The Empire State Building is a 102-storyskyscraper located in Midtown Manhattan, New York City, on Fifth Avenue between West 33rd and 34th Streets. It has a roof height of 1,250 feet (381 m), and with its antenna spire included, it stands a total of 1,454 feet (443 m) high. Its name is derived from the nickname for New York, the Empire State. It stood as the world's tallest building for nearly 40 years, from its completion in early 1931 until the topping out of the original World Trade Center's North Tower in late 1970. Following the September 11 attacks in 2001, the Empire State Building was again the tallest building in New York, until One World Trade Center reached a greater height in April 2012. The Empire State Building is currently the fifth-tallest completed skyscraper in the United States and the 29th-tallest in the world. It is also the fifth-tallest freestanding structure in the Americas. When measured by pinnacle height, it is the fourth-tallest building in the United States.
In political science, state-building as a term used in state theory describes the construction of a functioning state. The term first entered academic debate in the context of Charles Tilly's influential work on the origins of states (1975: 70f.):
"State building provided for the emergence of specialized personnel, control over consolidated territory, loyalty, and durability, permanent institutions with a centralized and autonomous state that held the monopoly of violence over a given population".
State-building now more commonly refers to the construction or reform of governmental institutions by external actors in "failed" or "fragile" states. This further includes reforms of state-society relations with the objective of strengthening state resilience. The OECD identifies three critical aspects:

The U.S. State of New York has been known by many nicknames, most notably as the Empire State, adopted as late as the 19th century. This nickname has been incorporated into the names of several state buildings and events, and is commonly believed to refer to the state's wealth and resources. However, the origin of the term remains unclear.
There are several theories on the origin of the name. Two of them involve George Washington, one credits aggressive trade routes, and another associates the nickname with New York exceeding Virginia in population. None has been proven. One commonly accepted tale says that, when Washington was given a full map of New York prior to the Battle of New York, he remarked on New York's natural geographic advantages, proclaiming New York the "Seat of an Empire".
The origin of the term has puzzled many historians; as American writer Paul Eldridge put it, "Who was the merry wag who crowned the State ... [as the Empire State]? New York would certainly raise a monument to his memory, but he made his grandiose gesture and vanished forever."
