Affirmative action (known as employment equity in Canada, reservation in India and Nepal, and positive discrimination in the UK) is the policy of favoring members of a disadvantaged group who suffer from discrimination within a culture. Often, these people are disadvantaged for historical reasons, such as oppression or slavery. Historically and internationally, support for affirmative action has sought to achieve goals such as bridging inequalities in employment and pay, increasing access to education, promoting diversity, and redressing apparent past wrongs, harms, or hindrances. The nature of affirmative action policies varies from region to region. Some countries, such as India, use a quota system, whereby a certain percentage of jobs or school vacancies must be reserved for members of a certain group. In some other regions, specific quotas do not exist; instead, members of minorities are given preference in selection processes.
The term "affirmative action" was first used in the United States in "Executive Order No.10925", signed by President John F. Kennedy on 6 March 1961, which included a provision that government contractors "take affirmative action to ensure that applicants are employed, and employees are treated during employment, without regard to their race, creed, color, or national origin." In 1967, gender was added to the anti-discrimination list. In 1989, the International Convention on the Elimination of All Forms of Racial Discrimination stipulated (in Article 2.2) that affirmative action programs may be required of countries that ratified the convention, in order to rectify systematic discrimination. It also states that such programs "shall in no case entail as a consequence the maintenance of unequal or separate rights for different racial groups after the objectives for which they were taken have been achieved."

Cape Town (Afrikaans: Kaapstad [ˈkɑːpstɐt]; Xhosa: Ikapa) is a city in South Africa. It ranks third among the most populous urban areas in South Africa, after Johannesburg and Durban, and has roughly the same population as the Durban Metropolitan Area. It is also the provincial capital and primate city of the Western Cape. It is the southernmost city on the African continent.
As the seat of the National Parliament it is also the legislative capital of the country. It forms part of the City of Cape Town metropolitan municipality. The city is famous for its harbour, for its natural setting in the Cape Floristic Region, as well as for such well-known landmarks as Table Mountain and Cape Point. As of 2014, it is the 10th most populous city in Africa and home to 64% of the Western Cape's population. It is one of the most multicultural cities in the world, reflecting its role as a major destination for immigrants and expatriates to South Africa. The city was named the World Design Capital for 2014 by the International Council of Societies of Industrial Design. In 2014, Cape Town was named the best place in the world to visit by both The New York Times and The Telegraph.

So we've been talking about civil rights for the last few episodes now, and we're finally going to wrap this discussion up with the rather controversial topic of affirmative action. We'll explain what exactly affirmative action is, who it is for, and why it still exists. Now, affirmative action is a pretty problematic concept. So we'll get into the court's rationalization for it in the 70s as well as its fall from favor in more recent years. UT-Austin in particular, Project 21 co-chairman Horace Cooper says having race-conscious admissions policies "creates more racial injustice." While George B. Washington of the Michigan Coalition to Defend Affirmative Action complains that poor-quality schools put minority students at a disadvantage that preferences can rectify, Horace points out that substandard teaching should be the focus of concern and not gaming the admissions process so minorities have an advantage.
