National Paralympic Committee
A National Paralympic Committee (NPC) is a national constituent of the worldwide Paralympic movement. Subject to the controls of the International Paralympic Committee (IPC), NPCs are responsible for organizing their people's participation in the Paralympic Games.
The Paralympic Games are a major international multi-sport event where athletes with physical disabilities compete; this includes athletes with mobility disabilities, amputations, blindness, and cerebral palsy. There are Winter and Summer Paralympic Games, which are held immediately following their respective Olympic Games, in the same host city.
As of 2012, there are 174 NPC members of the IPC. Only NPCs in good standing may enter athletes in the Paralympic Games. Within countries, some NPCs serve as the national governing body for one or more sports, while others only act as the IPC member with responsibility for Paralympic Games.

Paralympic Games
The Paralympic Games is a major international multi-sport event, involving athletes with a range of physical disabilities, including impaired muscle power (e.g. paraplegia and quadriplegia, muscular dystrophy, post-polio syndrome, spina bifida), impaired passive range of movement, limb deficiency (e.g. amputation or dysmelia), leg length difference, short stature, hypertonia, ataxia, athetosis, vision impairment and intellectual impairment. There are Winter and Summer Paralympic Games, which since the 1988 Summer Games in Seoul, South Korea, are held almost immediately following the respective Olympic Games. All Paralympic Games are governed by the International Paralympic Committee (IPC).
The Paralympics has grown from a small gathering of British World War II veterans in 1948 to become one of the largest international sporting events by the early 21st century. Paralympians strive for equal treatment with non-disabled Olympic athletes, but there is a large funding gap between Olympic and Paralympic athletes.

It is with deep sadness and regret that the International Paralympic Committee (IPC) confirms the death of the Iranian Para cyclist Bahman Golbarnezhad following an accident in this morning’s (17 September) road race at the Rio 2016 Paralympic Games. Golbarnezhad, 48, was involved in a crash at around 10:40am on the first section of the Grumari loop, a mountainous stretch of the course. The athlete received treatment at the scene and was in the process of being taken to the athlete hospital when he suffered a cardiac arrest. The ambulance then diverted to the nearby Unimed Rio Hospital in Barra where he passed away soon after arrival. Closing Ceremony of the Vancouver 2010 Paralympic Winter Games
Countries with the highest number of winning medals were celebrated, with athletes from Russia giving their country first place with a total of 38 medals. To honour the country, the national anthem was sung by a choir, with the sounds echoing in and around the Whistler Village. LIVE: Russian Paralympics kick off in Moscow
The Russian Paralympics are due to kick off on Wednesday, September 7, with an opening ceremony in Moscow. The tournament is being held for all Russian Paralympic athletes, who have been banned from competing in the Rio 2016 Games. The International Paralympic Committee decided to suspend the entire Russian team over alleged doping use from the 2016 Paralympics, which run from September 7-18 in Rio de Janeiro. An appeal filed by the Russian Paralympic Committee to the Court of Arbitration for Sport was dismissed.

It is with deep sadness and regret that the International Paralympic Committee (IPC) confirms the death of the Iranian Para cyclist Bahman Golbarnezhad following an accident in this morning’s (17 September) road race at the Rio 2016 Paralympic Games.
Golbarnezhad, 48, was involved in a crash at around 10:40am on the first section of the Grumari loop, a mountainous stretch of the course. The athlete received treatment at the scene and was in the process of being taken to the athlete hospital when he suffered a cardiac arrest. The ambulance then diverted to the nearby Unimed Rio Hospital in Barra where he passed away soon after arrival.
The athlete’s family who are in Iran was informed this afternoon and the Iranian team was brought together in the Athlete Village earlier this evening and told of the news.
Sir Philip Craven, IPC President, said: “This is truly heart-breaking news and the thoughts and condolences of the whole Paralympic Movement are with Bahman’s family, friends, and teammates as well as the whole of the National Paralympic Committee (NPC) of Iran.
“The Paralympic Family is united in grief at this horrendous tragedy which casts a shadow over what have been great Paralympic Games here in Rio.”
Carlos Nuzman, President of Rio 2016, said: “This is very sad news for sport and for the Paralympic movement. Our hearts and prayers are with Bahman’s family, his teammates and all the people of Iran.”
Brian Cookson, UCI President, said: “I am devastated to hear about the death of Iranian rider Bahman Golbarnezhad. Our thoughts are with his family and friends, and the NPC of Iran to whom we offer our most sincere condolences.”
Following Golbarnezhad‘s passing the Iranian Flag has been lowered to half-mast in the Paralympic Village. The Paralympic flag will also be flown at half-mast in the Paralympic Village and at the Rio Centro venue where Iran on Sunday (18 September) will play Bosnia and Herzegovina in the sitting volleyball gold medal match. During tomorrow’s Closing Ceremony a moment of silence will be held.
An investigation into the circumstances of the accident has been launched.
This was Golbarnezhad’s second race at the Rio 2016 Paralympic Games. On Wednesday (14 September) he took part in the time trial C4 race finishing 14th. He also participated at the London 2012 Paralympic Games and took up the sport in 2002.
The IPC and Rio 2016 will stage a press conference at the Olympic Aquatics Centre media centre at 20:30 this evening.

Ahead of September’s International Paralympic Committee (IPC) Governing Board elections, the IPC has published video interviews with the four candidates looking to replace Sir Philip Craven as President of the Paralympic Movement’s global governing body.
On 8 September in Abu Dhabi, UAE, at the 18th IPC General Assembly, the IPC’s membership will be invited to elect only the IPC’s third ever President.
Standing for election for the role is Canada’s Patrick Jarvis, Brazil’s Andrew Parsons, Denmark’s John Petersson and China’s Haidi Zhang. Jarvis, Parsons and Petersson are current members of the current IPC Governing Board with Parsons the organisation’s Vice President.
During the interviews filmed by BBC Sport, the four candidates answer questions which aim to give a greater insight into who they are and what they will bring to the Paralympic Movement if elected as President.

Countries with the highest number of winning medals were celebrated, with athletes from Russia giving their country first place with a total of 38 medals. To honour the country, the national anthem was sung by a choir, with the sounds echoing in and around the Whistler Village.
With a total of 24 winning medals, Germany came in second place behind Russia, and was followed by both Canada and Ukraine who tied with 19 medals.
In his speech, International Paralympic Committee (IPC) President Sir Philip Craven said that the Vancouver 2010 Paralympic Winter Games offered everyone not only elite sport by hard-working athletes, but a sense of family and community.
"The notion of true sport - pure sport, has been understood by all of us," Sir Philip said. "With excellence, our Paralympic athletes came here to compete fairly, and the result was a fantastic show of sportsmanship. Together, we have all captured the Paralympic Spirit from these Games and can carry it around the world. With this, our athletes, coaches and officials will encourage new athletes, make new friends and inspire them to light the flame in their hearts."
He continued to say that he looks forward to seeing all athletes back in four years, at the Sochi 2014 Paralympic Winter Games.
Following the IPC President's speech was the official presentation of the Whang Youn Dai Achievement Award to Endo Takayuki of Japan and Collette Bourgonje of Canada. The Award recognizes elite athletes with a disability who have demonstrated an exceptional level of determination to overcome their adversities through sport and the Paralympic Games.
Also recognized during the Closing Ceremony were the winners of the IPC Athletes' Council Election, which included Katarzyna Rogowiec from Poland in Biathlon & Cross-Country Skiing (275 votes), Todd Nicholson, Canada in Ice Sledge Hockey (203 votes), and Eskil Hagen from Norway in Ice Sledge Hockey (193 votes).
The Vancouver 2010 Paralympic Winter Games took place in Whistler and Vancouver from 12-21 March 2010, with events in Alpine Skiing, Biathlon, Ice Sledge Hockey and Wheelchair Curling.
