Base erosion and profit shifting (BEPS) is a technical term referring to the negative effect of multinational companies' tax avoidance strategies on national tax bases. BEPS can be achieved through the use of transfer pricing, or, more correctly, "transfer mispricing". BEPS is used in a project headed by the OECD which produced detailed reports in September 2014 in response to seven actions agreed previously. BEPS is said to be an "attempt by the world’s major economies to try to rewrite the rules on corporate taxation to address the widespread perception that the [corporations] don’t pay their fair share of taxes".
Causes for controversy around this issue can be found in "gaps and inadequacies of domestic laws, insufficient controlled foreign company rules, transfer mispricing, tax treaty abuses or problems arising from hybrid mismatch arrangements". The effect on countries hosting investment from multinational companies is laid out in, for example, comments made by Oxfam South Africa to the UN: "The negative impact of base erosion and profit shifting (BEPS) on South Africa is evident in the escalating rates of poverty, inequality and unemployment. This continues despite some impressive developmental strides taken by the government. The reason for this is that only 1.6 out of 2 million registered companies in South Africa are active and pay their tax revenue".

Further to recent high profile cases involving a number of well-known multinational organisations, in 2013 the G20 asked the Organisation for Economic Co-operation and Development (OECD) for an action plan to ensure that companies in general pay their fair share of tax in a more transparent and fair way. The 15 point plan submitted is known as BEPS. In this video Malcolm Richardson, Head of Tax at M&G; Investments, guides us through its principles, objectives and key points. He highlights the action points most likely to have an impact on the fund management industry and their retail and institutional clients, should BEPS be implemented in 2017.
It’s a 4 letter word that will transform global taxation. BEPS – Base Erosion and Profit Shifting refers to the complex structuring done by multinational businesses to artificially shift reduce profits to low tax countries and pay little or no corporate tax. The OECD estimates that 100 to 240 billion dollars in tax revenue is lost every year due to such tax avoidance. That’s 4-10% of global corpor

KPMG LLP’s John Gimigliano and Manal Corwin discuss recent reactions by U.S. Congress and Treasury to BEPS developments, specifically whether Treasury has the authority to implement country-by-country reporting standards in the United States and what potential implications for U.S. multinationals exist if they do not. They also discuss Treasury’s point of view on recent BEPS related developments.

What a strange situation that I got myself into
I knew I should have listened when they said stay away
from you
I made my decision, I didn’t care about the consequence
The pain, the lies, you hurt my pride
I wonder where my money went
Chorus:
You do what you do just to get at me
If it makes you feel good go ahead and try
I’ll take anything that you throw at me
It might hurt but I ain’t gonna die (no, no, no)
Well you wouldn’t know a good thing if it looked you in
the face
If you’d pay attention instead of getting off into my
space
You’d see a new way that wasn’t there the day before
One more try, if not, goodbye
Go ahead and close the door
(Chorus)
(Solo)
