Portland State University (PSU) is a public, nonprofit, coeducational research university located in the southwest University District of downtown Portland, Oregon, United States. Originally founded in 1946 as post-secondary educational institution for World War II veterans, it evolved into a four-year college over the following two decades, and was granted university status in 1969. It is the only public urban university in the state of Oregon that is located in a major metropolitan city, and is governed by a board of trustees.
Portland State is composed of seven constituent colleges, offering undergraduate degrees in one-hundred and twenty-three fields, and postgraduate degrees in one-hundred and seventeen fields. Schools at Portland State include the School of Business Administration, Graduate School of Education, School of Social Work, College of Urban and Public Affairs, Maseeh College of Engineering and Computer Science, and the College of Liberal Arts and Sciences. The athletic teams are known as the Portland State Vikings with school colors of green and white. Teams compete at the NCAA Division I Level, primarily in the Big Sky Conference.

State universities get subsidies from their states. The amount of the subsidy varies from university to university and state to state, but the effect is to lower tuition costs below that of private universities for students from that state or district. As more and more Americans attend college, and private tuition rates increase well beyond the rate of inflation, admission to state universities is becoming more and more competitive.

It is open to students, faculty, and staff at Portland State and the entire Portland Community alike. This year (2016) Sanskriti saw performers and participants aged from 6-60 years.
