Washington, D.C., formally the District of Columbia and commonly referred to as "Washington", "the District", or simply "D.C.", is the capital of the United States. The signing of the Residence Act on July 16, 1790, approved the creation of a capital district located along the Potomac River on the country's East Coast. The U.S. Constitution provided for a federal district under the exclusive jurisdiction of the Congress and the District is therefore not a part of any U.S. state.
The states of Maryland and Virginia each donated land to form the federal district, which included the pre-existing settlements of Georgetown and Alexandria. Named in honor of George Washington, the City of Washington was founded in 1791 to serve as the new national capital. In 1846, Congress returned the land originally ceded by Virginia; in 1871, it created a single municipal government for the remaining portion of the District.
Washington had an estimated population of 672,228 as of July 2015. Commuters from the surrounding Maryland and Virginia suburbs raise the city's population to more than one million during the workweek. The Washington metropolitan area, of which the District is a part, has a population of over 6 million, the seventh-largest metropolitan statistical area in the country.

George Washington (February 22, 1732 [O.S. February 11, 1731] – December 14, 1799) was the first President of the United States (1789–97), the Commander-in-Chief of the Continental Army during the American Revolutionary War, and one of the Founding Fathers of the United States. He presided over the convention that drafted the current United States Constitution and during his lifetime was called the "father of his country".
Widely admired for his strong leadership qualities, Washington was unanimously elected president in the first two national elections. He oversaw the creation of a strong, well-financed national government that maintained neutrality in the French Revolutionary Wars, suppressed the Whiskey Rebellion, and won acceptance among Americans of all types. Washington's incumbency established many precedents, still in use today, such as the cabinet system, the inaugural address, and the title Mr. President. His retirement from office after two terms established a tradition that lasted until 1940, when Franklin Delano Roosevelt won an unprecedented third term. The 22nd Amendment (1951) now limits the president to eight years in office.
A Non-Resident Indian (NRI) is a citizen of India who holds an Indian passport and has temporarily emigrated to another country for six months or more for employment, residence, education or any other purpose.
A Person of Indian Origin (PIO) is a person of Indian origin or ancestry but who is not a citizen of India and is the citizen of another country. A PIO might have been a citizen of India and subsequently taken the citizenship of another country, or have ancestors born in India or other states.
Other terms with vaguely the same meaning are overseas Indian and expatriate Indian. In common usage, this often includes Indian-born individuals (and also people of other nations with Indian ancestry) who have taken the citizenship of other countries.
According to a survey conducted by UN department of economic and social affairs, India has the largest diaspora population in the world.
Strictly speaking, the term non-resident refers only to the tax status of a person who, as per section 6 of the Income-tax Act of 1961, has not resided in India for a specified period for the purposes of the Income Tax Act. The rates of income tax are different for persons who are "resident in India" and for NRIs. For the purposes of the Income Tax Act, "residence in India" requires stay in India of at least 182 days in a calendar year or 365 days spread out over four consecutive years. According to the act, any Indian citizen who does not meet the criteria as a "resident of India" is a non-resident of India and is treated as NRI for paying income tax.
