PERRIS - Early Sunday Morning, July 24, 2016, California Highway Patrol received several calls of a man with a gun on the northbound I-215 at Ethanac Road in Perris. The male was able to work his way to the Highway 74 East, where he was seen laying in the center divider holding a rifle, CHP and Riverside Sheriff's Officers stopped both NB and SB lanes of traffic, CHP officers on the SB side made contact with the subject and got him to come over the center divider wall where he was taken into custody and a rifle was recovered.
The suspect made a statement to officers that something in his vehicle may cause harm to the officers, CHP shut down the 215 in both directions and Riverside Sheriff's Department's Hazardous Devise Team responded and deployed their robot to the vehicle, several explorations from the robot can be heard.
Officers at the scene are not commenting and no other information is currently available.

Deputies quickly arrived and confirmed that their was an unknown age male deceased at the scene. Riverside Sheriff's Coroner is en-route to assist in the determination of the cause of death. At this point the sheriff's department is investigating this as a suspicious death and are not ruling anything out including a homicide. Investigators from the Perris Police Department and the Riverside Sheriff’s Central Homicide Unit are responding to assist in the investigation which is in it's early stages.
No additional information was imminently available, the investigation is active and on-going.

Perris, California
Perris is a city in Riverside County, California, United States, located 17.6 miles (28.3 km) south of Riverside, California. At the 2010 census, the city population was 68,386, up from 36,189 at the 2000 census.
History
The Perris Valley was actively settled in the 1880s, a boom period for Southern California. Prior to 1880, the land was used for pastures. The coming of the California Southern Railroad led to the founding of the city around the new depot. The California Southern was built through the future town site in 1882 to open a rail connection between the present day cities of Barstow and San Diego. Due to a land title dispute at Pinacate, most of its citizens moved two miles north on the railroad and established Perris in 1885. The city is named in honor of Fred T. Perris, chief engineer of the California Southern Railroad. The city of Perris was incorporated in 1911. It originally was part of San Diego County, but in 1892 was transferred to the newly established Riverside County.

City officials expect the festival to bring hundreds of residents and out-of-town visitors to Perris, one of the oldest incorporated communities in Riverside County which will celebrate its centennial in 2011. Streets will be blocked off along D Street between San Jacinto Avenue and Fourth Street. Food booths and other vendors will line the street.

Perris Mayor Daryl Busch said there are plenty of reasons to come Downtown.

The privately owned Southern Hotel, built in 1886, is one of the oldest buildings in Perris, is also within walking distance. The SpringFest is near the world-famous Perris Valley Airport, one of the skydiving capitals of the world. The Orange Empire Railway Museum, which features one of the largest collections of trains, trolleys and rolling stock in the country, is a five-minute drive.
Visitors along D Street can also witness the results of the City's Commercial Façade Improvement Program, which has revitalized the exteriors of several businesses on the historic thoroughfare.
"We are always interested in events that highlight the many good things our City offers," Busch said. "This is another way to showcase our Downtown Area."
City Councilman Mark Yarbrough said he hopes the SpringFest will jump start businesses Downtown.
The present economy is challenging for businesses," he said. "We hope this event will showcase the Downtown area. We still have that small-town charm along with a tremendous amount of historical buildings. I hope this will jumpstart the Downtown economy."
Yarbrough said he would like to see a Downtown street faire become a regular event.
City Councilwoman Joanne Evans said Downtown SpringFest 2010 gives residents and visitors to see the many improvements along D Street in recent months. The City has installed new pavement, trees and landscaping while helping businesses refurbish their facades. The recently renovated TODEC building is scheduled to have a grand re-opening. TODEC works to ensure equitable access to information and services for limited and non-English speaking people including immigrants and migrant workers throughout Riverside, San Bernardino and Imperial counties.
"I'm excited for the City of Perris," Evans said. "People need a little bit of a break today, and many people can't afford to go to Magic Mountain. I'm really looking forward to this."

Yarbrough said he would like to see a Downtown street faire become a regular event.
City Councilwoman Joanne Evans said Downtown SpringFest 2010 gives residents and visitors to see the many improvements along D Street in recent months. The City has installed new pavement, trees and landscaping while helping businesses refurbish their facades. The recently renovated TODEC building is scheduled to have a grand re-opening. TODEC works to ensure equitable access to information and services for limited and non-English speaking people including immigrants and migrant workers throughout Riverside, San Bernardino and Imperial counties.
"I'm excited for the City of Perris," Evans said. "People need a little bit of a break today, and many people can't afford to go to Magic Mountain. I'm really looking forward to this."

Perris Mayor Daryl Busch prepares to cut the birthday cake presented to the City during Sunday's Multi-Cultural Parade and Festival. With him on stage are Carolina Zaragosa Flores from the Mexican Consul in San Bernardino, Perris City Council woman Rita Rogers and Mayor Pro-Tem Joanne Evans. The 3,000 people who came out to the City's annual Multi-Cultural Parade and Festival had three great reasons to celebrate.
The festival honors Hispanic Heritage Month and included tributes to many states in Mexico as well as countries throughout Latin America.The date of Sunday's celebration—Sept. 25—is the annual Day of the Charro, Mexican cowboys known worldwide for their outstanding equestrian skills.And the festival provided another opportunity for Perris residents and visitors to celebrate the City's 100th birthday.
"The idea of this festival is to involve people and participate in cultural exchanges," said Perris Mayor Daryl Busch. "This year the City is celebrating its Centennial and the parade and festival is bigger and better than ever. It is important to the citizens and City Council to show off the heritage of our City. It is a wonderful day to hold this parade and festival and a great opportunity for people to enjoy this event."
Crowds of enthusiastic spectators lined D Street to get prime viewing spots for the parade, which featured 50 equestrian, dancing and marching units, classic cars and dignitaries from Perris, Cotija, Perris' sister city in Mexico and from Michoacan state. In some locations, spectators lined up five and six deep to view the festivities and many people in the audience carried video recorders to capture the action and pageantry. Bands played festive songs, folkorico dancers twirled in the streets and horses danced and pranced to the commands of their riders.
The fourth annual Multi-Cultural Festival was sponsored by the City and the TODEC Center (Training Occupational Development Educating Communities), which works to provide services for immigrants while educating them and encouraging permanent residents to become citizens.
TODEC began through the efforts of Perris resident Luz Maria Ayala, who also helped developed the Sister City program with Cotija and Michoacan. Ayala praised the City of Perris for its support of the Hispanic community. Her daughter, Luz Gallegos, addressed the throng from a stage at City Hall and told Perris administrators and elected officials that "we love you guys."
She then led the crowd in English and Spanish versions of "Happy Birthday." In addition to Mayor Busch, the Perris delegation included Mayor Pro-Tem Joanne Evans, City Councilwoman Rita Rogers, City Manager Richard Belmudez, Redevelopment and Economic Development Manager Michael McDermott and Redevelopment Project Coordinator Veronica Arana, who helped coordinate the festival.
Throughout the course of the day, City Hall reverberated with the sounds of music from the stage as several bands performed. Vendors sold a wide variety of novelties and ethnic foods. Part of the proceeds will be sent to Cotija to help pay for public safety, hospitals, schools and churches.
Event Grand Marshal Marion Ashley, a Perris resident and Riverside County Supervisor, said Perris has been a diverse and welcoming community since its incorporation in 1911. "Some of our pioneer families were Hispanic and their descendents still live in Perris today," Ashley said. "The Perris City Council cares about all its residents, and as a result, we have this wonderful event."
Evans called the multi-cultural festival "an event that brings our entire community together." "Lots of people, lots of fun, lots to be proud of," Evans said. Rogers said she was pleased that City residents came out in large numbers for "good fellowship and to enjoy the rich culture and diversity of the City of Perris."
Dignitaries from Mexico and the City shared a lunch following the opening ceremonies. Officials from Cotija, known around the world for its outstanding cheese, presented a block to the City.Morfin, in remarks made during the luncheon, noted that Mexico celebrated its bi-centennial in 2010 and that he was proud to be included in one of the signature events of Perris' centennial."We are very happy to be here," Morfin said. "We have a great relationship with the Perris City Council. This is a great celebration."
