Carroll County is the name of thirteen counties in the U.S.A. All, except for the one in Tennessee, are named after Charles Carroll of Carrollton, a signer of the U.S. Declaration of Independence from Maryland:
A county, abbreviated Cnty. (US) or Co. (UK and Ireland), is a geographical region of a country used for administrative or other purposes, in certain modern nations. The term is derived from the Old French conté or cunté denoting a jurisdiction under the sovereignty of a count (earl) or a viscount. The modern French is comté, and its equivalents in other languages are contea, contado, comtat, condado, Grafschaft, graafschap, Gau, etc. (cf. conte, comte, conde, Graf).
When the Normans conquered England, they brought the term with them. The Saxons had already established the districts that became the historic counties of England, calling them shires (many county names derive from the name of the county town with the word "shire" added on: for example, Gloucestershire and Worcestershire). The Vikings introduced the term earl (from Old Norse, jarl) to the British Isles. Thus, "earl" and "earldom" were taken as equivalent to the continental use of "count" and "county". So the later-imported term became a synonym for the native English word scir ([ʃiːr]) or, in Modern English, shire. Since a shire was an administrative division of the kingdom, the term "county" evolved to designate an administrative division of national government in most modern uses.
"The Carroll County Accident" is a 1968 country song written by Bob Ferguson, and recorded by Porter Wagoner. It was a hit for Wagoner and became one of his signature songs. The Carroll County Accident won CMA's Song of the Year in 1969.
In the song, the singer tells the story of a single-car accident that occurs just inside the county line near his hometown. The passenger, Walter Browning, an upstanding member of the community and seemingly happily married man, dies; while the driver, Mary Ellen Jones, a woman not his wife but also well respected, survives to testify that she was taking him to town on an errand of mercy.
The singer describes his examining the wreckage and finding evidence of an extramarital affair between the two. He promptly disposes of the evidence and swears himself to silence. He does this in order to preserve their reputations in the county because, as he reveals in the last verse, Walter Browning had been his father.
The song reached number 2 on Billboard's Hot Country Songs and number 92 on the Billboard Hot 100.
Every 15 Minutes is a two-day program focusing on high school juniors and seniors, which challenges them to think about drinking, driving, personal safety, and the responsibility of making mature decisions. Along with alcohol-related crashes, it focuses on the impact that their decisions would have on family and friends.
The Every 15 Minutes program originated in Canada and was soon adopted in the United States first in Spokane, Washington. The site of the first Every 15 Minutes program in California was in Chico which was presented by the Chico Police Department in 1995.
The Every 15 Minutes program starts months in advance of the actual presentation, in fact the very first program at a school will take about one-year to plan and prepare. This includes all of the involved agencies, the hospital, court, lawyers, judge, coroner/funeral home, students, parents and school administrators. Student participants are selected to cover the full spectrum of the student body, thus, the audience will be able to relate to at least one of the participants on the crash day.
Carroll County is a county located in the U.S. state of Maryland. As of the 2010 census, the population was 167,134. Its county seat is Westminster.
Carroll County is included in the Baltimore-Columbia-Towson, MD Metropolitan Statistical Area, which is also included in the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA Combined Statistical Area. While predominantly rural, the county has become increasingly suburban in recent years.
Carroll County was created in 1837 from parts of Baltimore and Frederick Counties, see Hundred (division). It was named for Charles Carroll of Carrollton (1737–1832), signer of the American Declaration of Independence.
During the American Civil War, the population of Carroll County was sharply divided between supporters of the Union and the Confederacy. In 1863, there were significant troop movements through the county as part of the Gettysburg campaign. On June 29, 1863, the cavalry skirmish known as Corbit's Charge was fought in the streets of Westminster, when two companies of Delaware cavalry attacked a much larger Confederate force under General J.E.B. Stuart.
