Metropolitan Cebu, or simply Metro Cebu, (Cebuano: Kaulohang Sugbo, Filipino: Kalakhang Cebu), is the main urban center of the province of Cebu in the Philippines. Metro Cebu is located along the central eastern portion of the island including the nearby island of Mactan. It accounts for 20 percent of the land area and 60 percent of the population (2007 census) of the entire province of Cebu.
Metro Cebu is a metropolitan area that is located in Cebu City, the capital of Cebu and the regional center of Central Visayas with twelve surrounding cities and municipalities.
The Metropolitan Cebu Development Council (MCDC) is a body mandated to formulate development plans for the Metro Cebu area and coordinate their implementation. Unlike the Metropolitan Manila Development Authority, the MCDC does not have legal and institutional powers.
Metro Cebu is almost twice the size of Metro Manila it comprises seven cities and six municipalities.
¹2010 Census
Note: In October 2005, development planners from Regional Development Council 7 of the Metropolitan Cebu Development Council headed by the Cebu Provincial Governor and Local Government Units of Cebu expanded the definition of Metro Cebu to include the cities of Carcar and Danao, and the municipality of San Fernando.
Cebu (/sɪˈbuː/, /siːˈbuː/ or /sɛˈbuː/; Cebuano: Lalawigan sa Sugbo, Filipino: Lalawigan ng Cebu; Tagalog pronunciation: [seˈbu, sɪˈbu]) is an island province in the Philippines, consisting of the main island itself and 167 surrounding islands and islets. Its capital is Cebu City, the oldest city and first capital of the Philippines, which forms part of the Cebu Metropolitan Area together with four neighboring cities (which comprise Danao City, Lapu-Lapu City, Mandaue City and Talisay City) and eight other local government units. Mactan-Cebu International Airport, located in Mactan Island, is the second busiest airport in the Philippines.
Cebu is one of the most developed provinces in the Philippines, with Cebu City as the main center of commerce, trade, education and industry in the Visayas. Condé Nast Traveler Magazine named Cebu the 7th best island destination in the Indian Ocean-Asia region in 2007, 8th best Asian-Pacific island destination in 2005, 7th in 2004 and in 2009, with popular tourist destinations such as Mactan Island and Moalboal. In a decade it has transformed into a global hub for furniture making, tourism, business processing services, and heavy industry.
Cebu City, officially the City of Cebu (Cebuano: Dakbayan sa Sugbo, Filipino: Lungsod ng Cebu), is the capital city of the province of Cebu and is the "second city" of the Philippines, being the center of Metro Cebu, the second most populous metropolitan area in the Philippines after Metro Manila. Cebu is a first income class highly urbanized city, and according to the 2010 census, it has a population of 866,171 – making it the fifth most populated city in the country. In the 2013 election, it had 547,681 registered voters. Cebu City is a significant center of commerce, trade and education in the Visayas region.
The city is located on the eastern shore of Cebu island. It is the first Spanish settlement and the oldest city and the first capital of the Philippines. It is considered as the Fount of Christianity in the Far-East.
Cebu is the Philippines' main domestic shipping port and is home to about 80% of the country's domestic shipping companies. Cebu City is bordered to the northeast by Mandaue and the town of Consolacion, to the west are Toledo City, and the towns of Balamban and Asturias, to the south are Talisay City and the town of Minglanilla. Across Mactan Strait to the east is Mactan Island.
Metropolitan Manila (Filipino: Kalakhang Maynila, Kamaynilaan), commonly known as Metro Manila, the National Capital Region (NCR) of the Philippines, is the seat of government and the most populous region of the country which is composed of Manila, the capital city of the country, Quezon City, the country's most populous city, the Municipality of Pateros, and the cities of Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, San Juan, Taguig, and Valenzuela.
The National Capital Region has a population of 7007118559750000000♠11,855,975, making it the most populous region in the Philippines, as well as the 7th most populous metropolitan area in Asia. Its total urban area, referring to its continuous urban expansion into the provinces of Bulacan, Cavite, Laguna, Rizal and Batangas has a population of 7007241230000000000♠24,123,000, making it the 3rd most populous urban area in the world.
The region is the center of culture, economy, education, and government of the Philippines. NCR is one of the 12 defined metropolitan areas in the Philippines according to the National Economic and Development Authority. Designated as a global power city, NCR exerts a significant impact on commerce, finance, media, art, fashion, research, technology, education, and entertainment, both locally and internationally. It is the home to all the consulates and embassies in the Philippines, thereby making it an important center for international diplomacy in the country.

Metro Cebu is the second largest metropolis of the Philippines with a population of 2.55 million in 2010, and is considered the economic center of the central region of the country. Historically, the area has been a regional trading hub and recognized for its world-class marine resorts. In recent years, the region has been experiencing high levels of private business investments and industrial expansion. However, due to rapid urbanization and population growth, various interrelated urban issues have emerged across the sectors of transport, drainage, water, and waste management. Therefore, a more comprehensive and sustainable development approach is required to address the diverse range of urban challenges accompanying the rapid growth of Metro Cebu.
