The National Oceanic and Atmospheric Administration (NOAA, pronounced /ˈnoʊ.ə/, like "Noah") is an American scientific agency within the United States Department of Commerce focused on the conditions of the oceans and the atmosphere. NOAA warns of dangerous weather, charts seas and skies, guides the use and protection of ocean and coastal resources, and conducts research to improve understanding and stewardship of the environment. In addition to its civilian employees, 12,000 as of 2012, NOAA research and operations are supported by 300 uniformed service members who make up the NOAA Commissioned Officer Corps. The current Under Secretary of Commerce for Oceans and Atmosphere at the Department of Commerce and the agency's administrator is Kathryn D. Sullivan, who was nominated February 28, 2013, and confirmed March 6, 2014.

An Atlantic hurricane or tropical storm is a tropical cyclone that forms in the Atlantic Ocean, usually in the summer or fall. Tropical cyclones can be categorized by intensity. Tropical storms have one-minute maximum sustained winds of at least 39 mph (34 knots, 17 m/s, 63 km/h), while hurricanes have one-minute maximum sustained winds exceeding 74 mph (64 knots, 33 m/s, 119 km/h). Most North Atlantic tropical storms and hurricanes form between June 1 and November 30. The United States National Hurricane Center monitors the basin and issues reports, watches, and warnings about tropical weather systems for the North Atlantic Basin as one of the Regional Specialized Meteorological Centers for tropical cyclones, as defined by the World Meteorological Organization.
In recent times, tropical disturbances that reach tropical storm intensity are named from a predetermined list. Hurricanes that result in significant damage or casualties may have their names retired from the list at the request of the affected nations in order to prevent confusion should a subsequent storm be given the same name. On average, in the North Atlantic basin (from 1966 to 2009) 11.3 named storms occur each season, with an average of 6.2 becoming hurricanes and 2.3 becoming major hurricanes (Category 3 or greater). The climatological peak of activity is around September 11 each season.
Julia, is the name given to the unknown source of a sound recorded on March 1, 1999. It was recorded on the eastern equatorial Pacific, using an autonomous hydrophone array. Heard for many thousands of kilometres, the source of the sound has been largely dismissed as an iceberg running aground somewhere off of Antarctica, it’s the point of origin being somewhere between Bransfield Straits and Cape Adare. What gave this story a rather chilling twist however, is a classified image which later surfaced, a classified image later redacted, taken by a NASA satellite, which shows something with an enormous shadow, within the waters of Cape Adare at the time, which if confirmed as a living animal, would be classified as a sea monster of gigantic proportions. The NOAA Okeanos Explorer mission recently came across some extraordinary creatures in the aquatic environment of the Hawaiian Archipelago. There was a free-swimming crinoid—stalks fluttering amidst the oceanic depths. The snakelike ophidiid fish was there--billowing through the dark waters. A siphonophore was also spotted. Vaquita porpoise in Mexico is marine mammal on the brink of extinction. Less than 200 animals remain and gillnets - nearly invisible fishing nets set for shrimp - are the primary cause of their mortality. I filmed this story over 5 years, interviewing top marine scientists in the field. I spoke with Bob Pitman of NOAA about an extinction of the Yangtze River Dolphin in China. I spent two months on an international scientific expedition in Mexico searching for the elusive animal in the upper gulf of California. I met local fishermen whose survival is dependent on the sea.
