(U.S. Senate) – Continuing his push to improve veterans’ access to earned benefits, U.S. Senator Jon Tester, Chairman of the Senate Veterans Affairs Committee, introduced bipartisan legislation this week to strengthen VA’s process of evaluating the medical connection between a veteran’s medical condition and their military service when filing for Department of Veterans Affairs (VA) benefits.
When a veteran files a claim for disability compensation, VA often requires a medical disability exam to determine if a medical connection can be established between a condition being claimed and a veteran’s military service. Between October 1, 2022 and August 27, 2023, VA completed 2.1 million exams—nearly 600,000 more exams than the previous year due to the expansion of benefits under Tester’s PACT Act. The Medical Disability Exams Improvement Act would ensure VA can handle this increasing workload by bolstering VA’s ability to hire more medical disability examiners and improving training for VA claims processing staff to determine if a medical disability exam is necessary if there’s already sufficient existing evidence to grant a claim.
“A veteran’s medical disability exam can make or break their claim for VA disability compensation, so the Department has to get it right,” said Tester. “Our bipartisan bill offers commonsense solutions to do this by making sure VA has the resources in place to get the job done, service rural veterans living in hard-to-reach areas, and deliver veterans timelier access to earned benefits.”
Among its many provisions, the Medical Disability Exams Improvement Act would:
Require VA to study and develop a plan to improve rural veterans’ access to quality and timely medical disability examinations;
Strengthen VA’s ability to hire medical disability examiners to conduct exams;
Eliminate redundant medical disability exams for toxic-exposed veterans filing for conditions they believe are not caused by their toxic exposure; and
Require VA to develop a mechanism for contract examiners to transmit evidence introduced by veterans during their exam for their claim.
Numerous veterans’ advocates have endorsed the Senator’s bipartisan effort to improve veterans’ medical disability exams, including the Veterans of Foreign Wars (VFW), American Federation of Government Employees (AFGE), and Nurses Organizations of Veterans Affairs (NOVA).

REPS. CARBAJAL AND BACON REINTRODUCE BILL TO EXPAND BENEFITS FOR VETERAN SURVIVORS OF SEXUAL ASSAULT WITH SUPPORT OF OLDEST WAR VETERANS SERVICE ORGANIZATION IN U.S.
Congressman Salud Carbajal (D-CA-24) and Congressman Don Bacon (R-NE-02) are reintroducing bipartisan legislation today to expand benefits for veterans who experienced sexual trauma during their service.
The Veteran Restitution and Justice Act would change the effective date of a veteran’s claim to allow veterans who experience sexual trauma during their service to receive retroactive disability benefits, starting from the date after their discharge from service rather than the claim file date.
The Veteran Restitution and Justice Act, first introduced in 2022, has also earned the endorsement of Veterans of Foreign Wars, the largest and oldest war veterans service organization in the U.S.
The bll would change the effective date of a veteran’s claim to allow veterans who experience sexual trauma during their service to receive retroactive disability benefits, starting from the date after their discharge from service rather than the claim file date.
“My office and I recently had the chance to work with a veteran from the Central Coast who had finally mustered up the courage to report her own history of military sexual trauma more than 25 years after the incident, only to be told her benefits would only be considered back to the day she spoke up,” said Rep. Carbajal. “Our veterans deserve better when it comes to this historically underreported injury, especially as we acknowledge the stigma around this issue. That’s why I’ve worked across the aisle with Congressman Bacon—a fellow veteran in Congress—to craft legislation to deliver restitution for these survivors of sexual trauma and justice for the many veterans who we know faced these injuries while serving our nation.”
“One sexual assault in the military is one too many. Sexual assault in the military leaves behind a wake of trauma, anxiety, and depression,” said Rep. Bacon. “As Wing Commander at Ramstein, I established the best sexual assault prevention program in the Air Force because I recognize the importance of keeping our service members safe from this kind of violence. For those service members who do, tragically, experience sexual assault, we should ensure that they receive payment for treatments to help them recover. Changing the effective date from when veterans receive payments is the right thing to do.”
Currently, most benefits provided by the Department of Veterans Affairs (VA) are calculated using the day the claim was filed.
But with survivors of military sexual traumas (including unwanted sexual contact or advances), there is a historical trend of stigma and underreporting, meaning veterans may wait years before filing a VA claim.
Congressman Carbajal and his team worked with one such case: a female veteran from the Central Coast of California who was granted benefits related to PTSD caused by a sexual trauma during her service but filed a claim more than 25 years after the injury, diminishing the total benefit that she qualified to receive.
The bill has earned the endorsement of Veterans of Foreign Wars, the largest and oldest war veterans service organization in the U.S.
“The VFW appreciates the consideration that Representative Salud Carbajal put into drafting this bill as MST is a priority for our advocacy efforts. The VFW continues to advocate in favor of the earliest dates possible for all service-connected disabilities as the Department of Veteran Affairs has implemented processes to determine the effective dates of compensation,” said Quandrea Patterson, Associate Director of VFW’s National Legislative Service.
The VA estimates that 1 in 3 female veterans and 1 in 50 male veterans experienced sexual trauma in some form during their service.
In certain cases, like exposure to Agent Orange or other toxic chemicals, the VA has granted retroactive benefits. But no such retroactivity exists for claims related to sexual trauma, despite the enduring effects these injuries can have on a veteran.

Congressman Carbajal served eight years in the United States Marine Corps Reserve, including active duty service during the Gulf War in 1992, where he was mobilized to Jacksonville, North Carolina.

Fabergé's rare gem: Alma Pihl | V&A;
The story of Alma Pihl is an unusual one. There were very few women in the goldsmith workshops in St Petersburg in the early 1900s, let alone in the position of designer. Alma's natural talent for drawing and unique eye for design resulted in some of Fabergé's most celebrated pieces of jewellery and two Imperial Easter Eggs.
Ulla Tillander-Godenhielm – great-granddaughter of St Petersburg goldsmith Alexander Tillander, a supplier to the Russian imperial court – has spent many years studying the art of the St Petersburg jewellers and recounts Alma's incredible story in this film.

In this week’s episode we follow the charming story of a hand-made children’s toy - Pumpie the elephant. Pumpie was made a hundred years ago by the Cattley family in west London. The children whose beloved stuffed toy he was made special outfits for him, painted his portrait, and took him with them on holiday. But Pumpie has suffered major moth damage over the years, and now needs urgent restoration.

This week, extraordinary new works of cutting-edge design are arriving at the museum. The V&A; is planning its biggest-ever menswear exhibition, and curator Rosalind has just taken delivery of a new ensemble for the show. It’s a shiny pink lamé two-piece, made in 2017 by acclaimed young fashion designer Harris Reed, that comes complete with a cigarette burn from its past life as a party outfit.
For the new show, Rosalind is planning to pair Harris’s outfit and others with historic works of art that together will reveal how menswear has reflected changing ideas about gender down the ages. Harris Reed is a designer interested in gender fluidity, and his outfit – made to measure for himself - is in shocking pink, not a colour much associated with men in recent years. But in the past, pink was a badge of wealth and success for both sexes. Rosalind invites Harris to the National Gallery in London, where they come face to face with Jacques Cazotte, an 18th-century French colonial administrator who sat for his portrait wearing a pink silk outfit bearing striking similarities to Harris’s 2017 ensemble.
In east London, a giant new outpost of the V&A; is under construction. When V&A; East Storehouse opens in 2024, visitors will be able to walk amongst some of the V&A;’s treasures previously hidden away in storage. But the building will also house new pieces. The museum has recently acquired its biggest-ever object, and now the team wants to display it in the middle of the Storehouse.
The new acquisition is a giant ten-tonne slice of a tower block from an east London council estate known as Robin Hood Gardens. This monolith of modernism was designed by the famous husband-and-wife architects Peter and Alison Smithson and completed in 1972. Robin Hood Gardens is being demolished, but the V&A; stepped in to acquire several large chunks of the façade. Now they hope to reassemble these giant concrete components inside the new Storehouse and hang the entire edifice 15 metres in the air. If the hugely ambitious plan is a success, visitors will be able to get a sense of the estate’s most famous feature – the ‘streets in the sky’, which the Smithsons hoped would replicate the terraced streets of the old East End.
The V&A;’s old Museum of Childhood is also undergoing a major revamp – it’s being transformed into a new museum to be known as Young V&A.; But even while the site is closed for its makeover, curators are still acquiring new pieces, with many embodying cutting-edge design. Curators Kristian and Trish have just acquired a bionic arm, a robotic prosthesis made from 3D-printed plastic and designed to help children and young people with disabilities. The Hero Arm, as it’s known, was created with input from young people themselves. Trish goes to meet 16-year-old social media influencer Tilly to find out how she’s contributed to the bionic arm’s special features.
At the V&A;’s Wedgwood Collection in Stoke-on-Trent, archivist Lucy and curator Catrin are taking delivery of a mid-century treasure that shows off the Wedgwood company’s tradition of working with the most cutting-edge artists of their day. Eric Ravilious’s travel tea set, which went into production in the early 1950s, celebrates planes, trains and hot-air balloons, amongst other forms of transport. Ravilious designed the set in 1938, but production was put on hold when the Second World War broke out. Ravilious himself became a war artist during the conflict, but in 1942 he failed to return from an RAF mission over Iceland.
Today, Ravilious’s granddaughter Ella, who herself works as a curator for the V&A;, is writing a new book about her grandfather, whose reputation has grown and grown in recent years. Ella travels to Stoke to see the Wedgwood factory’s closely guarded pattern books, which reveal the top-secret process by which Ravilious’s designs became a mass-produced tea set.

The story of Alma Pihl is an unusual one. There were very few women in the goldsmith workshops in St Petersburg in the early 1900s, let alone in the position of designer. Alma's natural talent for drawing and unique eye for design resulted in some of Fabergé's most celebrated pieces of jewellery and two Imperial Easter Eggs.
Ulla Tillander-Godenhielm – great-granddaughter of St Petersburg goldsmith Alexander Tillander, a supplier to the Russian imperial court – has spent many years studying the art of the St Petersburg jewellers and recounts Alma's incredible story in this film.
