A Victoria Police spokeswoman said earlier that specialist units were called to a "hostage situation" on Brighton Road in Ripponlea.

Police were attempting to negotiate with the person.

Initial reports suggested the person involved could have been armed and holding two others inside the apartment.

About 4.30pm, police said they were treating the incident as a mental health situation, not a hostage incident.

A police spokesman said the woman was taken to hospital, where she was being assessed.

People were told to avoid Glen Eira and Brighton roads.

A caller to radio station 3AW said he saw special operations officers entering an apartment building, "guns and everything, helmets on".
