A government or division of government (i.e. on a municipal, provincial/state level) may declare that their area is in a state of emergency. This means that the government can suspend and/or change some functions of the executive, the legislative and/or the judiciary during this period of time. It alerts citizens to change their normal behavior and orders government agencies to implement emergency plans. A government can declare a state of emergency during a time of natural or human-made disaster, during a period of civil unrest, or following a declaration of war or situation of international/internal armed conflict. Justitium is its equivalent in Roman law, where Senate could put forward senatus consultum ultimum.
It can also be used as a rationale (or pretext) for suspending rights and freedoms guaranteed under a country's constitution or basic law. The procedure for and legality of doing so varies by country.
Under international law, rights and freedoms may be suspended during a state of emergency; for example, a government can detain persons and hold them without trial. All rights that can be derogated from are listed in the International Covenant for Civil and Political Rights. Non-derogable rights cannot be suspended. Non-derogable rights are listed in Article 4 of the ICCPR, they include the rights to freedom from arbitrary deprivation of liberty and to freedom from torture and/or ill-treatment.
Emergency services and rescue services are organizations which ensure public safety and health by addressing different emergencies. Some of these agencies exist solely for addressing certain types of emergencies whilst others deal with ad hoc emergencies as part of their normal responsibilities. Many of these agencies engage in community awareness and prevention programs to help the public avoid, detect, and report emergencies effectively.
The availability of emergency services depends very heavily on location, and may in some cases also rely on the recipient giving payment or holding suitable insurance or other surety for receiving the service.
There are three main emergency service functions:
The State Emergency Service (SES) is an Australian volunteer organisation that provides emergency help during and after declared (natural or otherwise) disasters. The SES is also the primary or secondary agency for emergencies, such as storm damage, flood damage, building damage, traffic hazards and road crash rescue. In other scenarios the SES may provide a support role to other agencies, particularly police and fire. The SES is operational 24 hours a day. Eight of the SES organisations co-ordinate through the Australian Council of State and Territory Emergency Services (ACSES).
The Civil Defence Service began in Australia in 1955. It was formed as a precaution to any potential attacks on Australian soil. The name was changed to the "State Emergency Service" (abbreviated to "SES") during the 1970s, to reflect a change of emphasis into providing emergency help related to floods, storms and other natural emergencies. Every state and territory in Australia has its own State (or Territory) Emergency Service, and there are 43,000 volunteers spread across the country. Each state or territory is broken into regions, then units, and finally groups or teams.
The widespread and soaking rain of the past week caused minor flooding around Byron shire, which kept State Emergency Service units and their volunteers as well as police rescuers on standby and busy for the clean up. Video Sharon Shostak, Music Red Eyed Frogs
A highlight of the open day was a demonstration of how roofs are fixed by SES volunteers. The teamwork and attention to safety were instructive. For more details about the day please see: https://www.facebook.com/Fairfield-Is-Where-I-Live-448298755180469/photos/?tab=album&album;_id=1203718152971855

Hillary Clinton has used 2 body doubles since 9/11. Prior to 9/11 she was noted for having failing health. The summary findings of her conditions are presented. After she leaves the 9/11 memorial service she's taken to Chelsea Clinton's apartment, which was formerly a state licensed home health care facility. Double-1 emerges, the internet goes wild, and #hillarysbodydouble is born as a hastag. Following her leaving Chelsea's she stays in Chappequa for a few days. During that time ABC announces her Death spawning the hashtage #hillarysdeath, but then they quickly retract it. She gives a phone interview with Anderson Cooper, in which her voice is pitch perfect and she's able to talk clearly for 10 minutes. This is odd given that she's barely able to speak a handful of words witho...
