Freezing rain is the name given to rain that falls when surface temperatures are below freezing. Unlike a mixture of rain and snow, ice pellets (both of which are sometimes called "sleet"), or hail, freezing rain is made entirely of liquid droplets. The raindrops become supercooled while passing through a sub-freezing layer of air hundreds of meters above the ground, and then freeze upon impact with any surface they encounter. The resulting ice, called glaze, can accumulate to a thickness of several centimeters. The METAR code for freezing rain is FZRA.
A storm that produces a significant thickness of glaze ice from freezing rain is often referred to as an ice storm. Although not violent storms, freezing rain is notorious for causing travel problems on roadways, breaking tree limbs, and downing power lines from the weight of accumulating ice. It is also known for being extremely dangerous to aircraft since the ice can effectively 'remould' the shape of the airfoil and flight control surfaces. (See atmospheric icing.)

For most substances, the melting and freezing points are the same temperature; however, certain substances possess differing solid–liquid transition temperatures. For example, agar displays a hysteresis in its melting and freezing temperatures. It melts at 85 °C (185 °F) and solidifies from 31 °C to 40 °C (89.6 °F to 104 °F).
Most liquids freeze by crystallization, formation of crystalline solid from the uniform liquid. This is a first-order thermodynamic phase transition, which means that, as long as solid and liquid coexist, the temperature of the whole system remains very nearly equal to the melting point due to slow removal of heat when in contact with air, which is a poor heat conductor. Because of the latent heat of fusion, the freezing is greatly slown down and the temperature will not drop anymore once the freezing starts but will continue dropping once it finishes. Crystallization consists of two major events, nucleation and crystal growth. Nucleation is the step wherein the molecules start to gather into clusters, on the nanometer scale, arranging in a defined and periodic manner that defines the crystal structure. The crystal growth is the subsequent growth of the nuclei that succeed in achieving the critical cluster size.
Weather Wizard (Mark Mardon) is a DC Comics supervillain, normally portrayed as an enemy of The Flash. The Weather Wizard first appeared in Flash #110 (December 1959-January 1960).
Escaping a prison transport by leaping from the window, Mark Mardon fled to his brother's house only to find him dead. Mardon's brother, Clyde, a scientist, had just discovered a way to control the weather before dying of a heart attack (although recent evidence implies that Mardon murdered his brother and either lied about or blocked out the memory of finding his body). Mardon took Clyde's notes and used them to make a wand to generate weather and embarked on a criminal career as The Weather Wizard, sometimes using his powers on a small scale (such as zapping someone with lightning) and sometimes a larger scale (imprisoning a town in winter), almost always facing defeat by The Flash (Barry Allen). After Barry Allen's death during the Crisis on Infinite Earths, The Weather Wizard went into semi-retirement for a while, until, during Underworld Unleashed, he teamed up with other Rogues which included Captain Cold, Heat Wave, Captain Boomerang, and Mirror Master, as part of a ploy for greater power. Ultimately, it ended with their deaths and the release of the demon Neron. They were later resurrected as soulless demons, by Neron to use against Barry Allen's successor Wally West, who manipulated Neron to return the Rogues' souls. The Weather Wizard and the others, save Heat Wave, returned to a life of crime.

Freezing rain fell overnight and into the morning across southern Illinois where a FREEZING RAIN ADVISORY remained in effect until 6pm Monday. A light glazing of ice, generally in the 0.10-0.15\" range (per the Paducah NWS office), coated trees and cars, as well as created some slick spots leading to spin-outs on area highways. The warmer surfaces prevented a more significant event from unfolding, but it was still enough to cause some minor issues and bring out the snow plows.
