Former Blair advisor Matthew Taylor’s review of the gig economy has disappointed just about everyone except the Tory government that commissioned it, and the gig economy bosses. Stephen Cavalier, the chief executive of Thompsons Solicitors said the recommendations of the review are “feeble and add another layer of unnecessary complexity”.
The review recommends that gig economy workers should get sick pay and holiday leave, but doesn’t recommend legislation banning zero-hours contracts. The review doesn’t advise workers be guaranteed minimum wage, though companies will be expected to show how workers could realistically earn at least 1.2 times the living wage of £7.50 an hour, for example by modelling the rate at which they must complete tasks to earn such pay.
The idea is that would-be workers can log into a platform and see “real-time earnings potential”, the BBC reported. If they can’t reasonably earn a living wage with the work on offer, the report will argue it needs to be up to the contractor to decide whether they should take up the work or not — but that also means that companies will not be required to pay minimum wage to those who knowingly agree to take on work at less busy times.
Under these proposals, if a worker chooses to “log in” to work at a time when demand is low, they might not earn the minimum wage — although the gig company would have to use its real-time data to warn them in advance.
Taylor’s suggestions include a new category of worker called a “dependent contractor”, sitting between fully employed and self-employed status.
“The creation of a new ‘dependent contractor’ status for gig economy workers would further complicate existing categories of how workers are defined in law,” Cavalier said in response.
TUC general secretary Frances O’Grady said on Twitter that we “don’t need new employment status.” She added: “Unions’ court victories prove many so-called self-employed are workers and should get the [minimum] wage.”
She added: “Platform firms are pleading special status but really the new tech is just hiding old-fashioned casualisation and exploitation.”
Theresa May, who is launching the review is expected to say changes to gig economy companies will avoid “overbearing regulation”. The Guardian reported May will say: “At its best, a job can be a genuine vocation, providing the means to intellectual and personal fulfilment, as well as economic security”.
The weakness of Taylor’s proposals should not come as a surprise. He told a TUC event in London last month that (on the basis of undisclosed evidence) “up to three out of four workers” wanted flexible arrangements and changing that was the “last thing we should do”. He went on to say that the UK’s flexibility job market was a feature other countries envied.

There were about 500 at the opening rally of the SWP’s “Marxism” summer event in London on 6 July. That’s fewer than in some previous years, I think, and older – about a third grey or white-haired.
Nevertheless, enough not to sneeze at, and the closing rally on 9 July was near 1000.
The worrying thing was more the politics. Most of the opening rally was given over to speakers, some eloquent, from the Parts cleaners’ dispute, the LSE cleaners’ dispute, the Grenfell Tower campaign, the Scottish further education lecturers’ dispute, and the campaign about Edson da Costa’s death in custody.
Two speakers had the job of presenting the SWP’s political purpose.
Gerry Carroll, a “People before Profit” member of the Northern Ireland Assembly, made a speech most of which could have come from Sinn Fein. Carroll’s first criticism of the DUP was about its demurral on an Irish Language Act. (Although the Irish language already has status in Northern Ireland from the Good Friday Agreement of 1998, and the DUP is willing to boost that status with a new law so long as it also boosts Ulster Scots, a language spoken by a tiny minority of Unionists).
The difference from Sinn Fein was that Carroll denied that the Brexit vote of 23 June 2016 had strengthened the Tories.
Alex Callinicos, the main leader of the SWP, took up the same theme. In fact, he said, Britain has moved “sharply” left, and the right has suffered a “devastating defeat”. The vote for Brexit was a product of squeezed real wages and growing class antagonisms.
(Huh? Tories and Ukipers voted for Brexit to show adherence to working-class struggle? So why did the big majority of left-minded people vote against Brexit?)
Callinicos’s basis for that claim was the 8 June election result. He ignored the Tories’ high poll ratings from July 2016 to May 2017.
Yes, the boost to the right from the Brexit vote was not infinitely durable and powerful. Theresa May’s hubristic election campaign, and the vigorous Labour manifesto, undid it, though arguably more by mobilising left-minded people who had previously not voted than by shifting people from right to left.
Callinicos made no criticism of Corbyn’s politics. He specifically endorsed Corbyn’s current stand on Brexit, and said that the only “valid” reason for worrying about the Brexit vote was the status of EU citizens currently living in Britain. (So free movement for those people’s friends, families, and neighbours to come to work or study in Britain – or for British young people to work or study in Europe – doesn’t matter?)
He further praised Corbyn’s speech on the Manchester bombings, hearing only that Corbyn had blamed the bombings on the UK’s support for “the USA’s war to dominate the Middle East”. In fact Corbyn, rightly, was much further from the simplistic “blowback” theory than that; and in fact, much of Corbyn’s speech was an implied call for more spending on the police.
Anyway, Callinicos praised Corbyn on those issues. He saw no need to raise any programmatic difference with Corbyn. Public ownership of the banks? None of that.
Callinicos still thought there was a role for the SWP. A left reformist government will be thwarted by “unelected centres of power” unless there are demonstrations and strikes. And the SWP favours demonstrations and strikes. QED.
The closing rally was more polished. Islamist Moazzam Begg (see here and here) gave a smooth liberal speech, getting a standing ovation both before and after.
Brid Smith from the Irish SWP spoke, and Amy Leather made the final speech. (Since 2016 Leather has been joint national secretary of the SWP with Charlie Kimber; at the time of the “Delta” scandal in 2013-4, she was an oppositionist, criticising Kimber and Callinicos for being too “soft” and apologetic in response).
Leather’s speech was better crafted than Callinicos’s, and she did (though briefly) mention opposition to capitalism, support for socialism, and support for open borders. But her basic argument was the same as Callinicos’s: Corbyn is doing what needs to be done in politics, but the SWP has a role in stirring up the strikes and demonstrations required to support him.
There is, if not the great general shift to the left which Callinicos claimed, a new mobilisation of a new left-wing political generation. Socialists should be in among that new generation (which means being active in the Labour Party and Young Labour, not standing on the sidelines like the SWP).
And our prime duty is to help new people organise and also to develop and debate politically to regroup around a socialist programme which goes beyond the redistributive measures in the Labour manifesto to establish a cooperative commonwealth with an internationalist perspective.
Katherine Laverne Starks (aka Kay Starr) July 21 1922 – Nov 3, 2016
One of my favourite singers, Kay Starr, died last November almost unnoticed, despite the fact that she’d had some big hits (Wheel Of Fortune, Rock And Roll Waltz, etc) in the 50’s.
Kay came up in the late thirties and sang with the big bands of Joe Venuti, Bob Crosby, Glenn Miller and Charlie Barnett, but was equally at home with hillbilly music, small group jazz and the blues. Legend has it that Billie Holiday said Kay (whose dad was Native American and mum Irish) was the only “white gal” who could really sing the blues.
I meant to write something at the time of her death, but somehow didn’t get round to it. However, this month’s Just Jazz magazine carries a delightful reminiscence by US bandleader Jim Beatty that deserves a wider readership. It’s not altogether politically correct, but exudes affection, respect and a little bit of sadness.
When I was a young guy in high school Kay Starr was one of the most popular singers on the United States pop charts. But she covered all the bases and sang all styles from Country, Swing, to jazz. Not only that, she was cute and good looking — the kind of girl that my friends and I would love to have a date with.
She was born in Dougherty, Oklahoma in 1922, her father was a full blown Iroquois Indian and her mother was Irish. Kay’s family did not make a lot of money, but raised chickens at home and every day when Kay got out of school she came home and sang to the chickens. Her parents entered her into a talent contest: she won, and that led to a 15-minute record show at three dollars a show. They later moved to Memphis, Tennessee, and she went into radio there as well. Jazz violinist Joe Venuti was passing through town with his band and listened to her sing on the radio and offered her a job. She was only 15 years old and still in school, but she sang with Joe and his band in the summertime when school was out. Joe Venuti was very protective of her and on top of that her mother came with her to all her jobs. She was with the Glenn Miller Orchestra for two months before going with Charlie Barnett and his band in 1945. She later went on her own as a featured singer and in 1956 recorded the number one hit in the United States and UK – The Rock And Roll Waltz. Kay followed that with more smash hits, such as Side By Side and Wheel Of Fortune.
David Christopher had booked Kay into his Lyons English Grille showroom on Memorial Day weekend 2010, and asked me if I’d like to play the show. Of course I was there with bells on. I met Kay in the musicians’ room so we could all run over the show together. She was wonderful to talk to and surprised that I knew so much about her early life singing jazz with Joe Venuti. We had a packed house that night and Kay sang many of her favourites, along with a beautiful rendition of If You Love Me. That night turned out to be Kay Starr’s last public appearance.
Following the show, Katie (that’s what her friends called her), her assistant Ann, along with David Christopher and I, sat down and relaxed with some drinks. I noticed that my scotch and water was disappearing rapidly and I didn’t remember even having a sip. What was happening was Katie chugalugging her scotch and water and switching her glass with me when I wasn’t looking, putting her empty glass in front of me and taking my full one. We later heard from her assistant Ann, that Katie loved her scotch and you had to keep an eye on her at all times.
David Christopher and I went to a restaurant and got some cold sandwiches which we brought back to Katie’s hotel room. So there I was, sitting on a bed with Kay Starr, eating a sandwich and drinking a glass of white wine. My childhood dream came true and I was in bed with Kay Starr. The only trouble was that I was 76 years old and Kay was 88, plus we were accompanied by Kay’s assistant and David Christopher. Katie hadn’t lost her sense of humour and when we opened the sliding door onto the hotel patio to leave — she said, very loudly so everyone could hear — “Thanks for the business, boys!”

Southall Black Sisters Intervention in Court of Appeal case on Gender Segregation
SBS is intervening on a legal case in the Court of Appeal on 11th – 12th July against gender segregation and has organised a protest outside the court.
Gender segregation in education
School X – a co-educational, Muslim voluntary aided school in the UK – segregates its pupils based on their gender. From the age of 9 to 16, boys and girls from Muslim parents are segregated for everything – during lessons and all breaks, activities and school trips.
On 13 and 14 June 2016, the school was inspected by the regulatory body, Ofsted, which raised concerns about a number of leadership failings including those involving gender segregation, the absence of effective safeguarding procedures, and an unchallenged culture of gender stereotyping and homophobia. Offensive books promoting rape, violence against women and misogyny were discovered in the school library. Some girls also complained anonymously that gender segregation did not prepare them for social interaction and integration into the wider society. As a result of what it found during the inspection, Ofsted judged the school to be inadequate and placed it in special measures.
‘Separate but equal’
The school took legal action to stop Ofsted from publishing its report. They argued that, amongst other things, the report was biased and that gender segregation does not amount to sex discrimination under the Equality Act 2010.
On 8 November 2016, following a High Court hearing, the presiding judge, Mr Justice Jay, found that there was no sex discrimination because of his reading of the law and the lack of evidence before him. He found that gender segregation did not amount to sex discrimination since both boys and girls were ‘separated equally’. He noted that although women hold minority power in society generally, there was no evidence before him that girls suffered specifically as a result of the segregation in this school. Mr Justice Jay noted the differences between segregation on the grounds of race in the USA and South Africa in previous decades and gender segregation in the UK today, concluding that he had not heard evidence that gender segregation made girls feel disadvantaged or inferior.
Ofsted appealed against the ruling of the High Court which will be heard at the Court of Appeal on 11 and 12 July 2017.
The case for intervention
Southall Black Sisters and Inspire are intervening in the case because of its great public importance – especially for minority women and girls. Although, gender segregation and its implications are not specific to School X, but apply equally to a number of other faith schools, the point of our intervention is two-fold:
First, to show how the growing practice of gender segregation in education is not a benign development: Like racial segregation in the USA and South Africa, gender segregation within BME communities in the UK, has a social, and political history that can be traced back to the Rushdie Affair when religious fundamentalists sensed an opportunity to seize education as a battleground and a site on which to expand their influence. Since then, we have seen emboldened fundamentalists in South Asian communities attempting to impose gender segregation in schools and universities. Mr Justice Jay did not look into the wider social and political context in which gender segregation is practiced in minority communities. Had he done so, he would have seen its broad-ranging and long-lasting effect on all areas of women’s lives: that gender segregation is a political choice and that the struggle against it mirrors the struggle against racial segregation.
Second, we want to ensure that gender equality is placed at the heart of Ofsted inspections in all schools, irrespective of their status and composition. We recognise that gender segregation can sometimes be educationally beneficial. But in the hands of ultra-conservatives and fundamentalists, it has an entirely different intent and consequence which is to mount a wholesale assault on women’s rights: socially, culturally and politically.
A violation of human rights
UN human rights experts have noted that ‘fundamentalists everywhere target education in different ways: In some places, they kill teachers or carry out acid attacks on students. Elsewhere they attempt to impose gender segregation in schools or to exclude women and girls altogether. In other places, they seek to change the content of education, removing sex education from the curriculum or censoring scientific theories with which they do not agree’
School X’s approach is consistent with Muslim fundamentalist ideologies that strive to create a fundamentalist vision of education in the UK: one that discourages mixed-gender activities as ‘Un-Islamic’ and ultimately legitimises patriarchal power structures. Their aim is to reinforce the different spaces – private and public – that men and women must occupy, and their respective stereotyped roles, which accord them differential and unequal status. This approach constitutes direct discrimination under the UK’s Equality Act 2010. It also violates International human rights laws, standards and principles on equality and non-discrimination such as CEDAW and Goal 5 of the Sustainable Development Goals, to which the UK has signed up. Women’s rights must take priority over intolerant beliefs that are used to justify sex discrimination.
Gender segregation is gender apartheid
This is a significant and potentially precedent-setting case about sex discrimination and equality. Ultra-conservative and fundamentalist gender norms are seeping into the everyday life of minority communities. Education has become a gendered ideological terrain upon which the potential of women and girls together with their hopes, aspirations and dreams are extinguished. Gender segregation in school X is part of a wider political project that is ideologically linked to the creation of a regime of ‘gendered modesty’: one that promotes an infantilised and dehumanized notion of womanhood and, ultimately, amounts to sexual apartheid.

AT London Pride this weekend we will see on the streets the diversity of our LGBT+ communities. We will be reminded about the freedom we have.
At the TUC LGBT conference taking place today and tomorrow at Congress House we will be discussing the freedom we have still to achieve, the threats to our equality and the opportunities for us to progress.
On the agenda of the conference are many of the challenges of the year ahead. Up front is the fact that the Conservative government is in power through an alliance with the homophobic DUP.
This is a party that has blocked progressive legislation on same sex marriage using a “petition of concern” when the rest of the UK and Ireland have moved forward.
This is a party is at the forefront of a reactionary fightback against our equality, with bigotry cloaked as the pursuit of religious freedom.
With DUP votes crucial to maintaining this Tory government, it is also worth remembering that the majority of Conservative MPs did not support same-sex marriage in the last Parliament.
We have no guarantee at present that there is a progressive majority in the House of Commons for defending our equality or pursuing future positive change.
More socially liberal Conservatives are conveniently keen to forget the details of their homophobic, biphobic and transphobic recent past and promote the business case for equality — something we as LGBT+ workers know is shallow and ineffective.
This year the TUC has conducted a LGBT+ workers survey which has shown the persistence of homophobia, biphobia and transphobia in the workplace.
Prejudice still massively affects our working lives and our private lives. Shockingly many LGBT+ people of all ages still find it hard to be fully out at work.
The progressive social change of the last few decades has not altered the experience of many LGBT+ people in the workplace, of isolation, of verbal and physical abuse, with consequences for our mental health.
Too often we face a choice between being ourselves and being secure at work. The corporate agenda cannot deliver, whether promoting employer-controlled “employee networks” or working with those campaigning groups that do not challenge the economic status quo.
It is only by building up strong working-class LGBT+ organisations supported by the wider labour movement that we can tackle the persistent homophobia, biphobia and transphobia we see in our workplaces and in society.
The international agenda for LGBT+ rights will also be discussed at the conference. We will consider the volatile and hostile approach to our rights in the US under a Trump administration, and the need to pursue a worldwide approach to LGBT+ equality in all the Commonwealth countries as the 2018 meeting of the Commonwealth heads of state in London approaches.
The results of the Brexit negotiations also threaten our future equality. We know the Tories want Brexit so they can undermine workers rights and cut “red tape” on working conditions.
We have to make sure that the “Great Repeal Bill” does not roll back the laws from Europe on LGBT+ employment rights or equal treatment in access to goods and services. We need to ensure we do not fall behind European legal standards.
We need to maintain close relations with those in the European trade union movement who are fighting the same battles for equality at the workplace and defend freedom of movement for LGBT+ workers in Europe.
Last year the TUC LGBT conference met on the day of the Brexit referendum result. There was fear and concern about the future, and one year on many of us have the same concern.
Since then we have seen a massive increase in hate crime against LGBT+ people but also against immigrants and foreigners, against those with disabilities. An injury to one is an injury to all — we need to fight back for our rights and those of all working people.
As a country we appear to be going backwards towards a politics of hate. Our society is more brutal and more narrow-minded.
Whether it be the rise in hate crime, the regular homophobic, sexist and racist abuse on social media and in public and political life, or the passive acceptance of increasing economic inequality with foodbanks, real wages falling, and public sector pay held back.
We need to stand in solidarity when individuals and groups are scapegoated and oppressed, it is through the practice of this solidarity that we show there is another way we can live together in freedom.
At this year’s conference we will be considering a proposal discussed at the TUC Youth Workers Forum.
The Youth Workers Forum recognised that equality and respect have not been successfully embedded in our society. We support their call to have a movement-wide campaign to defend workplace equality rights and advance the case for equality.
The upsurge in support for the Labour Party at the last election gives us grounds for hope, that as a society that can turn its back on the failed austerity of the last seven years and pursue a new deal for working people, one that has equality centre stage. The future is there for us to claim.

The Home Office-led report was completed six months ago, and No 10 says ministers are still deciding whether to publish. MPs nervous of upsetting strategic relations in the Gulf have also decided not to publish a separate Foreign Office strategy paper on the region.
Last night I participated in a debate with the Alliance for Workers Liberty in central London on the subject of “1917: Freedom or Tyranny?”. The following is the text of my opening remarks.
I want to begin by congratulating Paul (Hampton) and the AWL on the publication of this book. While we will disagree on some important things – which we will come to this evening – we agree on the enormous historic importance of the 1917 Russian revolution, and I welcome any attempts to grapple with the issues raised.
Paul’s book offers new insights, such as the critical discussion about Lenin’s “revolutionary defeatism”. And of course I welcome all the very positive references to Karl Kautsky and the German Social Democracy, which are often lacking in the writings of those who come from the Leninist tradition.
Let me very briefly comment on four of the questions that were posed for this evening’s debate:
Was the Bolshevik party of Trotsky and Lenin a conspiracy of elitist “professional revolutionaries”, or a mass movement organically rooted in the Russian working class?
Maybe it was both.
The Bolsheviks were elitist and conspiratorial and this was pointed out by such leading revolutionary Marxists of the time as Rosa Luxemburg and Trotsky himself.
Rosa Luxemburg wrote a blistering critique of Lenin’s view of the Party way back in 1904. She ended her essay, which had the catchy title of “Organizational Questions of the Russian Social Democracy” with this memorable sentence:
“Let us speak plainly. Historically, the errors committed by a truly revolutionary movement are infinitely more fruitful than the infallibility of the cleverest Central Committee.”
In that same year, Trotsky wrote this memorable critique of Lenin:
“these methods lead … to the Party organisation ‘substituting’ itself for the Party, the Central Committee substituting itself for the Party organisation, and finally the dictator substituting himself for the Central Committee.”
Yet thirteen years later, Trotsky joined Lenin’s Party, and tragically witnessed his own prophecy come true.
But it was not all about conspiratorial elites.
As the Provisional Government in 1917 failed to deal with the challenges facing the peoples of the Russian empire, in particular ending the war and dealing with the peasant hunger for land, the Bolsheviks picked up considerable support among workers in Petrograd and, most importantly, in the army garrison in the imperial capital.
In other parts of the empire, most notably in Georgia, the Bolsheviks had hardly any support at all.
In other words, there are aspects of the October revolution that resembled a popular uprising and others that look more a military coup.
This article was written immediately after the re-election of Len McCluskey, and before the general election. It has been published on the United Left (UL) website, and Shiraz has held back from publishing it (until now) on the hope that some serious debate would be generated within the UL: that hasn’t happened, so we publish it now in the hope that it will stimulate a debate amongst serious left wing members of Unite:

Len touched on the need for organisational change at the last UL AGM in Birmingham. An AGM immediately after returning an incumbent UL GS and majority EC would usually be expected to be well attended and vibrant, especially with the GS speaking. The Birmingham meeting certainly did not meet those criteria. Indeed, in my view it fell well short of expectations and continued a decline in both regional & national officers and industrial based activists which has been noticeable for some time
An election wash up meeting organised in L&E shortly after became a forum for a wide-ranging discussion; one which I think is long overdue and continued the discussion first started by Len in Birmingham. Essentially; whither the UL.
This is not a report of the London meeting rather it puts forward my views on some of the key points raised during that discussion. As I was putting this note together I was struck by the fact how little discussion there is within the UL about what we should be doing and what are our limits. I hope those who attended the London meeting as well as others from around the country will participate in this discussion. It is only through discussing and clarifying our ideas in the light of experience we will be able to move forward.
Also, there seems to be a distinct lack of vision or strategy or priorities over the next 5 years. For a third time, we have re-elected a left GS, yet how the UL relationship with the GS evolves in his final term will be critical if we are to continue to rebuild a fighting back union in the UK & Ireland.
I understand that many activists are now focused on the return of a Labour government, but there seemed a clear void before May’s announcement of her cut & run general election & Len’s and the left’s victory.
Understanding the GS election
Self-evidently all were happy with the Len’s victory however there were divergent views on interpreting it. Some saw this as a victory in the face of press hostility and Coyne’s vile campaign. Both true, but the voting figures tell a slightly different story. Prior to the results the consensus was the left vote would remain static and for Coyne to win his social media campaign would have to mobilise members who don’t usually vote.
This did not happen; Coyne, despite the vast sums of money poured into his campaign, failed to mobilise these layers, it would seem those voting were the traditional voters. It is likely Coyne won the craft vote and McCluskey the rest. (We have no way of knowing why we lost 80,000 plus votes and there seems little point in speculating). If you want to put our 12% turnout into perspective in 1985 Ron Todd become T&G General Secretary on a 41% turnout.
A simplistic view which blames the right-wing press obscures not only the reality of the numbers voting but fails to place this vote as part of the broader malaise the Left faces. I think this was rightly described in our meeting as a disconnect between activists and members. Yet when some comrades pushed this point I noted that many, probably a majority, did not wish to face up to this.
Yet where else is there to start? Consider this; our Region, like many others, obtained more nominations then ever for Len – nearly all the major workplaces. What else can this tell us than the existence of a disjuncture between activists and members?
The UL: what it is, its limits and what it can become
While we should be pleased about our record as an electoral machine, the question which rightly came to dominate the meeting was can the UL be anything more than an electoral machine? If it can, what else can we do? It seems to me this is the central question which we should be debating in finding our way forward. This is not an easy question to answer and for me the meeting illustrated this, while nearly everyone had a view little light was shed on the matter.
The most coherent attempt came from many comrades who, however gently attempted to shift the UL focus towards a rank and file-ism. Whether a R&F movement / shop steward movement is possible, the UL cannot possibly undertake such a function. At a minimum, such organisations goal is to hold the union bureaucracy to account, and to get the union to undertake a militant industrial programme.
While the UL can advise & criticise the bureaucracy, it cannot replace it nor hold it to account in the manner put forward, as the UL already runs the bureaucracy and large numbers of UL members are part of the bureaucracy; including of course the GS. This plays out on a practical level, as one of differentiation illustrated by the LE Region; it is a left-wing region, it supports all strikes and we want to promote members involvement in the Region so the question becomes how can the UL differentiate itself from the Region? The best the meeting could come up with was a banner on picket lines!
Others at the meeting proposed the UL should promote a political programme, a view which fails to take account of who constitutes the UL. What gives many organisations like the UL a political coherence is when they are dominated by a political grouping, for example in the 70s the SWP ran many R&F organisations (I was a member of one of these) while the CP controlled the union Broad lefts.
In each case the R&F / broad left group is where a Party recruits from and projects its ideas into the wider movement. Today we can see a similar relationship between the SP and TUSC. It should be clear that the UL is not dominated by any political grouping consequently it cannot have a coherent political programme.
Again, we can see this practically; at present the UL is largely united around support for the LP yet post-election, if Labour loses and Corbyn goes, I am sure some of the new converts may be off on a new adventure and many others in the UL will be again calling for Unite to disaffiliate. The UL may once again be consumed with a debate about the LP / new Party.
A further consequence of our lack of a political programme makes us extremely vulnerable to being used, and we can see this in two very different ways. First there are those individuals who join the UL to progress within the union. For example, over the last month I have been approach by a few people who have recently got involved in the UL demanding we support them in becoming prospective parliamentary candidates, these people had no track record in the movement and had just joined the UL. Personally, I am disappointed, but not surprised, at this type of behaviour, but I recognise we have no rules which can stop such people signing up.
A different type of problem we face are those who decide to leave the UL for example the Allinson group and after standing against may well want to be readmitted. The cynical & opportunist attacks on our left by BASSA/Unite Alliance are one more example, in my view these types of people should not be tolerated or allowed back in, but need to be vigorously opposed.
But there was another type of activist, genuinely frustrated with the record of EC UL incumbents, who stood as individual Left candidates. This raises the issue of sitting EC delegates not being opposed at reselection.
I am now firmly of the view that if a sitting EC/UL delegate has done a good job they have nothing to fear by being part of a reselection process.
When we turn to the EC elections we need to abandon the present policy. The hustings in a few cases also turned into who could simply bus in the most supporters on the day. I am unsure if there is a better forum for democratic choice, but it’s clear we could tighten up in many areas.
The above then may provide some boundaries which we cannot cross, however we can focus on taking on the disjuncture between Left activists and members. We only have one way of doing this and that is through UL supporters talking to members – UL activists need to become propagandists for Unite the left union.
Boring meetings
Another issue raised at our meeting was the perennial problem of the boring nature of UL meetings, (some comrades raising this may want to reflect on their contribution to this problem). I am not alone in having had to chair meetings where a small group often can be like broken gramophone records, repeating choreographed mantras, and raising issues which many industrial activists do not instantly relate to. This can often be one reason many good industrial activists fail to be energised and do not return.
At a time when some branches struggle to raise a quorum for monthly or even quarterly meetings; when the best attended meetings are usually linked into action in the workplace or against an employer, what would motivate hard working activists to attend a regular UL meeting, if many do not see the need or importance of attending their own branch meetings on a regular basis?
It is also clear that many UL supporters attending both national or regional meetings see the UL meeting as a substitute branch meeting. If UL meetings are to help develop a new cadre of activists perhaps our meetings should be based on sectors or other industrial criteria, such as the ideas developing around a UL Bus workers group in L&E?
Already UL activists on the buses in London are developing this, the main aim of which is to reach out to new activists, some of whom will not hold union positions. Industrial issues are being promoted in tandem by UL supporters to address issues facing bus workers in TfL. Issues, such as industrial action and solidarity work may be better prioritised at this type of meeting, maintaining interest levels and more regular attendance. This may also help to isolate any careerist element.
Our committees are reconstituted from June 2018. This type of new periphery needs to be encouraged to become UL supporters, activists and leaders. The UL can make a turn to propagandising in the workplace around the values and ideals of a left union, and in doing so our activists can be developed into workplace leaders. Undertaking this in a consistent and systematic manner will see us begin to address the gap between activists and members. For some this task may seem trivial or an irrelevant matter, however I would argue far from being trivial challenging the disconnect between activists and members is our central task and for those who don’t wish to see this, I would point them again to our election result.
In the short term, we also have sector conferences in November and a policy conference in July 2018 to focus on. Calls for motions for conference should be circulating at the end of the year.
In the medium term unless we make a shift back to our industrial base the issue of who the next UL GS candidate is may be academic.

We are discussing “Is Socialism Dead?” because of the collapse of Stalinism in the Soviet Union. The question there is: what, if anything, did the Soviet Union have to do with socialism? Yet there is a more immediate reason why we are discussing this issue in Britain. For ten years now the British working class has suffered a series of defeats. If we had not had those defeats we would not have the climate of ideas we now have, and we would not be discussing issues in this way. Quite likely, there would be euphoria in most of the labour movement about the collapse of Stalinism.
We are Trotskyists. We are in Trotsky’s tradition. Unfortunately, “Trotskyism” today means very little. You need more information other than the word itself. To us it means that we are with the people who stood against the rise of Stalinism. We are with the people who were in Siberia, in the labour camps. Who organised hunger strikes in Stalin’s prisons. Who tried to defend the Soviet working class against Stalinism. Who defended working-class freedom in the USSR in the 1920s. We are also with the people who made the Russian Revolution. We do not attempt to ingratiate ourselves with the bourgeoisie. We are with the people who shot the Tsar and who used the state against the capitalists. We stand for genuine Marxian socialism.
The idea that Stalinism has anything to do with socialism is based on a series of misrepresentations. We do not want state socialism. Marxists believe that ultimately society will be organised without coercion, without the state. The real roots of bureaucracy in British capitalist society and of bureaucratic tyranny in the USSR are in the fact that both these types of society are ruled by a minority. This minority cannot tolerate real democracy. At best it will concede — as in Britain — shallow forms of democracy. These societies cannot allow real self-rule by the people. Because real self-rule cannot be allowed, we get bureaucratic rule — although the levels of bureaucracy differ, sometimes greatly. Marxists believe that once the rule of the bourgeoisie is smashed and the self-rule of the people is a reality, we will not have a state in any of the old senses. We will not have the type of bureaucratism characteristic of Stalinism.
Marxist socialists believe socialism can only come out of advanced capitalism, that it can not come from anywhere else. Trotsky and Lenin did not believe that you could take a backward part of the world, the old Czarist empire, cordon it off and build a viable utopian socialist colony there. Marx laughed at people with basically similar ideas — people who wanted to build socialist colonies in America. The Russian Stalinists tried to build a vast quasi-utopian system counterposed to capitalism. That collapsed because it was not possible for a backward country to overtake and outstrip the power and the might and the wealth of the world bourgeoisie.
The Bolsheviks led a workers’ revolution in a country where socialism was not possible. They were right to take power. They wanted to see a European and a world movement of the workers taking power. They wanted advanced, capitalist Germany, which was ripe for socialism, to be taken by the workers. In 1917 socialists understood that socialism was not state tyranny: socialism was the elimination of the capitalist system, of wage slavery and the substitution of co-operatively organised society, with a real democracy.
One of the central criticisms Marxists make of capitalism is that it develops ideas it cannot make good on, cannot deliver. Capitalism suffers from a giant flaw: capitalism means private ownership of the social means of production, so real equality is impossible in capitalism.
We have formal equality — for example, equality before the law. But economic inequality disrupts and destroys the possibilities for social equality.
If, ten or 15 years ago, someone made a socialist speech like this, the speaker might well be saying that it does not matter if the democracy that existed in Britain were suppressed; that it would not be a bad thing to have a Stalinist system instead. I am not saying that. I think the sort of liberty we have in capitalist Britain would be worth defending against the “stormtroopers” of capitalism who, in all probability, at some time in the future, will come — as they came to Germany under Hitler and to Chile, in 1973, under Pinochet. Nevertheless, British democracy is a great deal short of real self-rule.
The Russian revolution was made by Marxists with the full knowledge that socialism could not be built amid Russian backwardness. The collapse of Russian Stalinism is a vindication of Marxism. That does not lessen the triumphalism of the bourgeoisie at the collapse, or lessen the pressure on fainthearted people.
Mr Minogue attacks the bureaucracy we find in Britain. Minogue attacks the waste of a welfare state, which of course is superimposed on the capitalist system. But to a considerable extent, when Minogue attacks these things, calling them socialism, what he is actually attacking is the evolution of capitalism itself. The sort of statism which has been attacked by the so-called libertarian right is itself the product of capitalism. Monopolies long ago developed across the capitalist world, and the state and industry began to combine — for war and the plundering of colonies — a century and more ago. Into this development have come the demands of the labour movement, for example, for welfare reforms. Desirable and good goals — like a welfare state — have been strangled with bureaucracy arising out of the conditions of the British capitalist class society. Much of what Minogue and people of his outlook attack is bureaucratic monopoly capitalism – for which they then blame the socialists. This is a species of ideological card-sharping.
And there is more cheating about the legacy of Stalinism. Stalinism did not exist in the world on its own. During the long period of Stalinist rule in various countries, the bourgeoisie was the dominant world force. They are now realising their fullest domination with the collapse of Stalinism. Throughout this period many of the horrors of Stalinism can be traced to capitalism. For example, there are few things more terrible than the rule of the Khmer Rouge in Cambodia. They treated a large part of their own people as Hitler treated the Jews. Yet how were the Khmer Rouge produced? This psychotic social formation arose after the modern, democratic, bourgeois USA bombed Cambodia “into the Stone Age”. Stalinism cannot be taken in isolation from the capitalist world in which it existed. Even Stalinism in the Soviet Union did not happen in isolation from capitalism. Fourteen states, including Britain, invaded Soviet Russia between 1918 and 1921. That was one of the factors which, by its effects on the economy, led to the rise of Stalinism.
One argument we meet is this: despite all the imperfections of capitalism, nevertheless this system is the best we can get. “Anti-utopianism” is very fashionable now. If we want to achieve a better society we are “utopians”. And, comrades, “utopianism” is dangerous! Apparently it leads to Jacobin terror and Stalinism. Of course, Marxists do not condemn capitalism totally. The Communist Manifesto contains a great paean of praise, by Karl Marx, to the capitalist system. He truly says that the capitalists have done wonderful things.
Capitalism is progressive in history. It creates the conditions whereby capitalist ideals of liberty and equality can actually be realised – though the bourgeois class cannot do it. From this point of view, capitalism has been progressive. In previous epochs of history class society was necessary. In ancient Greece, when Aristotle argued in favour of slavery, he was arguing for a necessary condition for their actual civilisation.
I would concede that the capitalism we have in Britain is better than Stalinism. Indeed, it is nearer to socialism. Yet capitalism is still a dog-eat-dog system. Capitalism can work. It can continue for a long time. But in the 20th century it survived only by destroying large parts of the means of production in the Great Slump, creating mass unemployment, and by going into world wars. We hear about the horrors of Stalinism. I do not excuse them. But in this century we witnessed the near destruction of European civilisation — by forces arising from capitalism. If you walk down the streets from the London School of Economics, where Mr Minogue, you find people asleep in doorways. In Lincoln’s Inn Fields, nearby, there are hundreds of people camped. We live in a world where homelessness is nowadays considered almost normal. A world where culture is degraded to the lowest common denominator by the profit motive. Where the mass of the population is not educated to have the possibility of realising real self-rule. All these horrors are rooted in the fact that there is private, minority ownership of the means of production and everything is geared to exercising, justifying and maintaining the rule of that minority of big capitalists.
Capitalism has its horrors, too.
Right now, we can see the outlines of three great trade blocs emerging: America, Japan and Europe. If capitalism once again slows down, and there is no reason to presume it will not, eventually, there is the possibility of conditions something like those of the 1930s. The nightmare scenario of an eventual “1984” world with three great warring powers. Capitalism is not a stable system. Capitalism is progressive, historically, allowing the creation of a working class. But then the working class must seize its historic destiny and put itself in conscious control of society. The alternative will not always be a bourgeois democracy like the one we have in Britain now.
It is arguable that we can not completely do away with the market. Who needs to do such a thing? But what we can do is eliminate the private ownership of the means of production and the wage slavery that is inseparable from it, and introduce real, democratic self-control in all spheres of society, including the economic.
Is socialism dead? No, and it will not die until capitalism is dead. Socialism is a product of and an answer to capitalism. The capitalists can win victories in the class struggle, but they cannot eliminate the working class. The class struggle will continue and the workers’ movement will revive. Socialism will revive.
We are witnessing the purging of socialism of all the encrustations of Fabian statism and Stalinism. This is the purification of socialism. We are seeing the emergence of the opportunity for real socialism to expand. This is not the end of history. This is a new phase of history where real socialism will have a far better chance than it had when our heroic comrades took power in Russia in October 1917.

A lot depends on definitions. There are a lot of packaged words: capitalism, socialism, workers’ power, democracy. These have been shuffled like a packs of cards. When Sean Matgamna says “Stalinism was never what socialists believed to be socialism” he is simply wrong. This is a matter of historical fact. Great numbers of people fought for the defence of the Soviet Union as the homeland of socialism. It is only as the project has more obviously failed that they gave it up.
I was struck by a story from the Tiananmen Square episode. It was repeated in Moscow. In both cases some luckless person said: “Now I know what fascism really means”. Now why did these people choose the word “fascism”? These people were communists, not fascists. I think this illustrates one of the ways in which socialism is a type of perpetual virgin, never touched by experience. In Islam, the reward of warriors going to paradise is to meet women for ever reconstituted as virgins. Socialism is like this.
Sean Matgamna says that socialism is sometimes regarded as an ideal which is too good for us. It is a marvellous idea which we can not actually achieve. Matgamna believes it can bc achieved. I believe revolutionary workers’ socialism is pretty dead. All forms of socialism ought to be dead. I would like to see a stake through its heart. It has caused more death, unpleasantness and boredom than almost any other doctrine. Socialism involves a curious conception of society: a society in which there are no rich or poor; no aristocratic or bourgeois; no people dying for love or dreaming of getting rich; no scandal, gossip, monarchy — all the things which keep us enthused. We have little comrades slotted into a society where their needs are perfectly satisfied. This happens not to be the type of world I would like to live in.
If we ask: what is the opposite of socialism?, the obvious answer is capitalism. Capitalism is one of those packages containing everything. Capitalism contains the experiences in this hall, a type of socialism within capitalism. All over Britain you will find Hari Krishna people trying to worship at Stonehenge. You find a vast number of activities. The point about capitalism is that a great number of people do a vast number of different things with a great number of conflicting beliefs. This plurality distinguishes capitalism from socialism. You have to believe in socialism in order to live in a socialist society. You do not have to believe in capitalism to live in a capitalist society. According to quite respectable opinion you better not have a religion in a socialist society. The Russians set up the League of the Godless to remove all the nonsense from people’s minds. The contrast is therefore between socialism as a single way of life, right through society, and capitalism as immensely plural. Read the rest of this entry »
Simone Veil, the revered French politician who survived the Nazi death camp at Auschwitz and defied institutional sexism to push through a law legalising abortion in France, has died on June 30th 2017. She was 89.
A widely respected figure across the political divide, Veil was the first female leader of the European Parliament and the recipient of France’s highest distinctions, including a seat among the “Immortals” of the Académie française, the prestigious state-sponsored body overseeing the French language and usage. She was renowned for her endeavours to advance women’s rights and the gracious but steely resolve with which she overcame male resistance throughout a remarkable life scarred by personal tragedy.
As one of the more than 76,000 Jews deported from France during World War II, Veil appears on the Wall of Names at the Shoah Memorial in Paris, under her maiden name Simone Jacob. So do her father André, her mother Yvonne, her sister Madeleine and her brother Jean. Of the five, only Madeleine and Simone survived the ordeal, though Madeleine would die in a car crash just seven years after the war.
Simone was the youngest of four siblings, born in the French Riviera resort of Nice on July 13, 1927, in a family of non-practising Jews. Her father, an award-winning architect, had insisted her mother abandon her studies in chemistry after they married. Like most other Jews in France, he reluctantly obeyed orders once the Nazi-allied Vichy regime came to power in June 1940, registering his family on the infamous “Jewish file” – which would later help French police and the German Gestapo round up France’s Jews and deport them.
As French nationals living in the Italian occupation zone, the Jacob family avoided the first round-ups, which targeted foreign Jews, mainly in the northern half of France that was occupied by German troops. But they suffered the sting of anti-Semitic laws, which forced André Jacob out of work and led to Simone adopting the name Jacquier to conceal her origins.
The situation worsened after September 1943, when the Nazi occupiers swept all the way down to the Riviera. Simone, then aged 16, had only just passed her baccalaureate when she was arrested by two members of the SS on March 30, 1944. The Gestapo soon rounded up the rest of the family with the exception of Simone’s sister Denise, who had joined the Resistance in Lyon. Denise would later be detained and deported to the Ravensbruck concentration camp, from where she returned after the war.

Still only 17, Simone returned to France devastated by the loss of her parents and sister, but determined to pursue the career her mother had been denied. She studied law at the University of Paris and the Institut d’études politiques, where she met Antoine Veil (1926-2013), a future company manager and auditor. The couple married in October 1946, and would go on to have three sons, Jean, Nicolas, and Pierre-François.
Simone Veil began work as a lawyer before successfully passing the national examination to become a magistrate in 1956. She then took on a senior position at the National Penitentiary Administration, part of the Ministry of Justice, thereby securing a first platform to pursue a lifelong endeavour of advancing women’s rights. She notably strove to improve women’s conditions in French jails and, during the Algerian War of Independence, obtained the transfer to France of Algerian female prisoners amid reports of widespread abuse and rape.
Switching to the ministry’s department of civil affairs in 1964, Veil continued to push for gender parity in matters of parental control and adoption rights. A decade later, her appointment as health minister in the centre-right administration of President Valéry Giscard D’Estaing paved the way for her biggest political test. She first battled to ease access to contraception, then took on a hostile parliament to argue in favour of a woman’s right to have a legal abortion.
“No woman resorts to an abortion with a light heart. One only has to listen to them: it is always a tragedy,” Veil said in a now-famous opening address on November 26, 1974, before a National Assembly almost entirely composed of men. She added: “We can no longer shut our eyes to the 300,000 abortions that each year mutilate the women of this country, trample on its laws and humiliate or traumatise those who undergo them.”
After her hour-long address, the minister endured a torrent of abuse from members of her own centre-right coalition. One lawmaker claimed her law would “each year kill twice as many people as the Hiroshima bomb”. A second berated the Holocaust survivor for “choosing genocide”. Another still spoke of embryos “thrown into crematorium ovens”.
“I had no idea how much hatred I would stir,” Veil told French journalist Annick Cojean in 2004, reflecting on the vitriolic debate decades earlier. “There was so much hypocrisy in that chamber full of men, some of whom would secretly look for places where their mistresses could have an abortion.”
The bill was eventually passed, thanks to support from the left-wing opposition, though Veil had to withstand the affront of swastikas painted on her car and home. Today, the “loi Veil” enjoys overwhelming support in France, where few mainstream politicians dare to challenge it.

…she was elected to the Académie française, becoming only the sixth woman to join the prestigious “Immortals”, who preside over the French language. Her ceremonial sword was engraved with the motto of the French Republic (“Liberty, Equality, Fraternity”), that of the European Union (“United in diversity”), and the five digits tattooed on her forearm in the inferno of Auschwitz, which she never removed.
