Two Miami police officers are under investigation after getting into a fight during a traffic stop, and it was all caught on camera.
Police said a uniformed police officer, Marcel Jackson, pulled over Lt. David Ramras, and that's when a physical altercation broke out.
According to Jackson, Ramras was speeding and wouldn't stop when Jackson initially tried to pull him over. Jackson said he pursued Ramras for a couple of blocks before Ramras pulled over.
Video from Jackson's personal GoPro camera showed Jackson asking Ramras for his driver's license and proof of insurance. That's when Ramras opened the door and appeared to lunge at Jackson. It is unclear why Jackson had his GoPro camera with him, and the Miami Police Department does not have dashboard cameras.
Several officers on the scene tried to separate the two men.
Once Jackson realized that Ramras was a lieutenant in the Internal Affairs Unit, and veteran of more than a couple of decades, he allegedly put the camera between the seats, but kept rolling the audio.

The president of the Fraternal Order of Police, Javier Ortiz, said he responded to the scene after one of the men requested for the FOP to respond.
"Time will tell how this will play out," said Ortiz. "I believe that Officer Jackson was acting in good faith when he pulled over Lt. Ramras. Once the contact was made between the officer and the lieutenant, that's where things get sketchy."
Ramras has since been reassigned to another unit so that he is not in the unit that is investigating the incident. Jackson has been suspended with pay.
"Only time will tell once the investigation plays out who was in the right and who was in the wrong," said Ortiz.

Richard Gere
Richard Tiffany Gere (/ˈɡɪər/ GEER; born August 31, 1949) is an American actor and activist. He began acting in the 1970s, playing a supporting role in Looking for Mr. Goodbar and a starring role in Days of Heaven. He came to prominence in 1980 for his role in the film American Gigolo, which established him as a leading man and a sex symbol. He went on to star in several hit films, including An Officer and a Gentleman, Pretty Woman, Primal Fear, Runaway Bride, Arbitrage and Chicago, for which he won a Golden Globe Award for Best Actor and a Screen Actors Guild Award for part of the Best Cast.
Early life and education
Gere was born in Philadelphia, Pennsylvania. His mother, Doris Ann (née Tiffany, born 1924), was a housewife. His father, Homer George Gere (born 1922), was an insurance agent for the Nationwide Mutual Insurance Company, and had originally intended to become a minister. Gere is their eldest son and second child. His paternal great-grandfather had changed the spelling of the surname from "Geer". Both of his parents were Mayflower descendants; Gere's ancestors include Pilgrims Francis Eaton, John Billington, George Soule, Richard Warren, Degory Priest, Francis Cooke and William Brewster.

Andy García
Andrés Arturo García Menéndez (born April 12, 1956), professionally known as Andy García, is a Cuban American actor and director. He became known in the late 1980s and 1990s, having appeared in several successful Hollywood films, including The Godfather Part III, The Untouchables, Internal Affairs and When a Man Loves a Woman. More recently, he has starred in Ocean's Eleven and its sequels, Ocean's Twelve and Ocean's Thirteen, and The Lost City.
García was nominated for the Academy Award for Best Supporting Actor for his role as Vincent Mancini in The Godfather Part III.
Early life
García was born Andrés Arturo García Menéndez in Havana, Cuba. His mother, Amelie Menéndez, was an English teacher, and his father, René García Núñez, was an avocado farmer and attorney in Cuba, and later owned a fragrance business in the United States. García has two older siblings, a sister named Tessi and a brother named René. When García was five years old, the family moved to Miami, Florida, after the failed Bay of Pigs Invasion. Over a period of several years, they built up a million-dollar perfume company. García was raised as a Roman Catholic and attended Miami Beach Senior High School, where he played on the basketball team. During his last year in high school, he became ill with mononucleosis, which convinced him to pursue a career in acting. He began his acting career taking a drama class with Jay W. Jensen in his senior year at Miami Beach Senior High School. He graduated from Florida International University in Miami.

Mike Figgis
Michael "Mike" Figgis (born 28 February 1948) is an English film director, screenwriter, and composer.
Early life
Figgis was born in Carlisle, Cumberland, and grew up in Nairobi, Kenya until he was eight. The rest of his childhood was spent in Newcastle upon Tyne.
Career
Figgis's early interest was in music and he played keyboards for Bryan Ferry's first band. In 1983 he directed a theatre play, produced in Theatre Gerard-Philipe (Saint-Denis, Paris, France). This play performed with great success at Festival de Grenada and in Theater der Welt (Munich, Germany).
After working in theatre (he was a musician and performer in the experimental group People Show) he made his feature film debut with the low budget Stormy Monday in 1988. The film earned him attention as a director who could get interesting performances from established Hollywood actors. He initially made a splash in America in the 1990s with the gritty thriller Internal Affairs that helped to revive the career of Richard Gere. His next Hollywood feature, Mr. Jones, was misunderstood by the studio, who attempted to market the downbeat story as a feelgood movie, resulting in a box office flop. Figgis poured his disenchantment with the film industry into Leaving Las Vegas, creating star turns for Nicolas Cage and Elisabeth Shue, which earned Figgis Academy Award nominations for Best Directing and Best Screenplay. He followed this up with the romantic drama One Night Stand, starring Wesley Snipes and Nastassja Kinski, but the movie received a poor response from critics and was a commercial failure. His most ambitious film to date is the low-budget film The Loss of Sexual Innocence, a loosely based autobiographical movie of the director himself.

Nancy Travis
Nancy Ann Travis (born September 21, 1961) is an American actress. She is known for her roles in the films Three Men and a Baby (1987) and its sequel, Three Men and a Little Lady (1990), Air America (1990), Internal Affairs (1990), So I Married an Axe Murderer (1993), Greedy (1994), and Fluke (1995). She currently stars as Vanessa Baxter in the ABC comedy series Last Man Standing.
Early life
Travis was born in New York City, the daughter of Theresa, a social worker, and Gordon Travis, a sales executive. Travis was raised in Boston, Massachusetts, and Baltimore, Maryland. She was raised Catholic.
Career
Travis' first job after graduating from high school was in a play, It's Hard to be a Jew, at The American Jewish Theatre in NYC. After that, Travis appeared in a stage version of Neil Simon's Brighton Beach Memoirs and was a founding member of the Off-Broadway theater company Naked Angels. She appeared in their Frank Pugliese play Aven U-Boys, as well as in King of Connecticut. She made her Broadway debut in I'm Not Rappaport. She starred in Athol Fugard's My Children, My Africa.

FILM DESCRIPTION: In this glossy L.A. crime drama by Mike Figgis, Andy Garcia stars as Sgt. Raymond Avila, a cop who just joined the Internal Affairs division of the L.A.P.D. Two Miami police officers are under investigation after getting into a fight during a traffic stop, and it was all caught on camera. Police said a uniformed police officer, Marcel Jackson, pulled over Lt. David Ramras, and that's when a physical altercation broke out. According to Jackson, Ramras was speeding and wouldn't stop when Jackson initially tried to pull him over. Jackson said he pursued Ramras for a couple of blocks before Ramras pulled over. Video from Jackson's personal GoPro camera showed Jackson asking Ramras for his driver's license and proof of insurance. That's when Ramras opened the door and appeared to lunge at Jackson. Two Miami police officers are under investigation after getting into a fight during a traffic stop, and it was all caught on camera.
Police said a uniformed police officer, Marcel Jackson, pulled over Lt. David Ramras, and that's when a physical altercation broke out.
According to Jackson, Ramras was speeding and wouldn't stop when Jackson initially tried to pull him over. Jackson said he pursued Ramras for a couple of blocks before Ramras pulled over.
Video from Jackson's personal GoPro camera showed Jackson asking Ramras for his driver's license and proof of insurance. That's when Ramras opened the door and appeared to lunge at Jackson. It is unclear why Jackson had his GoPro camera with him, and the Miami Police Department does not have dashboard cameras.
Several officers on the scene tried to separate the two men.
Once Jackson realized that Ramras was a lieutenant in the Internal Affairs Unit, and veteran of more than a couple of decades, he allegedly put the camera between the seats, but kept rolling the audio.

The president of the Fraternal Order of Police, Javier Ortiz, said he responded to the scene after one of the men requested for the FOP to respond.
"Time will tell how this will play out," said Ortiz. "I believe that Officer Jackson was acting in good faith when he pulled over Lt. Ramras. Once the contact was made between the officer and the lieutenant, that's where things get sketchy."
Ramras has since been reassigned to another unit so that he is not in the unit that is investigating the incident. Jackson has been suspended with pay.
"Only time will tell once the investigation plays out who was in the right and who was in the wrong," said Ortiz.

Two Miami police officers are under investigation after getting into a fight during a traffic stop, and it was all caught on camera. Police said a uniformed police officer, Marcel Jackson, pulled over Lt. David Ramras, and that's when a physical altercation broke out. According to Jackson, Ramras was speeding and wouldn't stop when Jackson initially tried to pull him over. Jackson said he pursued Ramras for a couple of blocks before Ramras pulled over. Police said a uniformed police officer, Marcel Jackson, pulled over Lt. David Ramras, and that's when a physical altercation broke out.
According to Jackson, Ramras was speeding and wouldn't stop when Jackson initially tried to pull him over. Jackson said he pursued Ramras for a couple of blocks before Ramras pulled over.
Video from Jackson's personal GoPro camera showed Jackson asking Ramras for his driver's license and proof of insurance. That's when Ramras opened the door and appeared to lunge at Jackson. It is unclear why Jackson had his GoPro camera with him, and the Miami Police Department does not have dashboard cameras.
Several officers on the scene tried to separate the two men.
Once Jackson realized that Ramras was a lieutenant in the Internal Affairs Unit, and veteran of more than a couple of decades, he allegedly put the camera between the seats, but kept rolling the audio.

The president of the Fraternal Order of Police, Javier Ortiz, said he responded to the scene after one of the men requested for the FOP to respond.
"Time will tell how this will play out," said Ortiz. "I believe that Officer Jackson was acting in good faith when he pulled over Lt. Ramras. Once the contact was made between the officer and the lieutenant, that's where things get sketchy."
Ramras has since been reassigned to another unit so that he is not in the unit that is investigating the incident. Jackson has been suspended with pay.
"Only time will tell once the investigation plays out who was in the right and who was in the wrong," said Ortiz.

In this glossy L.A. crime drama by Mike Figgis, Andy Garcia stars as Sgt. Raymond Avila, a cop who just joined the Internal Affairs division of the L.A.P.D. An investigation into police corruption has led Avila and his partner, Sgt. Amy Wallace (Laurie Metcalf), to Officer Dennis Peck (Richard Gere). Avila suspects something about Peck from the beginning; his influence and dominance over others seems to extend further than the reach of his badge. When officers who wish to testify against Peck start dying, the depth of his corruption becomes increasingly clear; at his disposal, he has an army of cops and criminals alike. He even agrees to assassinate a sleazy businessman's own parents, and humiliates the businessman while they make the deal. In his drive to dominate others, Peck attempts to seduce almost every woman around him and is obsessed with children and fatherhood. In full disclosure, as a counterintelligence special agent, my investigative responsibility was limited to national security crimes like sedition, treason, sabotage, espionage and terrorism, among others. Most criminal investigations are handled by Military Police Investigations or Criminal Investigation Division in the Army. I worked closely with those agencies as well as law enforcement agencies from the state level all the way down to the local level as a member of the Joint Terrorism Task Force, an information and intelligence sharing cell for detecting, investigating, and neutralizing terrorism.
However, I'm also well-versed on police procedure. I study their manuals, read case law, attend training seminars, and essentially ingest anything I can to ensure that I know what the left and right limits are of law enforcement as well as what my rights are so that I am 100% in the right in whatever I do.
It doesn't take a cop to understand cop things. Many cops I've interacted with don't even understand cop things. They understand bullying, oppression, tyranny and over-inflated egos. Their mentality is to simply arrest anyone that challenges them and "let the courts figure it out" knowing that it is difficult to hold them accountable.

I realize this is a long video, but it was a long conversation. I'm a little concerned that the people who are responsible for investigating cops don't even know what the law is. If they do, they don't care. They come up with some of the most hair-brained arguments to justify police abuse of authority and disrespect for the citizens they serve.
I'm especially to opposed to this cop mentality that the only way to criticize police is if you've ever been one. Not only that, but you have to have been a street cop to get any credibility in their eyes. None of the federal law enforcement service.
