The commitment, sealed in the Millennium Declaration in September 2000 in New York, of 190 countries to achieving the Millennium Development Goals by 2015, and the urgent need for countries, particularly developing countries, to effectively and speedily respond to the current global economic recession, climate change and other crises that are plaguing the world and adding to the two billion people already living below the poverty line, has renewed interest and engagement in the issue of capacity development.
Capacity development has been the centerpiece of international development assistance since the end of II World War and the start of the decolonization period. However, the general acceptation of the concept has been very much influenced by the role of the Marshall Plan in the reconstruction of Europe and, ultimately, by its successful implementation. The general view that has dominated development thinking for decades since the inception of international development cooperation has been that the main drivers of socio- economic development, regarded as the ultimate development goal of decolonised countries, were capital and ‘know how’.
Pan-Africanism is an ideology and movement that encourages the solidarity of Africans worldwide. It is based on the belief that unity is vital to economic, social, and political progress and aims to "unify and uplift" people of African descent. The ideology asserts that the fate of all African peoples and countries are intertwined. At its core Pan-Africanism is "a belief that African peoples, both on the continent and in the diaspora, share not merely a common history, but a common destiny".
The Organization of African Unity (now the African Union) was established in 1963 to safeguard the sovereignty and territorial integrity of its Member States and to promote global relations within the framework of the United Nations. The African Union Commission has its seat in Addis Ababa and the Pan-African Parliament has its seat in Johannesburg and Midrand.
Pan-Africanism stresses the need for "collective self-reliance". Pan-Africanism exists as a governmental and grassroots objective. Pan-African advocates include leaders such as Haile Selassie, Julius Kambarage Nyerere, Ahmed Sekou Toure, Kwame Nkrumah and Muammar Gaddafi, grassroots organizers such as Marcus Garvey and Malcolm X, academics such as W. E. B. Du Bois, and others in the diaspora. Solidarity will enable self-reliance, allowing the continent's potential to independently provide for its people to be fulfilled. Crucially, an all-African alliance would empower African people globally.
Africa is the world's second-largest and second-most-populous continent. At about 30.2 million km2 (11.7 million sq mi) including adjacent islands, it covers six percent of Earth's total surface area and 20.4 percent of its total land area. With 1.1 billion people as of 2013, it accounts for about 15% of the world's human population. The continent is surrounded by the Mediterranean Sea to the north, both the Suez Canal and the Red Sea along the Sinai Peninsula to the northeast, the Indian Ocean to the southeast, and the Atlantic Ocean to the west. The continent includes Madagascar and various archipelagos. It contains 54 fully recognized sovereign states (countries), nine territories and two de facto independent states with limited or no recognition.
Africa's population is the youngest amongst all the continents; the median age in 2012 was 19.7, when the worldwide median age was 30.4.Algeria is Africa's largest country by area, and Nigeria by population. Africa, particularly central Eastern Africa, is widely accepted as the place of origin of humans and the Hominidae clade (great apes), as evidenced by the discovery of the earliest hominids and their ancestors, as well as later ones that have been dated to around seven million years ago, including Sahelanthropus tchadensis, Australopithecus africanus, A. afarensis, Homo erectus, H. habilis and H. ergaster – with the earliest Homo sapiens (modern human) found in Ethiopia being dated to circa 200,000 years ago. Africa straddles the equator and encompasses numerous climate areas; it is the only continent to stretch from the northern temperate to southern temperate zones.

As the World Bank and the International Monetary Fund (IMF) held their Spring meetings in Washington, Africans Rising for Justice, Peace and Dignity, a Pan African emerging movement is condemning the World Bank's and IMF's lack of action on, and complicity in illicit financial flows from Africa and called on them as well as African governments and regional bodies, to act to #StopTheBleeding of African wealth now. Billions of dollars due to African nations are illicitly leaving the continent. According to the Economic Commission for Africa, illicit financial flows from the continent could be more than US$50 billion a year. The Pan African Parliament has adopted a motion to have member states fully implementation the Sustainable Development Goals. But there was acrimonious debate on the matter at the ongoing sitting of the continental Parliament in Johannesburg, with some members describing the SDGs as alien to Africa and a concept from the west. One of Uganda's representatives in the continental Parliament Jacqueline Amongin who also chairs the committee of agriculture, national resources and environment moved the motion.
