Carpenter, author of Reputation and Power:Organizational Image and Pharmaceutical Regulation at the FDA will join us to discuss the FDA and the pharmaceutical industry. The U.S. Food and Drug Administration is the most powerful regulatory agency in the world. How did the FDA become so influential? And how exactly does it wield its extraordinary power? Carpenter traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints.

Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for American Political Studies in the Faculty of Arts and Sciences at Harvard University. For the 2011-2012 academic year, he is a Walter Channing Cabot Faculty Fellow at Harvard, and a visiting researcher at the Institut d'Études Politiques at the Université de Strasbourg in France. He graduated from Georgetown University in 1989 with distinction in Honors Government and received his doctorate in political science from the University of Chicago in 1996. He taught previously at Princeton University (1995-1998) and the University of Michigan (1998-2002). He joined the Harvard University faculty in 2002. Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association.
Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research.
In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars.

Food and Drug Administration
The Food and Drug Administration (FDA or USFDA) is a federal agency of the United States Department of Health and Human Services, one of the United States federal executive departments. The FDA is responsible for protecting and promoting public health through the regulation and supervision of food safety, tobacco products, dietary supplements, prescription and over-the-counter pharmaceutical drugs (medications), vaccines, biopharmaceuticals, blood transfusions, medical devices, electromagnetic radiation emitting devices (ERED), cosmetics, animal foods & feed and veterinary products.
The FDA was empowered by the United States Congress to enforce the Federal Food, Drug, and Cosmetic Act, which serves as the primary focus for the Agency; the FDA also enforces other laws, notably Section 361 of the Public Health Service Act and associated regulations, many of which are not directly related to food or drugs. These include regulating lasers, cellular phones, condoms and control of disease on products ranging from certain household pets to sperm donation for assisted reproduction.

Robert Califf
Robert Califf is an American cardiologist, the Deputy Commissioner of the United States Food and Drug Administration's Office of Medical Products and Tobacco since January 2015. In September 2015, Califf was nominated by President Barack Obama to be the next Commissioner of the Food and Drug Administration.
Early life
Califf was born in 1951 in Anderson, South Carolina. He attended high school in Columbia, South Carolina where he was a member of the 1969 AAAA South Carolina Championship basketball team. He attended Duke University, graduating in 1973 summa cum laude and Phi Beta Kappa. In 1978, he graduated from the Duke University School of Medicine in Durham, North Carolina, and was inducted into the Alpha Omega Alpha medical honor society. He left North Carolina only for an internal medicine residency at the University of California, San Francisco, and returned in 1980 to Duke to complete a fellowship in cardiology. He is board-certified in internal medicine (1984) and cardiology (1986), and a Master of the American College of Cardiology (2006).

Political science
Political science is a social science discipline that deals with systems of government and the analysis of political activity and political behavior. It deals extensively with the theory and practice of politics which is commonly thought of as the determining of the distribution of power and resources. Political scientists "see themselves engaged in revealing the relationships underlying political events and conditions, and from these revelations they attempt to construct general principles about the way the world of politics works."

Gary Null
Gary Michael Null (born 1945) is an American talk radio host and author who advocates for alternative medicine and naturopathy and who produces a line of dietary supplements. He is an AIDS denialist and an anti-vaccinationist.
His views on health and nutrition are at odds with scientific consensus; psychiatrist Stephen Barrett, co-founder of the National Council Against Health Fraud and webmaster of Quackwatch, described Null as "one of the nation's leading promoters of dubious treatment for serious disease".
On his radio show, and in books and self-produced movies, Null attacks the medical community, promotes a range of alternative cancer treatments, denies that HIV causes AIDS, opposes genetically modified foods, and promotes dietary supplements which he produces.
In 2010, Null reported that he and six other consumers had been hospitalized from vitamin D poisoning, after ingesting a nutritional supplement carrying his name and endorsement. Null sued a contractor involved in producing the product, alleging that each contained more than 1,000 times the dose of vitamin D reported on the label.

Carpenter, author of Reputation and Power:Organizational Image and Pharmaceutical Regulation at the FDA will join us to discuss the FDA and the pharmaceutical industry. The U.S. Food and Drug Administration is the most powerful regulatory agency in the world. How did the FDA become so influential? And how exactly does it wield its extraordinary power? Carpenter traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints. Sponsored by the USC Bedrosian Center as part of it's on-going Governance Salons. Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for American Political Studies in the Faculty of Arts and Sciences at Harvard University. For the 2011-2012 academic year, he is a Walter Channing Cabot Faculty Fellow at Harvard, and a visiting researcher at the Institut d'Études Politiques at the Université de Strasbourg in France. He graduated from Georgetown University in 1989 with distinction in Honors Government and received his doctorate in political science from the University of Chicago in 1996. He taught previously at Princeton University (1995-1998) and the University of Michigan (1998-2002). He joined the Harvard University faculty in 2002. Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association. Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research. In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars. -

The U.S. Food and Drug Administration is the most powerful regulatory agency in the world. How did the FDA become so influential? And how exactly does it wield its extraordinary power? Carpenter traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints.

Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for American Political Studies in the Faculty of Arts and Sciences at Harvard University. For the 2011-2012 academic year, he is a Walter Channing Cabot Faculty Fellow at Harvard, and a visiting researcher at the Institut d'Études Politiques at the Université de Strasbourg in France. He graduated from Georgetown University in 1989 with distinction in Honors Government and received his doctorate in political science from the University of Chicago in 1996. He taught previously at Princeton University (1995-1998) and the University of Michigan (1998-2002). He joined the Harvard University faculty in 2002. Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association.
Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research.
In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars.

The U.S. Food & Drug Administration (FDA) hosted a webinar on April 25, 2016, soon after the release of the Food Safety Modernization Act (FSMA) Final Rule on Sanitary Transportation of Human and Animal Food. This final rule is part of FDA’s implementation of the 2005 Sanitary Food Transportation Act. It builds on current food transportation best practices and is focused on ensuring that the individuals transporting food at the greatest risk for contamination during transportation follow appropriate sanitary transportation practices.
