The Ottawa Citizen is an English-language daily newspaper owned by Postmedia Network in Ottawa, Canada. According to the Canadian Newspaper Association, the paper had a 2008 weekly circulation of 900,197.
Established as The Bytown Packet in 1845 by William Harris, it was renamed the Citizen in 1851. The newspaper's original motto, which has recently been returned to the editorial page, was Fair play and Day-Light.
The paper has been through a number of owners. In 1846, Harris sold the paper to John Bell and Henry J. Friel. Robert Bell bought the paper in 1849. In 1877, Charles Herbert Mackintosh, the editor under Robert Bell, became publisher. In 1879, it became one of several papers owned by the Southam family. It remained under Southam until Southam itself was purchased by Conrad Black's Hollinger Inc.. In 2000, Black sold most of his Canadian holdings to CanWest Global.
The editorial view of the Citizen has varied with its ownership, taking a reform, anti-Tory position under Harris and a conservative position under Bell. Under the Southams, it moved to the left, supporting the Liberals largely in opposition to the Progressive Conservative Party's support of free trade in the late 1980s. Under Black, it moved to the right and became a supporter of the Reform Party. It endorsed the Conservative Party of Canada in the 2006 federal election.
Ottawa (i/ˈɒtəwə/ or /ˈɒtəwɑː/; French pronunciation: [ɔtawa]) is the capital city of Canada. It stands on the south bank of the Ottawa River in the eastern portion of Southern Ontario. Ottawa borders Gatineau, Quebec; the two form the core of the Ottawa–Gatineau census metropolitan area (CMA) and the National Capital Region (NCR). The 2011 census reported a population of 883,391 within the city, making it the fourth-largest city in Canada, and 1,236,324 within the CMA, making it the fourth-largest CMA in Canada. The City of Ottawa has since estimated it had a population of 951,727 in 2014.
Founded in 1826 as Bytown, and incorporated as "Ottawa" in 1855, the city has evolved into a political and technological centre of Canada. Its original boundaries were expanded through numerous minor annexations and were ultimately replaced by a new city incorporation and major amalgamation in 2001 which significantly increased its land area. The city name "Ottawa" was chosen in reference to the Ottawa River nearby, which is a word derived from the Algonquin word Odawa, meaning "to trade".
Citizenship is the status of a person recognized under the custom or law as being a member of a country. A person may have multiple citizenships and a person who does not have citizenship of any state is said to be stateless.
Nationality is often used as a synonym for citizenship in English – notably in international law – although the term is sometimes understood as denoting a person's membership of a nation (a large ethnic group). In some countries, e.g. the United States, the United Kingdom, nationality and citizenship can have different meanings (for more information, see Nationality#Nationality versus citizenship).
A person can be a citizen for several reasons. Usually citizenship of the place of birth is automatic; in other cases an application may be required. Each country has their own policies and regulations which change the criteria of who is issued citizenship.

Andrew Coyne, national columnist for The National Post and “At Issue” panelist on CBC’s The National, asks: “Why should voting, the fundamental act of democracy, be an option, and not, like jury duty or paying your taxes, a basic obligation of citizenship?” Don Lenihan, an internationally recognized expert on democracy and public engagement and a senior associate at the Public Policy Forum, disagrees: “[I]f people are losing confidence in the system, compulsory voting will only mask the malaise by creating the appearance that everything is fine—and that fixes nothing.” The referee for this match will be Kate Heartfield, editorial pages editor at the Ottawa Citizen.
