A tool is any physical item that can be used to achieve a goal, especially if the item is not consumed in the process. Tool use by humans dates back millions of years, and other animals are also known to employ simple tools.
Tools that are used in particular fields or activities may have different designations such as "instrument", "utensil", "implement", "machine", "device," or "apparatus". The set of tools needed to achieve a goal is "equipment". The knowledge of constructing, obtaining and using tools is technology.
Anthropologists believe that the use of tools was an important step in the evolution of mankind. Because tools are used extensively by both humans and wild chimpanzees, it is widely assumed that the first routine use of tools took place prior to the divergence between the two species. These early tools, however, were likely made of perishable materials such as sticks, or consisted of unmodified stones that cannot be distinguished from other stones as tools.
Stone artifacts only date back to about 2.5 million years ago. However, a 2010 study suggests the hominin species Australopithecus afarensis ate meat by carving animal carcasses with stone implements. This finding pushes back the earliest known use of stone tools among hominins to about 3.4 million years ago.
Child Protective Services (CPS) is the name of a governmental agency in many states of the United States that responds to reports of child abuse or neglect. Some states use other names, often attempting to reflect more family-centered (as opposed to child-centered) practices, such as "Department of Children & Family Services" (DCFS). CPS is also known by the name of "Department of Social Services" (DSS) or simply "Social Services."
U.S. federal laws that govern CPS agencies include:
In 1690, in what is now the Americas, there were criminal court cases involving child abuse. In 1692, states and municipalities identified care for abused and neglected children as the responsibility of local government and private institutions. In 1696, The Kingdom of England first used the legal principle of parens patriae, which gave the royal crown care of "charities, infants, idiots, and lunatics returned to the chancery." This principal of parens patriae has been identified as the statutory basis for U.S. governmental intervention in families' child rearing practices.

Quantitative analysis of financial portfolios is predicated on a factor-based framework for assessing volatility-adjusted re-turn. However, volatility is but one measure of risk. While volatility may be an adequate risk measure for an equity portfolio, it is insufficient for the multi-asset class portfolios held by large financial institutions such as pension funds, sovereign wealth funds, insurance companies and commer-cial banks. For example, these institutions typically hold significant positions in fixed-income securities, which have highly skewed return distributions due to the possibility of default. These institutions also tend to hold illiquid assets such as real estate, private equity, derivatives and commodi-ties, which incorporate risk not captured by volatility. To the extent that po...

Cut clutter with this. This Clutter Cutter is a simple, fun storage solution for indoors or out. As much as I love working on my garden and landscape I dislike rooting around in a garage, shed, shop, basement, or outdoor storage area disentangling the various shovels, rakes, hoses, cords, and whatever other outdoor accoutrements I may need like pruners, loppers, and even ear protection (which I wear mowing.) To make matters worse, I dislike the floor or yard space this disorganized jumble of stuff takes up—I can use it to store anything from mowers to bicycles to power tools or a stepladder. "Annoyed much, Mark?" you may ask. Yes. Because the third layer of the storage frustration trifecta is this: The last thing I used is rarely the next thing I need. So in an effort at anger managem...
Disentangling the initiation from the response in joint attention: an eye-tracking study in toddlers with autism spectrum disorders. L Billeci et al (2016), Translational Psychiatry http://dx.doi.org/10.1038/tp.2016.75 Joint attention (JA), whose deficit is an early risk marker for autism spectrum disorder (ASD), has two dimensions: (1) responding to JA and (2) initiating JA. Eye-tracking technology has largely been used to investigate responding JA, but rarely to study initiating JA especially in young children with ASD. The aim of this study was to describe the differences in the visual patterns of toddlers with ASD and those with typical development (TD) during both responding JA and initiating JA tasks. Eye-tracking technology was used to monitor the gaze of 17 children with ASD and 1...
John Warwicker's work as a graphic designer appears across a variety of mediums, from music videos to print, typography and video art - even including occasional template designs for websites like the one you're currently browsing. An influential speaker who believes strongly in conversation about creative process, John is also one of the founding members of Tomato, an influential art & design collective who have produced work for innumerable companies, artists and bands (including a long-standing collaboration with the UK's Underworld). John talks about the importance of drawing to his creative practice, a highly tactile form of creative expression that is also seen as pivotal by Mark Bickerstaff and Chris Bangle. However, for John drawing is also a means to an end in and of itself, not...

Arianna Huffington stops by the Googleplex for a conversation with Rachel Whetstone about "Thrive". You can find more info on Google Books: http://goo.gl/C8qNO2 In April 2007, after years of around-the-clock work to launch and build The Huffington Post, Arianna Huffington collapsed from exhaustion and lack of sleep, injuring her eye and breaking her cheekbone. It was a bloody wake-up call, forcing her to ask herself: is this what success looks like? Is this the life I wanted? In terms of the traditional measures of success, which almost exclusively emphasize money and power, she was very successful. But she was not living a successful life by any sane definition. Arianna knew something had to radically change. Since then, Arianna has dramatically altered the way she lives. Her new book ...

Firefighters Local 1230 recently hosted our first ever Fire Ops 101 event this past October. Our members and the seven fire departments we represent have been hard at work for the past six months in preparation for this educational event. We had a series of five events that our participants went through, each one a taste of what we do as firefighters. The events included an interior live fire burn, a search and rescue evolution with live victims, an emergency medical scenario demonstrating the value of paramedic services and a demonstration from our fire investigators. We even had a car accident scenario in which our participants cut live victims out of a crashed car with our disentanglement tools.

Predictive analytics is part of the latest wave of child welfare system improvement efforts. The technology uses cross-systems data, statistical algorithms and machine learning techniques to assist jurisdictions in better serving children and families. However, there are concerns that the use of Big Data in child welfare will only deepen racial and ethnic disparities. The Alliance for Racial Equity in Child Welfare will host a series of webinars exploring the use of predictive analytics, including how states are designing and implementing the technology, considerations to identify and reduce racial bias and learnings from other public systems, such as criminal justice.

Dealmaking, Piloting, and Scaling: Do You Have What It Takes? Hospitals have had to undergo significant changes in model-ship these past years. They’ve shifted from volume-based care to value-based care. And, with numerous legacy systems already in place, it makes managing this change extremely challenging. Many healthcare systems have actively reached out to external sources to help them move in the direction of providing better care with lower costs. But digital health entrepreneurs wanting to sell into the system get lost in endless bureaucracy and “pilotitis.” This session brings together the two most pivotal players to share their strategic insights on how to sell, pilot and scale successfully within the healthcare system: 1) the hospital CIO and 2) the digital health CEO with a phen...
