A homosexual prostitution ring is under investigation by federal and District authorities and includes among its clients key officials of the Reagan and Bush administrations, military officers, congressional aides and US and foreign businessmen with close social ties to Washington's political elite, documents obtained by The Washington Times reveal.
One of the ring's high-profile clients was so well-connected, in fact, that he could arrange a middle-of-the-night tour of the White House for his friends on Sunday, July 3, of last year. Among the six persons on the extraordinary 1 a.m. tour were two male prostitutes.
Federal authorities, including the Secret Service, are investigating criminal aspects of the ring and have told male prostitutes and their homosexual clients that a grand jury will deliberate over the evidence throughout the summer, The Times learned.
Reporters for this newspaper examined hundreds of credit-card vouchers, drawn on both corporate and personal cards and made payable to the escort service operated by the homosexual ring. Many of the vouchers were run through a so-called "sub-merchant" account of the Chambers Funeral Home by a son of the owner, without the company's knowledge.
Among the client names contained in the vouchers - and identified by prostitutes and escort operators - are government officials, locally based US military officers, businessmen, lawyers, bankers, congressional aides and other professionals.
Editors of The Times said the newspaper would print only the names of those found to be in sensitive government posts or positions of influence. "There is no intention of publishing names or facts about the operation merely for titillation," said Wesley Pruden, managing editor of The Times.
The office of US Attorney General Jay B. Stephens, former deputy White House counsel to President Reagan, is coordinating federal aspects of the inquiry but refused to discuss the investigation or grand jury actions.
Several former White House colleagues of Mr. Stephen are listed among clients of the homosexual prostitution ring, according to the credit card records, and those persons have confirmed that the charges were theirs.
Mr. Stephen's office, after first saying it would cooperate with The Times' inquiry, withdrew the offer late yesterday and also declined to say whether Mr. Stephens would recuse himself from the case because of possible conflict of interest.
At least one highly placed Bush administration official and a wealthy businessman who procured homosexual prostitutes from the escort services operated by the ring are cooperating with the investigation, several sources said.
Among clients who charged homosexual prostitutes services on major credit cards over the past 18 months are Charles K. Dutcher, former associate director of presidential personnel in the Reagan administration, and Paul R. Balach, Labor Secretary Elizabeth Dole's political personnel liaison to the White House.

The Franklin child prostitution ring allegations took place between 1988 and 1991 and involved an alleged child sex ring serving prominent citizens of the Nebraska Republican Party, as well as high-level U.S. politicians.[1] The allegations also claimed that the alleged sex ring was led by, "a cult of devil worshipers involved in the mutilation, sacrifice and cannibalism of numerous children."[1] The allegations centered on the actions of Lawrence E. King Jr., who ran the now defunct Franklin Community Federal Credit Union (FCFCU) in Omaha, Nebraska.[2]
The Nebraska State Foster Care Review Board submitted the results of a two-year investigation into the alleged physical and sexual abuse of foster children to the Executive Board of the Nebraska Legislature, who were investigating reports of child sexual abuse linked to the credit union. Authorities launched a probe, interviewing a number of claimed abuse victims who said that children in foster care were flown to the U.S. East Coast and were abused at "bad parties."[3] After investigation, a grand jury in Douglas County (of which Omaha, Nebraska is the largest city and county seat) determined the abuse allegations were baseless, describing them as a "carefully crafted hoax" and indicted two of the accusers on perjury charges.[4] The grand jury also suggested that the abuse stories originated from a vindictive employee terminated by Boys Town, the famed refuge for troubled youths.[4] Later, a federal grand jury concluded that the abuse allegations were unfounded and indicted 21-year-old Alisha Owen, an alleged victim, on eight counts of perjury. The same grand jury also indicted multiple officers of the credit union, including King, for crimes related to the embezzlement of funds from the credit union Alisha Owen served 4-1/2 years in prison.
Historian Philip Jenkins explored how hot topics such as the Franklin allegations, whether or not they are worthy of attention or credible on their own merits, are seized by political opportunists for their own purposes. He also described how cases such as the Franklin allegations can acquire credibility, even if they lack any credibility inherently, when reported in various media in a credulous voice. Numerous conspiracy theories evolved and persist, claiming that the alleged abuse was part of a widespread series of crimes including devil worship, cannibalism, drug trafficking, CIA arms dealing and links with the first Bush Administration

White House
The White House is the official residence and principal workplace of the President of the United States, located at 1600 Pennsylvania Avenue NW in Washington, D.C. It has been the residence of every U.S. president since John Adams in 1800.
The house was designed by Irish-born James Hoban and built between 1792 and 1800 of white-painted Aquia Creek sandstone in the Neoclassical style. When Thomas Jefferson moved into the house in 1801, he (with architect Benjamin Henry Latrobe) expanded the building outward, creating two colonnades that were meant to conceal stables and storage. However, in 1814, during the War of 1812, the mansion was set ablaze by the British Army in the Burning of Washington, destroying the interior and charring much of the exterior. Reconstruction began almost immediately, and President James Monroe moved into the partially reconstructed Executive Residence in October 1817. Construction continued with the addition of the South Portico in 1824 and the North in 1829.

Dunlea Centre, formerly known as Boys' Town Engadine an Australian residential secondary school for adolescent young people and their families, is focused on working with young people where there are identified behavioural issues. Boys' Town Engadine - Dunlea Centre helps children, young people and their families to overcome the most severe disadvantages - problems such as abuse, homelessness, long term unemployment, mental health issues and the challenges of disability. The school is located in the Sydney suburb of Engadine, New South Wales and is run by the Roman Catholic Salesians, a religious order of priests, in conjunction with specialist teachers and social workers.
Boys' Town Engadine - Dunlea Centre provides a voluntary service for families at risk of family breakdown, who are committed to improving their relationships. Boys' Town Engadine - Dunlea Centre provides intensive life skills, therapeutic and educational services in an out of home care setting.
History
A parish priest of Sutherland Shire, in 1934 Fr Thomas Dunlea was requested by a dying woman to look after her son. After the woman's death, Dunlea took the boy to the parish presbytery. Over the ensuing years, a number of young boys were entrusted to his care during the Great Depression. The boys were moved to a bigger house, but after Sutherland Shire Council forced them onto the road, they set up tents in nearby Royal National Park . On 1 August 1939, Dunlea officially opened the school with seven boys in his care. The purpose of the school was to help disadvantaged young males. His inspiration was the 1938 movie Boystown, about Fr Edward J. Flanagan, who founded the original Boystown in Nebraska, USA.

Boystown
Boystown is a story that would essentially differentiate teenage boys from real men. Situated at a reform center supposedly for juvenile delinquents and street children, Cottage No. 5 houses four rebellious teens who have no sense of purpose up until coach Daniel ('Romnick Sarmenta' (qv)) have encouraged them to join the swimming team led by Arnel ('Enchong Dee' (qv)). Their lives become more complicated, however, as the latter inevitably meets rich preppy boy Arkin ('Robi Domingo' (qv)) who takes an instant dislike towards him.

Many of the vouchers were run through a so-called "sub-merchant" account of the Chambers Funeral Home by a son of the owner, without the company's knowledge. Among the client names contained in the vouchers - and identified by prostitutes and escort operators - are government officials, locally based US military officers, businessmen, lawyers, bankers, congressional aides and other professionals. Editors of The Times said the newspaper would print only the names of those found to be in sensitive government posts or positions of influence. "There is no intention of publishing names or facts about the operation merely for titillation," said Wesley Pruden, managing editor of The Times. The office of US Attorney General Jay B. Stephens, former deputy White House counsel to President Reagan, is coordinating federal aspects of the inquiry but refused to discuss the investigation or grand jury actions. Several former White House colleagues of Mr. Stephen are listed among clients of the homosexual prostitution ring, according to the credit card records, and those persons have confirmed that the charges were theirs. Mr. Stephen's office, after first saying it would cooperate with The Times' inquiry, withdrew the offer late yesterday and also declined to say whether Mr. Stephens would recuse himself from the case because of possible conflict of interest. At least one highly placed Bush administration official and a wealthy businessman who procured homosexual prostitutes from the escort services operated by the ring are cooperating with the investigation, several sources said. Authorities launched a probe, interviewing a number of claimed abuse victims who said that children in foster care were flown to the U.S. East Coast and were abused at "bad parties."[3] After investigation, a grand jury in Douglas County (of which Omaha, Nebraska is the largest city and county seat) determined the abuse allegations were baseless, describing them as a "carefully crafted hoax" and indicted two of the accusers on perjury charges.[4] The grand jury also suggested that the abuse stories originated from a vindictive employee terminated by Boys Town, the famed refuge for troubled youths.[4] Later, a federal grand jury concluded that the abuse allegations were unfounded and indicted 21-year-old Alisha Owen, an alleged victim, on eight counts of perjury.
