James Stanley "Jimmy" McGovern (born September 1949 in Liverpool, Merseyside) is an English screenwriter and producer. He created the television series Cracker (1993-1995), a popular and critical success in the UK, for which he received two Edgar Awards from the Mystery Writers of America. He has also received recognition for The Lakes, The Street and Accused, among others.
McGovern was one of nine children born to working-class Irish Catholic parents, William McGovern and Jane Warner. He had a stammer until the age of eight. He attended a Jesuit secondary school, St Francis Xavier's College in Liverpool. Feeling that the teachers did not recognise his talent, he left as soon as he could.
He taught for a time in a secondary comprehensive school, where he organised the end-of-school play.
In 1982, McGovern started his TV career working on Channel 4's soap opera Brookside. He tackled many social issues in the course of the series, especially unemployment – which was at a postwar high at the time.

The story follows a hapless young dude who begins as a casual user and gradually succumbs to addiction.

Young Johnjo O'Shea drives his cousin Tony and two friends to a takeaway, unaware that they intend to beat up another youth. In the fracas one of the trio, psycho Kieran Gillespie, stabs to death innocent bystander Thomas Hughes and threatens Johnjo not to go to the police. However Johnjo voluntarily gives a statement to DI Hastings but finds himself remanded in custody despite being guiltless of any crime. Under an ancient legal process known as Joint Enterprise which holds that any accomplice was aware of malicious intent he stands trial with the others. His lawyer puts up an excellent case for him but the judge feels unable to oppose Joint Enterprise and, although only Gillespie gets life, the other boys are forced to plead guilty to GBH and get five years. A 2001 UK Channel 4 documentary (with dramatised scenes) about the Gunpowder Plot of 1605. A lovely specimen of the form (quality late 90s-early 2000s British TV history documentaries). Gets into a fair bit of the politics as well as the details of events. Best watched in a dark room, in front of an open fire, with the cold November wind howling outside and the skeletal fingers of bare trees tapping on your windows. Danny Kavanagh, a compulsive gambler and lout, looking to start afresh, arrives in a small village in the Lake District and manages to get a job at a local hotel, working under tyrannical, sex-mad chef Gary Alcock. However, it's not long before he's taken a shine to local girl Emma, and after a series of short rendezvous, Emma discovers she is pregnant. Danny is subsequently sacked from his job, having become a pariah. Danny, however, soon manages to find another job, hiring out boats on the local lake to tourists. However, when Danny abandons his work station to phone in a bet, a tragic accident occurs, leaving three young girls lives' hanging in the balance.
