The International Court of Justice is the primary judicial branch of the United Nations (UN). Seated in the Peace Palace in The Hague, Netherlands, the court settles legal disputes submitted to it by states and provides advisory opinions on legal questions submitted to it by duly authorized international branches, agencies, and the UN General Assembly.
Established in 1945 by the UN Charter, the Court began work in 1946 as the successor to the Permanent Court of International Justice. The Statute of the International Court of Justice, similar to that of its predecessor, is the main constitutional document constituting and regulating the Court.
The Court's workload covers a wide range of judicial activity. After the court ruled that the United States's covert war against Nicaragua was in violation of international law (Nicaragua v. United States), the United States withdrew from compulsory jurisdiction in 1986 to accept the court's jurisdiction only on a case-by-case basis. Chapter XIV of the United Nations Charter authorizes the UN Security Council to enforce Court rulings. However, such enforcement is subject to the veto power of the five permanent members of the Council, which the United States used in the Nicaragua case.
The ICJ is composed of fifteen judges elected to nine-year terms by the UN General Assembly and the UN Security Council from a list of people nominated by the national groups in the Permanent Court of Arbitration. The election process is set out in Articles 4–19 of the ICJ statute. Elections are staggered, with five judges elected every three years to ensure continuity within the court. Should a judge die in office, the practice has generally been to elect a judge in a special election to complete the term.
No two judges may be nationals of the same country. According to Article 9, the membership of the Court is supposed to represent the "main forms of civilization and of the principal legal systems of the world". Essentially, that has meant common law, civil law and socialist law (now post-communist law).
There is an informal understanding that the seats will be distributed by geographic regions so that there are five seats for Western countries, three for African states (including one judge of francophone civil law, one of Anglophone common law and one Arab), two for Eastern European states, three for Asian states and two for Latin American and Caribbean states. The five permanent members of the United Nations Security Council (France, Russia, China, the United Kingdom, and the United States) always have a judge on the Court, thereby occupying three of the Western seats, one of the Asian seats and one of the Eastern European seats. The exception was China, which did not have a judge on the Court from 1967 to 1985 because it did not put forward a candidate.
Article 6 of the Statute provides that all judges should be "elected regardless of their nationality among persons of high moral character" who are either qualified for the highest judicial office in their home states or known as lawyers with sufficient competence in international law. Judicial independence is dealt with specifically in Articles 16–18. Judges of the ICJ are not able to hold any other post or act as counsel. In practice, Members of the Court have their own interpretation of these rules and allow them to be involved in outside arbitration and hold professional posts as long as there is no conflict of interest. A judge can be dismissed only by a unanimous vote of the other members of the Court. Despite these provisions, the independence of ICJ judges has been questioned. For example, during the Nicaragua case, the United States issued a communiqué suggesting that it could not present sensitive material to the Court because of the presence of judges from Eastern bloc states.

International court
International courts are formed by treaties between nations or under the authority of an international organization such as the United Nations and include ad hoc tribunals and permanent institutions but exclude any courts arising purely under national authority.
Early examples of international courts include the Nuremberg and Tokyo tribunals established in the aftermath of World War II. Three such courts are presently located at The Hague in the Netherlands: the International Criminal Tribunal for the former Yugoslavia (ICTY), the International Court of Justice (ICJ), and the International Criminal Court (ICC). Further international courts exist elsewhere, usually with their jurisdiction restricted to a particular country or issue, such as the one dealing with the genocide in Rwanda. In addition to international tribunals created to address crimes committed during genocides and civil war, ad hoc courts combining international and domestic strategies have also been established on a situational basis. Examples of these “hybrid tribunals” are found in Sierra Leone, Lebanon, East Timor, and Cambodia.

The Hague
The Hague (/ðə ˈheɪɡ/; Dutch: Den Haag pronounced [dɛnˈɦaːx] or 's-Gravenhage pronounced [ˈsxraːvə(n)ˌɦaːɣə]) is the seat of government in the Netherlands, and the capital city of the province of South Holland. With a population of 515,880 inhabitants (as of 1 January 2015) and more than one million inhabitants including the suburbs, it is the third-largest city of the Netherlands, after Amsterdam and Rotterdam. The Rotterdam The Hague Metropolitan Area, with a population of approximately 2.7 million, is the 12th-largest in the European Union and the most populous in the country. Located in the west of the Netherlands, The Hague is in the centre of the Haaglanden conurbation and lies at the southwest corner of the larger Randstad conurbation.
The Hague is the seat of the Dutch government and parliament, the Supreme Court, and the Council of State, but the city is not the capital of the Netherlands which constitutionally is Amsterdam. King Willem-Alexander of the Netherlands plans to live at Huis ten Bosch and works at Noordeinde Palace in The Hague, together with Queen Máxima. Most foreign embassies in the Netherlands and 150 international organisations are located in the city, including the International Court of Justice and the International Criminal Court, which makes The Hague one of the major cities hosting the United Nations, along with New York, Geneva, Vienna, Rome and Addis Ababa.

Court
A court is a tribunal, often as governmental institution, with the authority to adjudicate legal disputes between parties and carry out the administration of justice in civil, criminal, and administrative matters in accordance with the rule of law. In both common law and civil law legal systems, courts are the central means for dispute resolution, and it is generally understood that all persons have an ability to bring their claims before a court. Similarly, the rights of those accused of a crime include the right to present a defense before a court.
The system of courts that interprets and applies the law is collectively known as the judiciary. The place where a court sits is known as a venue. The room where court proceedings occur is known as a courtroom, and the building as a courthouse; court facilities range from simple and very small facilities in rural communities to large buildings in cities.
The practical authority given to the court is known as its jurisdiction (Latin jus dicere) – the court's power to decide certain kinds of questions or petitions put to it. According to William Blackstone's Commentaries on the Laws of England, a court is constituted by a minimum of three parties: the actor or plaintiff, who complains of an injury done; the reus or defendant, who is called upon to make satisfaction for it, and the judex or judicial power, which is to examine the truth of the fact, to determine the law arising upon that fact, and, if any injury appears to have been done, to ascertain and by its officers to apply a legal remedy. It is also usual in the superior courts to have barristers, and attorneys or counsel, as assistants, though, often, courts consist of additional barristers, bailiffs, reporters, and perhaps a jury.

The International Court of Justice is the primary judicial branch of the United Nations (UN). Established in 1945 by the UN Charter, the Court began work in 1946 as the successor to the Permanent Court of International Justice. The Statute of the International Court of Justice, similar to that of its predecessor, is the main constitutional document constituting and regulating the Court.
The Court's workload covers a wide range of judicial activity. After the court ruled that the United States's covert war against Nicaragua was in violation of international law (Nicaragua v. United States), the United States withdrew from compulsory jurisdiction in 1986 to accept the court's jurisdiction only on a case-by-case basis. Chapter XIV of the United Nations Charter authorizes the UN Security Council to enforce Court rulings. However, such enforcement is subject to the veto power of the five permanent members of the Council, which the United States used in the Nicaragua case.
The ICJ is composed of fifteen judges elected to nine-year terms by the UN General Assembly and the UN Security Council from a list of people nominated by the national groups in the Permanent Court of Arbitration. The election process is set out in Articles 4–19 of the ICJ statute. Elections are staggered, with five judges elected every three years to ensure continuity within the court. Should a judge die in office, the practice has generally been to elect a judge in a special election to complete the term.
No two judges may be nationals of the same country. According to Article 9, the membership of the Court is supposed to represent the "main forms of civilization and of the principal legal systems of the world". Essentially, that has meant common law, civil law and socialist law (now post-communist law).
There is an informal understanding that the seats will be distributed by geographic regions so that there are five seats for Western countries, three for African states (including one judge of francophone civil law, one of Anglophone common law and one Arab), two for Eastern European states, three for Asian states and two for Latin American and Caribbean states. The five permanent members of the United Nations Security Council (France, Russia, China, the United Kingdom, and the United States) always have a judge on the Court, thereby occupying three of the Western seats, one of the Asian seats and one of the Eastern European seats. The exception was China, which did not have a judge on the Court from 1967 to 1985 because it did not put forward a candidate.
Article 6 of the Statute provides that all judges should be "elected regardless of their nationality among persons of high moral character" who are either qualified for the highest judicial office in their home states or known as lawyers with sufficient competence in international law. Judicial independence is dealt with specifically in Articles 16–18. Judges of the ICJ are not able to hold any other post or act as counsel. In practice, Members of the Court have their own interpretation of these rules and allow them to be involved in outside arbitration and hold professional posts as long as there is no conflict of interest. A judge can be dismissed only by a unanimous vote of the other members of the Court. Despite these provisions, the independence of ICJ judges has been questioned. For example, during the Nicaragua case, the United States issued a communiqué suggesting that it could not present sensitive material to the Court because of the presence of judges from Eastern bloc states.

International Study Centres (ISC) are short summer courses open to York students of all disciplines and all levels of study (including postgraduates). Students travel in a group of around 20 and spend two to three weeks exploring a topic and visiting areas of interest. No prior knowledge of the subjects is required. The Washington DC ISC was hosted by George Washington University on the topic of Justice, Equality and Policy: A Global Perspective. The dates were from Saturday 18 June to Tuesday 5 July 2016. On the western side of theHajar Mountains an oasis village developed that contains more than two hundred springs and wells. The oasis was once frequently occupied by Saudi Arabia but in 1974 the International Court Of Justice in the Hague ruled against the Saudi occupation. Today, Oman and the United Arab Emirates share the nine oasis villages of the Buraimi Oasis and live together in peace. Abu Dhabi is the largest of the seven Emirates and means, Father Of The Gazelle, a name derived from an ancient legend. The seventy three thousand square kilometres of the Abu Dhabi region cover eighty-six per cent of the United Arab Emirates and in the 1960’s the city had a population of five thousand that has now grown to almost a million. As the oil supplies gradually trickle away the sheiks are becoming increasingly cautious with their spending and the oil boom has now been followed by tourism in this fairy-tale holiday paradise that is full of desert romance.

Students travel in a group of around 20 and spend two to three weeks exploring a topic and visiting areas of interest. No prior knowledge of the subjects is required.
The Washington DC ISC was hosted by George Washington University on the topic of Justice, Equality and Policy: A Global Perspective. The dates were from Saturday 18 June to Tuesday 5 July 2016.
The course was aimed as students interested in Politics, History, Equality, and Economic development and included a tour of the Capital building, talks by members of the World Bank and a trip to Philadelphia. The dates also coincided with the 4th July celebrations.

The Court's workload covers a wide range of judicial activity. After the court ruled that the United States's covert war against Nicaragua was in violation of international law (Nicaragua v. United States), the United States withdrew from compulsory jurisdiction in 1986 to accept the court's jurisdiction only on a case-by-case basis. Chapter XIV of the United Nations Charter authorizes the UN Security Council to enforce Court rulings. However, such enforcement is subject to the veto power of the five permanent members of the Council, which the United States used in the Nicaragua case.
The ICJ is composed of fifteen judges elected to nine-year terms by the UN General Assembly and the UN Security Council from a list of people nominated by the national groups in the Permanent Court of Arbitration. The election process is set out in Articles 4–19 of the ICJ statute. Elections are staggered, with five judges elected every three years to ensure continuity within the court. Should a judge die in office, the practice has generally been to elect a judge in a special election to complete the term.
No two judges may be nationals of the same country. According to Article 9, the membership of the Court is supposed to represent the "main forms of civilization and of the principal legal systems of the world". Essentially, that has meant common law, civil law and socialist law (now post-communist law).
There is an informal understanding that the seats will be distributed by geographic regions so that there are five seats for Western countries, three for African states (including one judge of francophone civil law, one of Anglophone common law and one Arab), two for Eastern European states, three for Asian states and two for Latin American and Caribbean states. The five permanent members of the United Nations Security Council (France, Russia, China, the United Kingdom, and the United States) always have a judge on the Court, thereby occupying three of the Western seats, one of the Asian seats and one of the Eastern European seats. The exception was China, which did not have a judge on the Court from 1967 to 1985 because it did not put forward a candidate.
Article 6 of the Statute provides that all judges should be "elected regardless of their nationality among persons of high moral character" who are either qualified for the highest judicial office in their home states or known as lawyers with sufficient competence in international law. Judicial independence is dealt with specifically in Articles 16–18. Judges of the ICJ are not able to hold any other post or act as counsel. In practice, Members of the Court have their own interpretation of these rules and allow them to be involved in outside arbitration and hold professional posts as long as there is no conflict of interest. A judge can be dismissed only by a unanimous vote of the other members of the Court. Despite these provisions, the independence of ICJ judges has been questioned. For example, during the Nicaragua case, the United States issued a communiqué suggesting that it could not present sensitive material to the Court because of the presence of judges from Eastern bloc states.
