Fire outbreak at FAAN headquarters
A serious fire broke out this morning at the headquarters of Federal Airports Authority of Nigeria (FAAN), which crippled activities at the Murtala Muhammed Airport and caused massive traffic along the Ikeja-Agege Motorway. As at the time of filing this report, no one knows the cause of the fire, where it started from or the extent of damage it has caused. Workers were also seen watching from a safe zone, awaiting the fire services to finish their job.
A serious fire broke out this morning at the headquarters of Federal Airports Authority of Nigeria (FAAN), which crippled activities at the Murtala Muhammed Airport. The massive fire caused vehicular traffic along the Ikeja-Agege Motorway. The fire which started at about 8.30am razed down the audit, engineering, commercial and corporate communications departments and the reception hall.
The fire was put out by the collective efforts of Lagos state and FAAN firefighters. According to eye witnesses, the fire may have been caused by a power surge.
Some of the FAAN staff who asked to be annonymous said that an audit of staff verification was on going and some of the staff certificates have been burnt in the inferno. Some people who sustained minor injuries were treated by a team of medical personnel on ground. In a statement, spokesman for FAAN, Mrs Henrietta Yakubu said, “the fire which affected some offices, is being investigated right now to find out the cause of the outbreak. The fire department, in collaboration with the Lagos State Fire Department and other security agencies however responded swiftly by curtailing the spread of the fire, as normalcy is being restored already. The Authority will like to assure travelers, airport users and the general public that the incident did not affect operations at any airport in any way as normal operations continue unhindered”.

A police officer attached to and AIC Limited, owned by Harry Akande on Tuesday threatened to 'gun down' an official of the Federal Airport Authority of Nigeria (FAAN) at the Murtala Muhammed International Airport (MMIA), Lagos.
AIC on Tuesday stormed the airport premises to reclaim the land which was taken away from the company but was resisted by FAAN's Aviation Security officials, who threw caution to the wind and battled members of the AIC, including throwing stones at Mr Akande.
AIC had leased the said land to FAAN about 10 years ago for the development of a hotel facility at the international wing of the Murtala Muhammed International Airport (MMIA), Lagos.
A forthnight ago, FAAN had won a case against AIC over the land as the Federal High Court in Lagos set aside the decision of arbitration that awarded the company $48 million to be paid by FAAN, as compensation for ejection of AIC from the land.
While FAAN insisted that the land in question belongs to it by virtue of the Federal High Court judgment; AIC also said the court never ordered the agency to take over the parcel of land immediately.
Eyewitness account said FAAN officials bulldozed their way into the barricaded land, pulled down the gates and commenced clearing of the land with two tractors and its personnel.

It has since alternated between democratically-elected civilian governments and military dictatorships, until it achieved a stable democracy in 1999, with its 2011 presidential elections being viewed as the first to be conducted reasonably freely and fairly.

Federal Airports Authority of Nigeria
Federal Airport Authority of Nigeria (FAAN) is a service organization statutorily charged to manage all Commercial Airports in Nigeria and provide service to both passenger and cargo airlines. Generally, to create conditions for the development in the most economic and efficient manner of air transport and the services connected with it. The agency has its head office on the grounds of Murtala Muhammed International Airport in Ikeja, Lagos State.
History
Civil Aviation in Nigeria is a spin-off of the British Colonial rule. But above all else, it is a product of a mere accident of history dating back to 1925 in the unlikeliest of places - the ancient, walled city of Kano.
Sometime in July of that year the Northern city was gripped by a tense stand-off between the residents and the colonial government officials.
The British government at the time was maintaining an active Royal Air Force (RAF) base in Khartoum, Sudan. On sensing the trouble in Kano, London swiftly signalled the commanding officer of the Khartoum RAF Squadron, instructing him to fly to the Northern Nigerian city and report on the situation. Flying a Bristol fighter, the pilot made a breath- taking but safe landing on the horse race course in Kano, thus going down in history as the first recorded aviation activity in Nigeria.

Airport authority
An airport authority is an independent entity charged with the operation and oversight of an airport or group of airports. These authorities are often governed by a group of airport commissioners, who are appointed to lead the authority by a government official. When the authority of an entity encompasses more than just the airports in an area, harbor and rail facilities for example, the entity may be referred to as a port authority.
In Canada, airport authorities usually refer to private (not government owned or affiliated) not-for-profit companies that are established to manage a city's commercial airports.

As at the time of filing this report, no one knows the cause of the fire, where it started from or the extent of damage it has caused. Workers were also seen watching from a safe zone, awaiting the fire services to finish their job.
A serious fire broke out this morning at the headquarters of Federal Airports Authority of Nigeria (FAAN), which crippled activities at the Murtala Muhammed Airport. The massive fire caused vehicular traffic along the Ikeja-Agege Motorway. The fire which started at about 8.30am razed down the audit, engineering, commercial and corporate communications departments and the reception hall.
The fire was put out by the collective efforts of Lagos state and FAAN firefighters. According to eye witnesses, the fire may have been caused by a power surge.
Some of the FAAN staff who asked to be annonymous said that an audit of staff verification was on going and some of the staff certificates have been burnt in the inferno. Some people who sustained minor injuries were treated by a team of medical personnel on ground. In a statement, spokesman for FAAN, Mrs Henrietta Yakubu said, “the fire which affected some offices, is being investigated right now to find out the cause of the outbreak. The fire department, in collaboration with the Lagos State Fire Department and other security agencies however responded swiftly by curtailing the spread of the fire, as normalcy is being restored already. The Authority will like to assure travelers, airport users and the general public that the incident did not affect operations at any airport in any way as normal operations continue unhindered”.

Drying racks abound for stock fish (cod) which dry all winter - the vast majority is exported, seems that the dry fish heads are exported to Nigeria for fish head soup (this year at least otherwise ground into meal).
North Cape (NordKapp 71 degrees 10' 21") - the northern most point on mainland Europe. A small town of 3,000+ people which has seven months of winter and five months for the other three seasons. So far this year it has not been above sixty degrees, today (late July) it is about forty degrees with rain and a gusting wind of about 30MPH. There is one snow blower truck for each ten miles of road since the quantity of snow is immense and will last until the beginning of May; as of the end of July remnants still remain all over the landscape. This section of Norway outlawed whaling in 1895, regardless of the policy of the country itself. All building materials have to be imported since there are no trees and in fact basically there is little surface soil, the growing season is only about three months. The only trees that exist are the ones that people plant in their yards but the care is extreme since in the winter they must be heavily wrapped in burlap to protect against the cold and wind and in the summer wrapped in barbed wire otherwise the reindeer that roam all over including the local towns, would eat them. Norway has about 180K reindeer, more than can be supported so they are slowing decreasing the herds to about 100K here on this island the population itself is about 5K. On this island they are transported via barge (yes, most are owned and have tags on them) in the springtime- the young ones can't make the several mile trip swimming from the mainland but in the fall all are bigger and they all swim back for winter on the mainland. We stop off at a local Sami farm and see a reindeer up and close along with one of the Sami elders. Reindeer are not hunted so they have no fear of man although they generally will run if approached closer than fifty feet. Housing has been unearthed from 7,000 years ago, a time before the pyramids were built. Nothing like living in a place where 160 days a year it is slightly below freezing and 200 days a year when it averages just 15 degrees above freezing. This is the only place we have been except for Iceland where mosquitos do not exist. Snow fences also abound to disrupt the blowing of snow as the winds are extremely fierce during the winter. This part of Norway also has abundant bird life in the spring and summer due to the abundance of food and the location along the gulf steam current.
The first road from Honningsvag to the North Cape was built in 1956; before that it was only accessible by boat or hiking trail (by car or bus it is a 45 minute ride). This road is like many others we have been on the width of two cars, so watch out as a truck or bus is coming the other way - find a pull off or backup as both cannot fit. Arriving at North Cape the wind has really cranked itself up as we scramble to get some photos in since at least there is not yet any fog. We are told by our guide that this is a typical day, most summer days are also foggy and of course after we get inside the exhibition building the fog comes in off of the mountains. Interesting exhibition and short movie about the area (lots of photos with the sun in them; a rare event in this area). Interesting tidbit that in this section of Norway, the mountains are all sandstone rock so thousands of years ago they reached height of 8,000 feet or so but since they are sandstone, during the winters, the moisture gets into the surface rock, freezes, avalanches happen and today the largest of the mountains is now only about 1,000 feet. Crime is almost non-existent; apparently the last known major crime was in 2005 when a stolen car was reported - afterwards it was discovered that a neighbor had just borrowed it for a few hours; No one locks their doors, keys are left in ignitions as everybody knows everybody... Fishing is the main industry here having recovered nicely from 1975 when the Bering Sea had effectively been completely emptied by the large European trawlers, it took almost 20 years to completely recover and now abundant supplies of all species thrive since the industry is highly regulated.
Regardless of the day though, in the schools, all children must be outside for an hour a day, during the fall - spring, any glimpse of the sun will immediately rearrange the school calendar as everyone rushes out to bask in even the tiniest rays of the sun. Funny story is that during the polar nights, one can be disoriented especially during the holidays when the schools are out and many people are off work. Our guide told us that one year he took a nap, saw it was 5 o'clock on his watch and went to his neighbor’s house and started banging on his door when the doorbell was not answered. Abstract
Given the increasing constraints on new highway capacity, future performance improvements will be substantially dependent on operations and management of the existing highway network, i.e., congestion management. Travel delay and disruption flow from both recurring and non-recurring congestion – in about equal proportions. Research suggests strategies combining ITS with known procedural conventions (incident management, road weather management, work zone traffic management, special events planning and active traffic management) can have a significant positive impact on both types of congestion.
But the application of these strategies is still in its infancy. Systems Operation and Management (SO&M;) is not yet a “program” for most state and local transportations agencies – many of which are still preoccupied by their civil engineering legacy focus on new capacity. SO&M; requires new processes and new institutional arrangements at odds with that legacy.
Recent research has defined and analyzed the barriers to improving their SO&M; capability -- and developed guidance for transportation agency management to overcome them in support more effective congestion management. Four key institutional elements that provide a supportive institutional context for SO&M;:
· Mainstreamed operations performance culture -- to clarify agency mission and formal policy commitment to customer mobility needs backed by realistic strategies and performance accountability.
· Organization and staffing capacity -- to overcome fragmented functions, unclear responsibility and fill technical capacity gaps.
· Sustainable resources allocation -- to provide a reliable basis for planning SO&M; performance improvement
· Aligned partnerships -- to insure effective cooperation and coordinating among participating agencies in the face of informal and unstable partner relationships.
These challenges can be addressed in terms of a “capability maturity model” that will be addressed in this talk

Steve Lockwood is a senior vice president of Parsons Brinckerhoff -- one of the largest transportation infrastructure planning and design firms in the US and globally. He has over 35 years of experience, bringing to bear a nationally-recognized expertise on the intersection of policy, program, technology and finance for transportation agencies.
Mr. Lockwood has been a leader in the development of institutional change management guidance for state DOTs -- as author of The Changing State DOT for the American Association of State Highway and Transportation Officials. (AASHTO) This focus has emphasized the need to capitalize on new technology and concepts to use intelligent transportation systems technology (ITS) to operate the highway system – and includes Transportation Research Board studies The 21st Century Operations-Oriented State DOT and Institutional Architecture for Congestion Management. He is now preparing the Guide to systems Operations and Management for AASHTO. He also consults directly to State DOTs. He has also developed (the only) graduate course in this field.
His other recent work has focused on:

· toll road development
· transportation security
· vehicle-infrastructure technological integration

A police officer attached to and AIC Limited, owned by Harry Akande on Tuesday threatened to 'gun down' an official of the Federal Airport Authority of Nigeria (FAAN) at the Murtala Muhammed International Airport (MMIA), Lagos. A serious fire broke out this morning at the headquarters of Federal Airports Authority of Nigeria (FAAN), which crippled activities at the Murtala Muhammed Airport and caused massive traffic along the Ikeja-Agege Motorway. As at the time of filing this report, no one knows the cause of the fire, where it started from or the extent of damage it has caused. Workers were also seen watching from a safe zone, awaiting the fire services to finish their job.
A serious fire broke out this morning at the headquarters of Federal Airports Authority of Nigeria (FAAN), which crippled activities at the Murtala Muhammed Airport. The massive fire caused vehicular traffic along the Ikeja-Agege Motorway. The fire which started at about 8.30am razed down the audit, engineering, commercial and corporate communications departments and the reception hall.
The fire was put out by the collective efforts of Lagos state and FAAN firefighters. According to eye witnesses, the fire may have been caused by a power surge.
Some of the FAAN staff who asked to be annonymous said that an audit of staff verification was on going and some of the staff certificates have been burnt in the inferno. Some people who sustained minor injuries were treated by a team of medical personnel on ground. In a statement, spokesman for FAAN, Mrs Henrietta Yakubu said, “the fire which affected some offices, is being investigated right now to find out the cause of the outbreak. The fire department, in collaboration with the Lagos State Fire Department and other security agencies however responded swiftly by curtailing the spread of the fire, as normalcy is being restored already. The Authority will like to assure travelers, airport users and the general public that the incident did not affect operations at any airport in any way as normal operations continue unhindered”.

Mohammed Takur, Former Deputy Secretary General for Airline Operators of Nigeria (AON), discussed the recent scandal surrounding Nigerian Aviation Minister Stella Oduah and the purchase of armoured BMW's as well as corruption within the Nigerian Civil Aviation Authority (NCAA). Takur, explained that until the the Federal Government clears up corruption in the aviation ministry AON members will not pay dues. He also commented on Stella Oduah's hearing at the National Assembly by saying "all Stella Oduah did at the National Assembly hearing was to work to push the blame away from herself. Mohammed Takur, Former Deputy Secretary General for Airline Operators of Nigeria (AON), discussed the recent scandal surrounding Nigerian Aviation Minister Stella Oduah and the purchase of armoured BMW's as well as corruption within the Nigerian Civil Aviation Authority (NCAA). Takur, explained that until the the Federal Government clears up corruption in the aviation ministry AON members will not pay dues. He also commented on Stella Oduah's hearing at the National Assembly by saying "all Stella Oduah did at the National Assembly hearing was to work to push the blame away from herself. We cannot sit down and watch the Nigerian aviation industry be destroyed," said Takur.

The Third Mainland Bridge, Lagos opened to traffic on 30th October, 2012 after four-month repairs on its eight damaged joints. The reopening has, however, thrown up issues on the state of the nation's roads and bridges.While some observers commended the Federal Government for completing the repairs before the scheduled date, others stressed the need for repairs of other threatened bridges and roads, especially as the yuletide approaches. OKWY IROEGBU-CHIKEZIE reports.
The repairs on the Third Mainland Bridge, which started in July, began after heightened fears by residents that the bridge might collapse due to cracks and shaking as people drive on the bridge.
While the repairs lasted, the bridge was partially opened to users at stipulated hours of the day except for days that it was fully closed for major works to be undertaken by Borini Prono, the contractor.
The reopening of the bridge came as a welcome relief to motorists and commuters, who have had to connect Lagos Island, Victoria Island, Lekki, Ajah and Epe from different parts of the mainland through Western Avenue due to restriction of vehicular movement on the bridge from noon to midnight, though opening for movement to the mainland within the same time. While the repairs lasted, commuters suffered the ordeal of long traffic snarl with loss of business, especially for traders on the Lagos Island as most people avoided going there.
The minister said: "The ministry would now move to the Marine Bridge in Lagos, Murtala Muhammed Bridge in Lokoja and other bridges requiring attention across the country before the end of the year, to make travelling easy."
Keen watchers of the industry are, however, optimistic that with recent developments, the public may be in for a good time as far as the highways and bridges are concerned in the future.
