Cumulus cloud

Cumulo- means "heap" or "pile" in Latin.Cumulus clouds are often described as "puffy", "cotton-like" or "fluffy" in appearance, and have flat bases. Cumulus clouds, being low-level clouds, are generally less than 1,000 m (3,300 ft) in altitude unless they are the more vertical cumulus congestus form. Cumulus clouds may appear by themselves, in lines, or in clusters.

Cumulus clouds are often precursors of other types of cloud, such as cumulonimbus, when influenced by weather factors such as instability, moisture, and temperature gradient. Normally, cumulus clouds produce little or no precipitation, but they can grow into the precipitation-bearing congestus or cumulonimbus clouds. Cumulus clouds can be formed from water vapor, supercooled water droplets, or ice crystals, depending upon the ambient temperature. They come in many distinct subforms, and generally cool the earth by reflecting the incoming solar radiation. Cumulus clouds are part of the larger category of free-convective cumuliform clouds, which include cumulonimbus clouds. The latter genus-type is sometimes categorized separately as cumulonimbiform due to its more complex structure that often includes a cirriform or anvil top. There are also cumuliform clouds of limited convection that comprise stratocumulus (low-étage), altocumulus (middle-étage) and cirrocumulus. (high-étage). These last three genus-types are sometimes classified separately as stratocumuliform.

Freedom of information is an extension of freedom of speech, a fundamental human right recognized in international law, which is today understood more generally as freedom of expression in any medium, be it orally, in writing, print, through the Internet or through art forms. This means that the protection of freedom of speech as a right includes not only the content, but also the means of expression. Freedom of information also refers to the right to privacy in the content of the Internet and information technology. As with the right to freedom of expression, the right to privacy is a recognised human right and freedom of information acts as an extension to this right. Lastly, freedom of information can include opposition to patents, opposition to copyrights or opposition to intellectual property in general. The international and United States Pirate Party have established political platforms based largely on freedom of information issues.

Con il “FOIA italiano” - decreto 97/2016, entrato in vigore il 23 dicembre scorso - qualunque cittadino, senza bisogno di legittimazione soggettiva e al di là degli obblighi di pubblicazione già stabiliti dal decreto 33/2013, può esercitare il nuovo diritto di accesso generalizzato ai dati e ai documenti delle pubbliche amministrazioni. Il webinar esaminerà le novità introdotte dal FOIA e si soffermerà in particolare sulle procedure che le PA devono adottare per gestire le richieste di accesso, secondo le due Linee guida Anac sugli obblighi di pubblicazione e i limiti e le esclusioni, e presentando anche alcuni casi già sperimentati di “prove di accesso”.
