A whip is an official in a political party whose primary purpose is to ensure party discipline in a legislature. Whips are a party's "enforcers", who typically offer inducements and threaten party members to ensure that they vote according to the official party policy. A whip's role is also to ensure that the elected representatives of their party are in attendance when important votes are taken. The usage comes from the hunting term "whipping in", i.e. preventing hounds from wandering away from the pack.

Steny Hamilton Hoyer (/ˈstɛni ˈhɔɪ.ər/; born June 14, 1939) is the U.S. Representative for Maryland's 5th congressional district, serving since 1981. The district includes a large swath of rural and suburban territory southeast of Washington, D.C..
A Democrat, he was first elected in a special election on 19 May 1981 and served as the House Majority Leader from 2007 to 2011. He had previously served as House Minority Whip from 2003 to 2007, and was reelected to that post in 2011. These positions make him the second-ranking figure in the House Democratic Leadership hierarchy.
Hoyer was born in New York City, New York, and grew up in Mitchellville, Maryland, the son of Jean (née Baldwin) and Steen Theilgaard Høyer. His father was Danish and a native of Copenhagen; "Steny" is a variant of his father's name, "Steen", and Hoyer is an anglicized form of the fairly common Danish surname "Høyer". His mother was an American with Scottish, German, and English ancestry and a descendant of John Hart, a signer of the Declaration of Independence. He graduated from Suitland High School in Suitland, Maryland.

A whip is a tool traditionally used by humans to exert control over animals or other people, through pain compliance or fear of pain, although in some activities whips can be used without use of pain, such as an additional pressure aid in dressage. Whips are generally of two types, either a firm stick device designed to strike directly, or a flexible whip which must be swung in a specific manner to be effective, but has a longer reach. There are also whips which combine both a firm stick (the stock or handle) and a flexible line (the lash or thong), such as hunting whips.
The majority of whips are designed for use on animals, although whips such as the "cat o' nine tails" and knout were designed specifically for flagellation of humans as a means of a corporal punishment or torture. Whips can be used on oneself as part of a religious practice, or on consenting persons during BDSM activities.
Whips were primarily designed to inflict pain, with the objective of obtaining pain compliance to the wishes of the user. In modern times, the pain stimulus is still used in some animal training, and is permitted in many fields, including most equestrianism disciplines, some of which mandate carrying a whip. The whip can be a vital tool to back up riding aids when applied correctly, particularly when initial commands are ignored. However, many competition governing bodies limit such use of whips, and severe penalties may be in place for over-use of the whip, including disqualification and fines. Socially, the use or over-use of whips may be considered animal cruelty in some jurisdictions.
Party leaders and whips of the United States House of Representatives are elected by their respective parties in a closed-door caucus by secret ballot and are also known as floor leaders. The U.S. House of Representatives does not officially use the term "Minority Leader" although the media frequently does. The House instead uses the terms "Republican Leader" or "Democratic Leader" depending on which party holds a minority of seats.
The current party leaders are: Majority (Republican) Leader Kevin McCarthy, Majority (Republican) Whip Steve Scalise, Minority (Democratic) Leader Nancy Pelosi, and Minority (Democratic) Whip Steny Hoyer.
Unlike in Westminster style legislatures or as with the Senate Majority Leader, the House Majority Leader's duties and prominence vary depending upon the style and power of the Speaker of the House. Typically, the Speaker does not participate in debate and rarely votes on the floor. In some cases, Majority Leaders have been more influential than the Speaker; notably Tom DeLay who was more prominent than Speaker Dennis Hastert. In addition, Speaker Newt Gingrich delegated to Dick Armey an unprecedented level of authority over scheduling legislation on the House floor.

Thomas “Tom” DeLay is the former House Majority Leader, and a former member of the United States House of Representatives, representing Texas's 22nd Congressional District. DeLay was appointed Deputy Minority Whip in 1988. In 1995 he was elected to Majority Whip. DeLay is considered to have been a driving force behind the impeachment of President Clinton in 1998.
