An art centre or arts center is distinct from an art gallery or art museum. An arts centre is a functional community centre with a specific remit to encourage arts practice and to provide facilities such as theatre space, gallery space, venues for musical performance, workshop areas, educational facilities, technical equipment, etc.
In the United States, "art centers" are generally either establishments geared toward exposing, generating, and making accessible art making to arts-interested individuals, or buildings that rent primarily to artists, galleries, or companies involved in art making.
In Britain, art centres began after World War II and gradually changed from mainly middle-class places to 1960s and 1970s trendy, alternative centres and eventually in the 1980s to serving the whole community with a programme of enabling access to wheelchair users and disabled individuals and groups.
In the rest of Europe it is common among most art centres that they are partly government funded, since they are considered to have a positive influence on society and economics according to the Rhineland model philosophy. A lot of those organisations originally started in the 1970s, 1980s and 1990s as squading spaces and were later on legalized.

The College of Architecture had its origins in the 1920s as an architectural option in the College of Engineering. Professor Charles P. Graves joined the Civil Engineering faculty in 1958 charged with converting the architectural option to a professional degree program. The curriculum changed from a mathematical and applied science concentration to courses in the arts, science, humanities, architectural design and history.
In 1960, the Board of Trustees established the Department of Architecture in the College of Engineering, with the understanding that the department would be granted autonomy upon accreditation. The first class to complete the new professional degree program graduated in 1964. The School of Architecture was established in 1965 with Professor Graves as Dean. That year, the program also received its first accreditation from the National Architectural Accrediting Board (NAAB). The School became a college in 1967.
Art Center may refer to:
Design is the creation of a plan or convention for the construction of an object or a system (as in architectural blueprints, engineering drawings, business processes, circuit diagrams and sewing patterns). Design has different connotations in different fields (see design disciplines below). In some cases the direct construction of an object (as in pottery, engineering, management, cowboy coding and graphic design) is also considered to be design.
Designing often necessitates considering the aesthetic, functional, economic and sociopolitical dimensions of both the design object and design process. It may involve considerable research, thought, modeling, interactive adjustment, and re-design. Meanwhile, diverse kinds of objects may be designed, including clothing, graphical user interfaces, skyscrapers, corporate identities, business processes and even methods of designing.
Thus "design" may be a substantive referring to a categorical abstraction of a created thing or things (the design of something), or a verb for the process of creation, as is made clear by grammatical context.

http://www.cantorfineart.com/story/please-touch-the-art/ One day a blind man discovered a screw painting by Andrew Myers with his hands. The blind man found as much enjoyment out of the tactile elements of the work as any sighted person ever has by just looking at them. Andrew considers this moment as one of the most inspiring of his career. Which led us to a question: Why is touching artwork so taboo? Prior to the mid-1800s, tactile interaction was commonplace for visitors experiencing collections of art, but as museums of art evolved, rules forbidding touch became the norm. In some cases, these were to protect artwork that truly was not meant to be touched, but in large part these norms had nothing do with preservation and everything to do with nineteenth century politics of gender, rac...
