As China's tainted milk scandal has grown in to the tens of thousands of victims, it has forced some Chinese women to reconsider breast milk. But breast-feeding in China has dropped in recent years, and even a similar scandal four years ago over phony baby formula that killed at least a dozen infants didn't stop the decline. The United Nations Development Program says exclusive breast-feeding rates in China at four months declined to 48 percent in urban areas and 60 percent in rural areas in 2004, the most recent year for which national statistics were available.
