Xavier Becerra (/hɑːviˈɛər bᵻˈsɛrə/ hah-vee-AIR; born January 26, 1958) is an American politician and a member of the United States House of Representatives for California's 34th congressional district, representing Downtown Los Angeles in Congress since 1993. Becerra, a member of the Democratic Party, is currently Chairman of the House Democratic Caucus.
Born in Sacramento, California, Becerra is a graduate of Stanford University, receiving his J.D. from Stanford Law School. He worked as a Lawyer at the Legal Assistance Corporation of Central Massachusetts, before returning to California in 1986 to work as an Administrative Assistant for State Senator Art Torres. He served as Deputy Attorney General in the California Department of Justice from 1987 to 1990 before he was elected to the California State Assembly, where he served one term from 1990 to 1992.
Becerra was elected to the U.S. House of Representatives in 1992, previously representing California's 34th congressional district from 1993 to 2003 and California's 31st congressional district from 2003 to 2013. During his tenure in the House, he has served as Chairman of the Congressional Hispanic Caucus from 1997 to 1999, Vice Chairman of the House Democratic Caucus from 2009 to 2013, and was a member of the Joint Select Committee on Deficit Reduction.
In most common law jurisdictions, the attorney general or attorney-general is the main legal advisor to the government, and in some jurisdictions they may also have executive responsibility for law enforcement, prosecutions or even responsibility for legal affairs generally. In practice, the extent to which the attorney-general personally provides legal advice to the government varies between jurisdictions, and even between individual office-holders within the same jurisdiction, often depending on the level and nature of the office-holder's prior legal experience.
The term was originally used to refer to any person who holds a general power of attorney to represent a principal in all matters. In the common law tradition, anyone who represents the state, especially in criminal prosecutions, is such an attorney. Although a government may designate some official as the permanent attorney general, anyone who comes to represent the state in the same way may, in the past, be referred to as such, even if only for a particular case. Today, however, in most jurisdictions the term is largely reserved as a title of the permanently appointed attorney general of the state, sovereign or other member of the royal family. The term is pluralized attorneys general or attorneys-general.
The California Attorney General is the State Attorney General of California. The officer's duty is to ensure that "the laws of the state are uniformly and adequately enforced" (California Constitution, Article V, Section 13.) The Attorney General carries out the responsibilities of the office through the California Department of Justice. The Department employs over 1,100 attorneys (meaning that the AG supervises the governmental equivalent of a law firm much larger than the vast majority of U.S. private law firms) and 3,700 non-attorney employees.
The Attorney General is elected to a four-year term, with a maximum of two terms. The election is held at the same statewide election as the Governor, Lieutenant Governor, Controller, Secretary of State, Treasurer, Superintendent of Public Instruction, and Insurance Commissioner. The current Attorney General is Kamala Harris, a former San Francisco District Attorney, who has made mortgage relief a significant priority.

MSNBC and msnbc.com were founded in 1996 as separate partnerships between Microsoft and General Electric's NBC unit, hence the network's naming. Although they shared the same name, msnbc.com and MSNBC maintained separate corporate structures and news operations, with msnbc.com headquartered on the West Coast on the Microsoft campus in Redmond, Washington, and MSNBC in the NBC headquarters in New York. Microsoft divested its stake in the MSNBC channel in 2005, and divested its stake in msnbc.com in July 2012, rebranding the general news site as NBCNews.com and creating a new msnbc.com as the online home of the cable news channel. As of February 2015, approximately 94,531,000 households (81.2% of those with television) receive MSNBC within the United States of America.
