Spent fuel pools (SFP) are storage pools for spent fuel from nuclear reactors. They are typically 40 or more feet (12 m) deep, with the bottom 14 feet (4.3 m) equipped with storage racks designed to hold fuel assemblies removed from the reactor. A reactor's pool is specially designed for the reactor in which the fuel was used and situated at the reactor site. An away-from-reactor, Independent Spent Fuel Storage Installation (ISFSI), such as the one located at the Morris Operation, is also sometimes used. In many countries, the fuel assemblies, after being in the reactor for 3 to 6 years, are stored underwater for 10 to 20 years before being sent for reprocessing or dry cask storage. The water cools the fuel and provides shielding from radiation.
While only about 20 feet (6.1 m) of water is needed to keep radiation levels below acceptable levels, the extra depth provides a safety margin and allows fuel assemblies to be manipulated without special shielding to protect the operators.
Spent nuclear fuel, occasionally called used nuclear fuel, is nuclear fuel that has been irradiated in a nuclear reactor (usually at a nuclear power plant). It is no longer useful in sustaining a nuclear reaction in an ordinary thermal reactor and depending on its point along the nuclear fuel cycle, it may have considerably different isotopic constituents.

In the oxide fuel, intense temperature gradients exist which cause fission products to migrate. The zirconium tends to move to the centre of the fuel pellet where the temperature is highest, while the lower-boiling fission products move to the edge of the pellet. The pellet is likely to contain lots of small bubble-like pores which form during use; the fission xenon migrates to these voids. Some of this xenon will then decay to form caesium, hence many of these bubbles contain a large concentration of 137Cs.

TEPCO made the video to show how the removal of fuel assemblies (not individual "rods") from the Spent Fuel Pool of Reactor 4 at Fukushima I Nuclear Power Plant. The removal, starting with unused (new) assemblies, was set to start on November 8, but it has been delayed to conduct a test run of transferring the fuel assemblies to the Common Pool. TEPCO released footage for the first time on Wednesday of the Fukushima Dai-ichi nuclear power plant Unit 3 reactor's spent fuel pool. The fuel rods, covered in debris from the March explosions, weren't visible in the footage but officials believe they are largely undamaged. In an operation filmed by a robot camera, 40 milliliters of water was collected from the spent fuel pool. The water is contaminated with high levels of radioactive material which needs further analysis for evaluation.

Beginning on November 18 2013, workers at the crippled Fukushima Daiichi nuclear power plant began removing the nuclear fuel rods from the spent fuel pool in reactor 4. The power plant was destroyed in 2011 when an earthquake and tsunami triggered three meltdowns at the nuclear power station. There was also an explosion in reactor building 4, and TEPCO has prioritized removing the spent fuel from that damaged building. The removal of the spent fuel is the first big step in the process of decommissioning the power station, a effort that will take 30 to 40 years.
