War bonds are debt securities issued by a government to finance military operations and other expenditure in times of war. The bonds also remove money from circulation and thus help to control inflation. In practice, a government in desperate need of finances may also put additional money into circulation. War bonds are either retail bonds marketed direct to the public or wholesale bonds traded on a stock market. Exhortations to buy war bonds are often accompanied by appeals to patriotism and conscience. Retail war bonds, like other retail bonds, tend to have a yield which is below that offered by the market and are often made available in a wide range of denominations to make them affordable for all citizens.
Governments throughout history have needed to borrow money to fight wars. Traditionally they dealt with a small group of rich financiers such as Jakob Fugger and Nathan Rothschild but no particular distinction was made between debt incurred in war or peace. An early use of the term "war bond" was for the $11 million raised by the US Congress in an Act of 14 March 1812, to fund the War of 1812, but this was not aimed at the general public. Until July 2015, perhaps the oldest bonds still outstanding as a result of war were the British Consols, some of which were the result of the refinancing of debts incurred during the Napoleonic Wars, but these were redeemed following act of Parliament.

The set of techniques and actions used to conduct war is known as warfare. An absence of war is usually called "peace". Total war is warfare that is not restricted to purely legitimate military targets, and can result in massive civilian or other non-combatant casualties.
While some scholars see war as a universal and ancestral aspect of human nature, others argue that it is only a result of specific socio-cultural or ecological circumstances.
In 2013 war resulted in 31,000 deaths down from 72,000 deaths in 1990. The deadliest war in history, in terms of the cumulative number of deaths since its start, is the Second World War, from 1939 to 1945, with 60–85 million deaths, followed by the Mongol conquests which was greater than 41 million. Proportionally speaking, the most destructive war in modern history is the War of the Triple Alliance, which took the lives of over 60% of Paraguay's population, according to Steven Pinker. In 2003, Richard Smalley identified war as the sixth (of ten) biggest problem facing humanity for the next fifty years. War usually results in significant deterioration of infrastructure and the ecosystem, a decrease in social spending, famine, large-scale emigration from the war zone, and often the mistreatment of prisoners of war or civilians. Another byproduct of some wars is the prevalence of propaganda by some or all parties in the conflict, and increased revenues by weapons manufacturers.

World War II (WWII or WW2), also known as the Second World War, was a global war that lasted from 1939 to 1945, although related conflicts began earlier. It involved the vast majority of the world's nations—including all of the great powers—eventually forming two opposing military alliances: the Allies and the Axis. It was the most widespread war in history, and directly involved more than 100 million people from over 30 countries. In a state of "total war", the major participants threw their entire economic, industrial, and scientific capabilities behind the war effort, erasing the distinction between civilian and military resources. Marked by mass deaths of civilians, including the Holocaust (in which approximately 11 million people were killed) and the strategic bombing of industrial and population centres (in which approximately one million were killed, and which included the atomic bombings of Hiroshima and Nagasaki), it resulted in an estimated 50 million to 85 million fatalities. These made World War II the deadliest conflict in human history.

The film charts some of the United States Saving Bond and Stamp programs, and shows how they were promoted within industry and civilian populations. At the 49 second mark, the film shows Secretary of the Treasury Henry Morgenthau, Jr. selling a defense bond to President Roosevelt. It was an incredibly successful effort. As the film explains in July of 1942, just six months after war was declared, war bond sales reached 900 million dollars, and war stamps reached 54 million dollars. At the 5 minute mark, the film shows the International Harvester Corporation and shows how it implemented a Payroll Savings Plan to formalize the selling of bonds. By making ...

After the onset of World War I, Hollywood begins turning out movies such as Intolerance and Civilization to help promote peace. However, after the U.S. gets involved in the war, stars such as Douglas Fairbanks, Mary Pickford, and Charlie Chaplin help the effort by selling war bonds. Propaganda films come into play. Eventually, the public grew tired of movies about the war. Most of the definitive WWI films weren't made until several years after the war had ended (The Big Parade, What Price Glory, Wings and All Quiet on the Western Front).
