    GDP per capita in BVI is higher than Spain, South Korea, and the EU average. No way that spending there will or should count as foreign aid.

    Memo: The Budget includes a c. £6 billion reserve for unforseen spending. No need to raid foreign aid for the Overseas Territories.

    UK government paper on future foreign policy cooperation with EU. Tone positive, but substance vague and depressing.
