Corruption means the mis-use of public office for private care. We can cannot include everything in corruption. Taking dowry is not corruption its extortion. The congress party recently accused Swami Ramdev for in engagement & accepting black money. Now congress had no explanation about how is that black money. Congress says he accepts in cash. Supposing I am very corrupt person & I have lot of black money.
I am carrying that money in pocket & travel in taxi & use that money to pay taxi fare. So the taxi driver by accepting those cash money cannot be called corrupt because money was black & he doesn't know & be there is no misuse of office. We are concerned essentially that the people place faith in public officials; they are supposed to serve & do their best for the country. But if they do only best for them then there is corruption & that is misuse of public office. So in that sense we define the corruption & there is specific Act in the country & it's called as "prevention of corruption act under which public officials can be prosecuted. There is a provision in that act which says that "a public official cannot be prosecuted unless the appointing authority of that public official is satisfied that there is prima-facie case against that person. So there is filtering device, because parliament did not want to empower the people to file cases against anybody at anytime.
Presently our criminal law is such that anybody can go court & say that following offense has taken place & police should be directed to investigate the matter & prosecution should be launched. But in the case of public officials you have to get a clearance. If you want to file case against the minister you have to ask the chief minister of the state or the prime minster in the centre. If you want prosecute the prime minister you have to ask president. There is no way to prosecute the president under law of 'prevention of corruption'. If you want to prosecute the chief minister you have to ask state governor.

Under attack over allegations in 2G scam, former Prime Minister Manmohan Singh today asserted that he had "never used" public office to "enrich" himself, his family or friends. "As far as I am concerned, I can say in all humility that I have not used my public office to enrich myself, to enrich my family or to enrich my friends. "And still the BJP government keeps on harping on this theme of corruption just because it wants to distract the attention of the people to non-issues," he said in an uncharacteristic hard-hitting speech at a convention organised by Congress' student wing NSUI in New Delhi. Singh's statement came in the backdrop of former TRAI chairman Pradip Baijal's allegations that Singh had warned him of harm if he did not cooperate on 2G telecom licenses. Baijal, who was probed for several years in connection with the 2G spectrum allocation scam case, also claimed that the CBI wanted him to "implicate" Arun Shourie and Ratan Tata in the case. Latching onto the issue, BJP Ministers had called the Singh-led UPA government a "coalition in corruption".

2G spectrum scam
The 2G spectrum scam was an indian telecommunications scam and political scandal in which politicians and government officials under the Indian National Congress (Congress) coalition government undercharged mobile telephone companies for frequency allocation licenses, which they then used to create 2G spectrum subscriptions for cell phones. The difference between the money collected and that mandated to be collected was estimated by the Comptroller and Auditor General of India at ₹1.76 trillion (US$26 billion), based on 2010 3G and BWA spectrum-auction prices. In a chargesheet filed on 2 April 2011 by the Central Bureau of Investigation (CBI, the investigating agency), the loss was pegged at ₹309845.5 million (US$4.6 billion). In a 19 August 2011 reply to the CBI, the Telecom Regulatory Authority of India (TRAI) said that the government had gained over ₹30 billion (US$440 million) by selling 2G spectrum.Minister of Communications & IT Kapil Sibal said in a 2011 press conference that "zero loss" was incurred by distributing 2G licenses on a first-come-first-served basis.

A. Raja
Andimuthu Raja (born 26 October 1963) is an Indian politician from the Dravida Munnetra Kazhagam (DMK) political party. He was a member of the 15th Lok Sabha representing the Nilgiris constituency of Tamil Nadu and had been elected to house for four times since 1996. Raja is an advocate by profession and he did his masters from Government Law College in Tiruchirappalli. He is an important leader of the DMK party. Raja was born in Velur in Perambalur District in the South Indian state of Tamil Nadu.
Raja was first elected to Parliament as a member of Lok Sabha in 1996 from the Perambalur constituency and was reelected from the same constituency in 1999 and 2004 elections and from Nilgris constituency in 2009. He was Minister of State for Rural development from 1996 to 2000, Minister of State, Health and Family Welfare from September 2000 to May 2004 and a cabinet minister for Environment and Forests from May 2004 to May 2007. He became the cabinet minister for Communication and Information Technology from May 2007, following the resignation of Dayanidhi Maran. Raja is primarily accused to have conspired the 2G Spectrum scam, where two other members from DMK, namely, Dayanidhi Maran and Kanimozhi are also accused. Raja and two of his former associates were arrested on 2 February 2011 and was placed for a period 15 months in judicial custody at Tihar Jail.

Manmohan Singh
Manmohan Singh (Punjabi: [mənˈmoːɦən ˈsɪ́ŋɡ]; born 26 September 1932) is an Indian economist who served as the Prime Minister of India from 2004 to 2014. The first Sikh in office, Singh was the first prime minister since Jawaharlal Nehru to be re-elected after completing a full five-year term.
Born in Gah (now in Punjab, Pakistan), Singh's family migrated to India during its partition in 1947. After obtaining his doctorate in economics from Oxford, Singh worked for the United Nations in 1966–69. He subsequently began his bureaucratic career when Lalit Narayan Mishra hired him as an advisor in the Ministry of Foreign Trade. Over the 70s and 80s, Singh held several key posts in the Government of India, such as Chief Economic Advisor (1972–76), Reserve Bank governor (1982–85) and Planning Commission head (1985–87).
In 1991, as India faced a severe economic crisis, newly elected Prime Minister P. V. Narasimha Rao surprisingly inducted the apolitical Singh into his cabinet as Finance Minister. Over the next few years, despite strong opposition, he as a Finance Minister carried out several structural reforms that liberalised India's economy. Although these measures proved successful in averting the crisis, and enhanced Singh's reputation globally as a leading reform-minded economist, the incumbent Congress party fared poorly in the 1996 general election. Subsequently, Singh served as Leader of the Opposition in the Rajya Sabha (the upper house of India's Parliament) during the Atal Bihari Vajpayee government of 1998–2004.

Corruption means the mis-use of public office for private care. We can cannot include everything in corruption. Taking dowry is not corruption its extortion. Corruption means the mis-use of public office for private care. We can cannot include everything in corruption. Taking dowry is not corruption its extortion. I am carrying that money in pocket & travel in taxi & use that money to pay taxi fare. So the taxi driver by accepting those cash money cannot be called corrupt because money was black & he doesn't know & be there is no misuse of office. We are concerned essentially that the people place faith in public officials; they are supposed to serve & do their best for the country. But if they do only best for them then there is corruption & that is misuse of public office. So in that sense we define the corruption & there is specific Act in the country & it's called as "prevention of corruption act under which public officials can be prosecuted. There is a provision in that act which says that "a public official cannot be prosecuted unless the appointing authority of that public official is satisfied that there is prima-facie case against that person. So there is filtering device, because parliament did not want to empower the people to file cases against anybody at anytime.
Presently our criminal law is such that anybody can go court & say that following offense has taken place & police should be directed to investigate the matter & prosecution should be launched. But in the case of public officials you have to get a clearance. If you want to file case against the minister you have to ask the chief minister of the state or the prime minster in the centre. If you want prosecute the prime minister you have to ask president. There is no way to prosecute the president under law of 'prevention of corruption'. If you want to prosecute the chief minister you have to ask state governor.

Under attack over allegations in 2G scam, former Prime Minister Manmohan Singh today asserted that he had "never used" public office to "enrich" himself, his family or friends. "As far as I am concerned, I can say in all humility that I have not used my public office to enrich myself, to enrich my family or to enrich my friends. "And still the BJP government keeps on harping on this theme of corruption just because it wants to distract the attention of the people to non-issues," he said in an uncharacteristic hard-hitting speech at a convention organised by Congress' student wing NSUI in New Delhi. Singh's statement came in the backdrop of former TRAI chairman Pradip Baijal's allegations that Singh had warned him of harm if he did not cooperate on 2G telecom licenses. Baijal, who was probed for several years in connection with the 2G spectrum allocation scam case, also claimed that the CBI wanted him to "implicate" Arun Shourie and Ratan Tata in the case. Latching onto the issue, BJP Ministers had called the Singh-led UPA government a "coalition in corruption".
