Victoria Police Assistant Commissioner Doug Fryer said police believe the man wasn't wearing seat belt and may have been drunk at the time of the crash near Separation Street.
The man was driving at approximately twice the speed limit, around 120km/h, and was flung from the car when his Holden Commodore ploughed into multiple parked cars before crashing into a fence.

"He almost had a head-on with another vehicle coming up Victoria Road, thankfully that didn't happen," Mr Fryer said.
"His driving was so reckless that he was all over the shop. This was very dynamic, by the time our members lit him up it was about 10 to15 seconds between that and when he came to grief."
