Shire of Torres
The Shire of Torres is a local government area located in Far North Queensland, Australia, covering large sections of the Torres Strait Islands and the northern tip of Cape York Peninsula north of 11°S latitude. It holds two distinctions—it is the northernmost Local Government Area in Australia, and is the only one to abut an international border – it is at one point just 73 kilometres (45 mi) from Papua New Guinea. It is administered from Thursday Island.
History
The Hann Division was created on 11 November 1879 as one of 74 divisions around Queensland under the Divisional Boards Act 1879. On 30 October 1885, the coastal islands of Hann Division was separated to create Torres Division.
With the passage of the Local Authorities Act 1902, Balonne Division became Shire of Balonne on 31 March 1903.
Most of the islands were unincorporated until the 1970s, but Thursday Island had a town council going back to 1912. In 1939, the Torres Strait Islanders Act was passed by the Federal Government, allowing for a form of local government on each island. On 27 January 1942, after the fall of Singapore during World War II, the Australian government gave the order to evacuate all civilians from Thursday Island, which now became a military base. In 1946, civilians started returning to the island. In 1952 the Council was dissolved and replaced by administrators.

Torres Strait
The Torres Strait is a strait which lies between Australia and the Melanesian island of New Guinea. It is approximately 150 km (93 mi) wide at its narrowest extent. To the south is Cape York Peninsula, the northernmost continental extremity of the Australian state of Queensland. To the north is the Western Province of Papua New Guinea. It is named after navigator Luís Vaz de Torres, who passed through the Strait in 1606.
Geography
The strait links the Coral Sea to the east with the Arafura Sea and Gulf of Carpentaria in the west. Although it is an important international sea lane, it is very shallow (7 to 15 m water depth), and the maze of reefs and islands can make it hazardous to navigate. In the south the Endeavour Strait is located between Prince of Wales Island (Muralug) and the mainland. Shipping enters Torres Strait via the Adolphus Channel which joins to the Great Barrier Reef lagoon to the southeast. Strong tidal currents occur in the narrow channels between islands and reefs, and large submarine sand dunes migrate across the seafloor. Some 580 coral reefs, including the Warrior Reefs and Eastern Patch Reefs, cover a total area of 2,400 km2 in the region, as well as some of the most extensive seagrass beds in the world.

Torres Strait Islanders
Torres Strait Islanders are the indigenous people of the Torres Strait Islands, part of Queensland, Australia. They are culturally and genetically Melanesian people, as are the people of Papua New Guinea. They are distinct from the Aboriginal people of the rest of Australia, and are generally referred to separately. There are also two Torres Strait Islander communities on the nearby coast of the mainland at Bamaga and Seisia.
Population
There are 6,800 Torres Strait Islanders who live in the area of the Torres Strait, and 42,000 others who live outside of this area, mostly in the north of Queensland, particularly in Townsville and Cairns.
Culture
The indigenous people of the Torres Strait have a distinct culture which has slight variants on the different islands where they live. They are a seafaring people, and they trade with people of Papua New Guinea. The culture is complex, with some Australian elements, some Papuan elements, and Austronesian elements, just like the languages. The Islanders seem to have been the dominant culture for many centuries, and neighbouring Aboriginal and Papuan cultures show some Island influence in religious ceremonies and the like. Examples of Torres Strait Islander language can be found on the State Library of Queensland's "ReTold" website, a collection of online stories gathered in partnership with Torres Strait Islander language speakers and community members living in mainland Queensland. The Torres Strait Islands are a group of islands to the north of the Australian mainland stretching nearly as far as Papua New Guinea. There are 14 inhabited islands, but only the two neighbouring islands of Thursday Island and Horn Island have developed visitor facilities. These two islands are the most visited, and have regular scheduled air and ferry connections. The other islands are left to the more intrepid voyager or those with business with the indigenous communities. Scheduled light aircraft, helicopter, water-taxis, barges and private boats allow access to all this inhabited islands, or even the possibility of spending a day or night on an entirely uninhabited island.
The Torres Strait Islanders were the first Indigenous Australians to gain legal recognition of their ownership of the land. Traditionally they were fierce headhunters until the arrival of the missionaries (celebrated yearly throughout the Islands on July 1st as "The Coming of the Light".) Due to the missionary influence, Islanders are often very generous and keen to share their culture.
Most residents of the islands are still Indigenous Australians (with the ratio of around 6 to 1). Many of the non-indigenous residents are temporary, employed in education and health, policing and military, and overseas workers in hospitality.
Thursday Island is the main administrative centre, with a population of around 4000 people on an island only 3.5 square kilometres. It has a permanently manned military barracks. Neighbouring Horn Island has the main airport, with air links to Cairns and light aircraft links to several other inhabited islands. It has a smaller population of around 600, but a much larger land mass of 60 square kilometres. Most residents of Horn commute to Thursday for work and education, and there is a regular ferry service between the two.
The fishing is absolutely amazing in the crystal clear waters of the Torres Strait. Although quarantine regulations control what can be taken back to mainland Australia, freshly caught fish in ice boxes are permitted. Snorkelling on the reefs is pretty good too, but caution is required as some reefs house sharks and crocodiles.
