Secretary is a title often used in organizations to indicate a person having a certain amount of authority, power, or importance in the organization. The term is derived from the Latin word secernere, "to distinguish" or "to set apart", the passive participle (secretum) meaning "having been set apart", with the eventual connotation of something private or confidential, as with the English word secret. A secretarius was a person, therefore, overseeing business confidentially, usually for a powerful individual (a king, pope, etc.).
The official title of the leader of most Communist and Socialist political parties is the "General Secretary of the Central Committee" or "First Secretary of the Central Committee". When a Communist party is in power, the General Secretary is usually the country's de facto leader (though sometimes this leader also holds state-level positions to monopolize power, such as a presidency or premiership in order to constitute de jure leadership of the state), such as China and Cuba.
António Manuel de Oliveira Guterres, GCL GCC (Portuguese pronunciation: [ɐ̃ˈtɔniu ɡuˈtɛʁɨʃ]; born 30 April 1949) is a former Portuguese politician who was Prime Minister of Portugal from 1995 to 2002. He also served for a time as President of the Socialist International. He served as United Nations High Commissioner for Refugees from June 2005 to December 2015.
António Guterres was born and raised in Portugal's capital, Lisbon, son of Virgílio Dias Guterres (São José, Lisbon, 21 October 1913 – Lisbon, 10 February 2009) and wife Ilda Cândida de Oliveira (b. Fundão, Donas, 12 February 1923). He studied physics and electrical engineering at IST. He graduated in 1971 and started an academic career as Assistant Professor.
His political career started in 1974, when he joined the Socialist Party. Shortly thereafter, he quit academic life and became a full-time politician. In the period following the Carnation Revolution of 25 April 1974, which put an end to Caetano's dictatorship, Guterres was closely involved in the organization of the Socialist Party, especially the Lisbon section. Guterres became one of the party leaders and held the following offices:
The Secretary-General of the United Nations (UNSG) is the head of the United Nations Secretariat, one of the principal organs of the United Nations. The Secretary-General also acts as the de facto spokesperson and leader of the United Nations.
The current Secretary-General is Ban Ki-moon of South Korea, who took office on 1 January 2007. His first term expired on 31 December 2011. He was re-elected, unopposed, to a second term on 21 June 2011. His successor will be appointed by the General Assembly in 2016.
The Secretary-General was envisioned by U.S. President Franklin D. Roosevelt as a "world moderator", but the vague definition provided by the UN Charter left much room for interpretation by those who would later inhabit the position. According to the UN website, their roles are further defined as "diplomat and advocate, civil servant, and CEO". Nevertheless, this more abstract description has not prevented the office holders from speaking out and playing important roles on global issues to various degrees. Article 97 under Chapter XV of the UN Charter states that the Secretary-General shall be the "chief administrative officer" of the Organization, but does not dictate their specific obligations.
The United Nations (UN) is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945 after World War II in order to prevent another such conflict. At its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and experiences extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.

Plot: On the 28th May, 1961, a British lawyer named Peter Benenson wrote and published an article that began: "Open your newspaper any day of the week and you will find a report from somewhere in the world of someone being imprisoned, tortured or executed because his opinions or religion are unacceptable to his government...." Amnesty International was born. 50 years later, Amnesty International is now the world's largest human rights organization with dozens of offices and millions of members. But it began very simply with small groups of passionate and dedicated citizens writing to dictators around the globe demanding justice and the release of political prisoners. In one instance, a particularly determined Amnesty member called the Kremlin and asked to be put through to Nikita Khrushchev, and remarkably enough, they were. As Amnesty grew, launching global campaigns against torture, sexual violence and poverty, the complexities of maintaining a non-ideological stance in an increasingly politicized world threatened to sunder the very heart of the organization. Filmed with unprecedented access to Amnesty, the camera follows the new Secretary General, Salil Shetty, as he struggles with the changing reality of human rights around the world, from China's political prisoners to Rwandan genocide to Egypt's post-election revolution. Archival footage of Amnesty's greatest triumphs and worst defeats features a broad array of political leaders, activists and celebrities, including co-founder Sir Louis Blom Cooper, Sting, the cast of Monty Python, Bruce Springsteen, and Jack Straw, the former British Home Secretary who released General Pinochet. Amnesty International may have indeed changed the world, but the world has also changed Amnesty International.

Plot: Anytime, anywhere. In a fictional world security meeting seven heads of state and government consult about a violation against Resolution 4114. One of the allied republics is disregarding the order for disarmament. The atmosphere is tense, faces are solemn. It is at this round table that the decision for war or peace will be made. And yet: business as usual for the presidents present. But suddenly the speaker (the head of state on the floor) flies off the handle. He threatens to bring to justice one of the presidents there and then. All of a sudden masks are dropped at the conference table. Each one is at the same time aggressor and victim. "Doom's Day" is only a bat of an eyelid away. Nothing short of a miracle will save the world from unavoidable bloodshed.

Plot: Escalating events begin when U.N. interpreter Silvia Broome alleges that she has overheard a death threat against an African head of state, spoken in a rare dialect few people other than Silvia can understand. With the words "The Teacher will never leave this room alive," in an instant, Silvia's life is turned upside down as she becomes a hunted target of the killers. Placed under the protection of federal agent Tobin Keller, Silvia's world only grows more nightmarish. As Keller digs deeper into his eyewitnesses' past and her secretive world of global connections, the more suspicious he becomes that she herself might be involved in the conspiracy. With every step of the way, he finds more reasons to mistrust her. Is Sylvia a victim? A suspect? Or something else entirely? And can Tobin, coping with his own personal heartache, keep her safe? Though they must depend on one another, Silvia and Tobin couldn't be more different. Silvia's strengths are words, diplomacy and the subtleties of meaning, while Tobin is all about instinct, action and reading into the most primal human behaviors. Now, as the danger of a major assassination on U.S. soil grows and Silvia's life hangs in the balance, Silvia and Tobin play out a gripping dance of evasion and revelation that keeps them both guessing as they race to stop a terrifying international crisis before it's too late.

In 2016 a new United Nations Secretary-General will be selected. With the world facing multiple crises, it is vital for the UN to have a strong, experienced leader, with a vision for transforming the UN, and appointed through a transparent, democratic process. This requires rethinking the current, outdated and opaque selection process. Time is short if this is to be achieved in time for 2016 ...
