A foreign worker is a person who works in a country other than the one of which he or she is a citizen. Migrant workers may follow work within their own country or between countries, depending on which definition is used. Some foreign workers are present temporarily and legally through a guest worker program in a country with more preferred job prospects than their home country. Some are illegal aliens. Foreign workers temporarily reside in the country in which they work, and will often send most or all wages earned back to their country of origin.
In Canada, foreign nationals are accepted into Canada on a temporary basis for a number of reasons, including student visas, refugee claims, or under special permits. The largest category however is called the Temporary Foreign Worker Program (TFWP), under which workers are brought to Canada by their employers for specific jobs. In 2006, there were a total of 265,000 foreign workers in Canada. Amongst those of working age, there was a 118% increase from 1996. By 2008, the intake of non-permanent immigrants (399,523, the majority of whom are TFWs), had overtaken the intake of permanent immigrants (247,243).
The term "migrant worker" has different official meanings and connotations in different parts of the world. The United Nations' definition is broad, including any people working outside of their home country. Some of these are called expatriates. Several countries have millions of foreign workers. Some have millions of illegal immigrants, most of them being workers also.
According to the International Labour Organization, as of 2014 there were an estimated 232 million international migrants in the world (defined as persons outside their country of origin for 12 months or more) and approximately half of them were estimated to be economically active (i.e. being employed or seeking employment).
According to the Panos Network, it is never appropriate to refer to asylum-seekers or refugees as “illegal migrants”. On the one hand, their reasons for moving are different from those of migrants, and on the other, international law recognizes that those fleeing conflict or persecution may need to cross international borders without authorization and should not be penalized for doing so.
President Obama and Congress have vowed to make immigration reform a top priority. The bipartisan reform plan in the senate includes an expansion to the guest worker program. The U.S. has a long history of guest worker programs, which critics say exploit cheap labor, and benefit only big business. But there are constant efforts to bring the remaining Germans and the immigrants together.
