poll conducted by the Tami Steinmetz Center for Peace Research (TSC), Tel Aviv University and the Palestinian Center for Policy and Survey Research (PSR) in Ramallah, with funding from the European Union (EU) and the Netherlands Representative Office in Ramallah.
MAIN HIGHLIGHTS
- A majority of both Israelis (53%) and Palestinians (52%) support the two-state solution. Palestinian support has risen since December 2016, when 44% supported the solution in principle; among Jews support stood at 50% in December declining to 47% in the current poll.
- Still, fewer people support three possible alternatives to a two-state solution: one state with equal rights, one state without rights, and expulsion or “transfer.”
- Only 43% of Palestinians (hardly any change from December, when 42% supported it) and 32% of Israeli Jews (a nine-point decline from the previous survey) support a permanent peace agreement package, along with 83% of Israeli Arabs – typical of the high level support from Israeli Arabs in previous surveys. In total, 41% of Israelis support the detailed agreement. The peace package comprises: a de-militarized Palestinian state, an Israeli withdrawal to the Green Line with equal territorial exchange, a family unification in Israel of 100,000 Palestinian refugees, West Jerusalem as the capital of Israel and East Jerusalem as the capital of Palestine, the Jewish Quarter and the Western Wall under Israeli sovereignty and the Muslim and Christian quarters and the al Haram al Sharif/Temple Mount under Palestinian sovereignty, and the end of the conflict and claims. Changing the Status Quo: What directions for Palestinians?

Given the current stalemate in Palestinian-Israeli relations and the potential for wide-scale escalation in the near future, PSR has conducted a 6-month policy research on new directions for the Palestinians. The research sought to explore Palestinian discourse on the best means to move forward. Five short policy papers, written by senior Palestinian experts and academics, explore various approaches and directions for the PA to take. All these directions are currently part of the Palestinian public and elite discourse. Each paper describes a specific approach, outlining its potential impact on the Palestinians and Israelis and exploring its contribution to a more effective Palestinian strategy to end the occupation. These are the results of the latest poll conducted by the Palestinian Center for Policy and Survey Research (PSR) in the West Bank and the Gaza Strip between 8 and 11 March 2017. Internally, the period before the poll witnessed the setting of a May 2017 date for holding local elections and Hamas announced its intentions to boycott them. A novel by a Palestinian writer was banned by the PA and the license for the Palestinian Telecommunication Company was renewed without opening the market to competition.....More

Widespread public rejection of two PA’s decisions: to reduce salary payments to its Gazan employees, and to suspend payment to cover the cost of Israeli-supplied electricity to the Gaza Strip; in the meanwhile, an almost total consensus rejects pressure on the PA to terminate payments to Palestinian security prisoners, and the largest percentage rejects any Hamas-Dahlan deal to jointly run the Gaza Strip seeing it as leading to total split between the West Bank and the Gaza Strip, but the findings point to clear differences on this matter between the West Bank and the Gaza Strip
