A charter is the grant of authority or rights, stating that the granter formally recognizes the prerogative of the recipient to exercise the rights specified. It is implicit that the granter retains superiority (or sovereignty), and that the recipient admits a limited (or inferior) status within the relationship, and it is within that sense that charters were historically granted, and that sense is retained in modern usage of the term.
The word entered the English language from the Old French charte (ultimately from the Latin word for "paper"). It has come to be synonymous with the document that lays out the granting of rights or privileges.
The term is used for a special case (or as an exception) to an institutional charter. A charter school, for example, is one that has different rules, regulations, and statutes from a state school.
Charter is sometimes used as a synonym for 'tool' or 'lease', as in the 'charter' of a bus or boat by an organization, intended for a similar group destination.

April 17th 1982. Parliament. Prime Minister Trudeau and Queen Elizabeth II provide the final signatures on the the Constitution Act proclaiming Canada's full legal autonomy as a nation-state. A parallel bill passed in Westminster was titled the Canada Act. The Constitution Act was the successful outcome of a final round of negotiations by Trudeau and the first ministers of the provinces in early November 1981, and was a renaming of the venerable British North America Act, which had served as Canada's founding document since 1867; the Constitution Act added an amending formula and a Charter of Rights and Freedoms to Canada's constitution, and despite great efforts by Brian Mulroney shortly afterward, no substantive changes or additions to the constitution have happened since 1982.

They have a federal permit to keep red snapper year round, which worked out very well for us! As you can see throughout the trip we made sure "flipper" was well fed ;) . We caught red snapper, white snapper, black snapper, cubera snapper, and vermillion (mingo) snapper. We also caught one scamp grouper, a small amberjack, and some giant triggerfish that we couldn't keep. Footage is from a GoPro Hero.
