GREATER Manchester has been recognised as a "Role Model for Total Resilience" because of its focus on implementing the campaign’s entire ten-point checklist for building resilience to disasters.
Margareta Wahlström, the head of the UN Office for Disaster Risk Reduction (UNISDR),welcomed the region’s 10 local authorities who have signed up to take part in the campaign, which means they have demonstrated a robust approach to risk management.
The 10 Greater Manchester authorities were confirmed as members of the campaign after being presented with signed certificates from Ms Wahlström, who is also the Special Representative of the Secretary-General for Disaster Risk Reduction, during an event at The Lowry arts centre in Salford on Monday 8 September.
Taking part in the campaign will enable AGMA authorities to work closely with other urban areas to share innovative ideas, and Greater Manchester has also been named as a role model for other cities both in the UK and internationally.
The work being done by Greater Manchester’s boroughs will also be recognised at the University of Salford’s international conference on building resilience, taking place from September 8-11.
Ms Wahlström said: "This is a milestone for the Making Cities Resilient Campaign which we launched four years ago and which has over 2,000 members across the globe.
"The UN is happy to welcome the UK’s second largest conurbation into the campaign as an example of a city where land use, planning and disaster risk reduction go hand-in-hand. The Greater Manchester Resilience Forum is a text-book model of how to design a multi-agency partnership coordinating civil contingencies activity for a large urban area.
"It’s a major boost to the campaign that the Greater Manchester Combined Authority and its member boroughs have agreed to be a role model for Total Resilience and to take part in city-to-city learning which will benefit other members of the campaign who can learn a lot from studying good practice here.
"This recognition for Greater Manchester further solidifies the UK’s reputation as a global leader in the area of building resilience to disasters. The UK government recently took part in the first-ever peer review of its performance in implementing the international agreement on reducing disaster risk, the Hyogo Framework for Action. This has encouraged others to follow suit and boosted discussions on how to measure progress in building resilience."
Greater Manchester Fire and Rescue Service’s County Fire Officer and Chair of Greater Manchester Resilience Forum, Steve McGuirk, said: “Manchester like all cities faces countless risks and a future which has never been more uncertain.
“Greater Manchester Resilience Forum strives to ensure we remain prepared for whatever that future brings.
“Being recognised by the United Nations, as a role model for total resilience, places Greater Manchester at the forefront of preparedness globally.
“Other cities around the world will now look to Greater Manchester as a model of how to protect their citizens, which is fantastic.”
Councillor Mike Connolly, leader of Bury Council and AGMA lead on disaster risk management, added: "Greater Manchester contains several large rivers and is exposed to a number of climate-related and severe weather risks. Flooding is acknowledged as a major hazard, along with heat waves, storms, gales and high winds.
"Understanding the importance of preparing for disasters, rather than simply responding to them, is absolutely crucial for towns and cities in the 21st century. By taking part in the Making Cities Resilient Campaign, authorities across Greater Manchester are demonstrating that their resilience plans have been gauged against the strongest benchmark available. Could the RAF Typhoon have shot down the Qatari Airways plane over Manchester?
Watching a fighter jet circle the Qatari airways plane above Manchester on Tuesday was a surreal - and somewhat sinister - sight. Many onlookers, including me, wondered what it had actually been tasked to do. Was it just psyching out a potential hijacker? Or was it going to shoot the plane out of the sky?
I asked the ministry of defence, and they put me in touch with a cheery RAF wing commander who has experience of actually doing what they call Quick Reaction Alerts (QRA).
He explained that the Typhoon was not simply an “escort” but had been scrambled because the Qatari Airways plane was judged to be a potential security threat to the UK. It’s a more common occurrence than you might think: RAF Typhoon Quick Reaction Alert Fighters were launched 17 times in 2013, 21 times in 2012 and 20 times in 2011.
There are a number of reasons why the RAF might scramble jets. These include if the plane isn’t responding to air traffic control, if contact with an aircraft is lost altogether, if a security threat is reported, if a plane approaches British airspace without permission or if a plane is acting in an unusual manner.
In the first instance, the RAF pilots manoeuvre the jet alongside the target plane and take photos and attempt to make contact with the crew on board. They’ll first try radio contact; if the radios are down, they can resort to “internationally recognised signals”, said the RAF spokesman - “for example, if the Typhoon waggles its wings, that means, ‘follow me’.”
The Typhoon initially flies to around 200-300 yards of the other aircraft, but will then if necessary get close enough so that the two pilots can see each other and communicate via hand gestures if required. This could involve the RAF pilot holding up a number of fingers to indicate an alternative radio frequency to try.
If the other pilot isn’t playing ball and there is a real fear that (s)he is going to pose a threat to the security of the UK, the Typhoon can carry out “the ultimate sanction”, said the spokesman, “and shoot them out of the sky”. He refused to go into detail about how exactly this calculation is made - “we can’t reveal our rules of engagement” - but said it would require authorisation “at the highest level” and would involve the pilot trying to ensure the other plane came down in a non-built-up area “like the North Sea or a national park, for example”.

Manchester (/ˈmæntʃɪstər/) is a city and metropolitan borough in Greater Manchester, England, with a population of 514,417 as of 2013. It was historically a part of Lancashire, although areas of Cheshire south of the River Mersey were incorporated during the 20th century. Throughout the Middle Ages Manchester remained a manorial township but began to expand "at an astonishing rate" around the turn of the 19th century. Manchester's unplanned urbanisation was brought on by a boom in textile manufacture during the Industrial Revolution, and resulted in it becoming the world's first industrialised city.

Greater Manchester
Greater Manchester is a metropolitan county in North West England, with a population of 2.7 million. It encompasses one of the largest metropolitan areas in the United Kingdom and comprises ten metropolitan boroughs: Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Trafford, Wigan, and the cities of Manchester and Salford. Greater Manchester was created on 1 April 1974 as a result of the Local Government Act 1972; and designated a City Region on 1 April 2011.

It has a focused central business district, formed by Manchester city centre and the adjoining parts of Salford and Trafford, but Greater Manchester is also a polycentric county with ten metropolitan districts, each of which has at least one major town centre and outlying suburbs.

GREATER Manchester has been recognised as a "Role Model for Total Resilience" because of its focus on implementing the campaign’s entire ten-point checklist for building resilience to disasters. Margareta Wahlström, the head of the UN Office for Disaster Risk Reduction (UNISDR),welcomed the region’s 10 local authorities who have signed up to take part in the campaign, which means they have demonstrated a robust approach to risk management. The 10 Greater Manchester authorities were confirmed as members of the campaign after being presented with signed certificates from Ms Wahlström, who is also the Special Representative of the Secretary-General for Disaster Risk Reduction, during an event at The Lowry arts centre in Salford on Monday 8 September. Taking part in the campaign will enable AGMA authorities to work closely with other urban areas to share innovative ideas, and Greater Manchester has also been named as a role model for other cities both in the UK and internationally. The work being done by Greater Manchester’s boroughs will also be recognised at the University of Salford’s international conference on building resilience, taking place from September 8-11. Ms Wahlström said: "This is a milestone for the Making Cities Resilient Campaign which we launched four years ago and which has over 2,000 members across the globe. "The UN is happy to welcome the UK’s second largest conurbation into the campaign as an example of a city where land use, planning and disaster risk reduction go hand-in-hand. The Greater Manchester Resilience Forum is a text-book model of how to design a multi-agency partnership coordinating civil contingencies activity for a large urban area. "It’s a major boost to the campaign that the Greater Manchester Combined Authority and its member boroughs have agreed to be a role model for Total Resilience and to take part in city-to-city learning which will benefit other members of the campaign who can learn a lot from studying good practice here. "This recognition for Greater Manchester further solidifies the UK’s reputation as a global leader in the area of building resilience to disasters. The UK government recently took part in the first-ever peer review of its performance in implementing the international agreement on reducing disaster risk, the Hyogo Framework for Action. This has encouraged others to follow suit and boosted discussions on how to measure progress in building resilience." Could the RAF Typhoon have shot down the Qatari Airways plane over Manchester? Watching a fighter jet circle the Qatari airways plane above Manchester on Tuesday was a surreal - and somewhat sinister - sight. Many onlookers, including me, wondered what it had actually been tasked to do. Was it just psyching out a potential hijacker? Or was it going to shoot the plane out of the sky? I asked the ministry of defence, and they put me in touch with a cheery RAF wing commander who has experience of actually doing what they call Quick Reaction Alerts (QRA). He explained that the Typhoon was not simply an “escort” but had been scrambled because the Qatari Airways plane was judged to be a potential security threat to the UK. It’s a more common occurrence than you might think: RAF Typhoon Quick Reaction Alert Fighters were launched 17 times in 2013, 21 times in 2012 and 20 times in 2011. There are a number of reasons why the RAF might scramble jets. These include if the plane isn’t responding to air traffic control, if contact with an aircraft is lost altogether, if a security threat is reported, if a plane approaches British airspace without permission or if a plane is acting in an unusual manner. In the first instance, the RAF pilots manoeuvre the jet alongside the target plane and take photos and attempt to make contact with the crew on board. They’ll first try radio contact; if the radios are down, they can resort to “internationally recognised signals”, said the RAF spokesman - “for example, if the Typhoon waggles its wings, that means, ‘follow me’.” The Typhoon initially flies to around 200-300 yards of the other aircraft, but will then if necessary get close enough so that the two pilots can see each other and communicate via hand gestures if required. This could involve the RAF pilot holding up a number of fingers to indicate an alternative radio frequency to try. If the other pilot isn’t playing ball and there is a real fear that (s)he is going to pose a threat to the security of the UK, the Typhoon can carry out “the ultimate sanction”, said the spokesman, “and shoot them out of the sky”. He refused to go into detail about how exactly this calculation is made - “we can’t reveal our rules of engagement” - but said it would require authorisation “at the highest level” and would involve the pilot trying to ensure the other plane came down in a non-built-up area “like the North Sea or a national park, for example”. GREATER Manchester has been recognised as a "Role Model for Total Resilience" because of its focus on implementing the campaign’s entire ten-point checklist for building resilience to disasters.
Margareta Wahlström, the head of the UN Office for Disaster Risk Reduction (UNISDR),welcomed the region’s 10 local authorities who have signed up to take part in the campaign, which means they have demonstrated a robust approach to risk management.
The 10 Greater Manchester authorities were confirmed as members of the campaign after being presented with signed certificates from Ms Wahlström, who is also the Special Representative of the Secretary-General for Disaster Risk Reduction, during an event at The Lowry arts centre in Salford on Monday 8 September.
Taking part in the campaign will enable AGMA authorities to work closely with other urban areas to share innovative ideas, and Greater Manchester has also been named as a role model for other cities both in the UK and internationally.
The work being done by Greater Manchester’s boroughs will also be recognised at the University of Salford’s international conference on building resilience, taking place from September 8-11.
Ms Wahlström said: "This is a milestone for the Making Cities Resilient Campaign which we launched four years ago and which has over 2,000 members across the globe.
"The UN is happy to welcome the UK’s second largest conurbation into the campaign as an example of a city where land use, planning and disaster risk reduction go hand-in-hand. The Greater Manchester Resilience Forum is a text-book model of how to design a multi-agency partnership coordinating civil contingencies activity for a large urban area.
"It’s a major boost to the campaign that the Greater Manchester Combined Authority and its member boroughs have agreed to be a role model for Total Resilience and to take part in city-to-city learning which will benefit other members of the campaign who can learn a lot from studying good practice here.
"This recognition for Greater Manchester further solidifies the UK’s reputation as a global leader in the area of building resilience to disasters. The UK government recently took part in the first-ever peer review of its performance in implementing the international agreement on reducing disaster risk, the Hyogo Framework for Action. This has encouraged others to follow suit and boosted discussions on how to measure progress in building resilience."
Greater Manchester Fire and Rescue Service’s County Fire Officer and Chair of Greater Manchester Resilience Forum, Steve McGuirk, said: “Manchester like all cities faces countless risks and a future which has never been more uncertain.

Could the RAF Typhoon have shot down the Qatari Airways plane over Manchester?
Watching a fighter jet circle the Qatari airways plane above Manchester on Tuesday was a surreal - and somewhat sinister - sight. Many onlookers, including me, wondered what it had actually been tasked to do. Was it just psyching out a potential hijacker? Or was it going to shoot the plane out of the sky?
I asked the ministry of defence, and they put me in touch with a cheery RAF wing commander who has experience of actually doing what they call Quick Reaction Alerts (QRA).
He explained that the Typhoon was not simply an “escort” but had been scrambled because the Qatari Airways plane was judged to be a potential security threat to the UK. It’s a more common occurrence than you might think: RAF Typhoon Quick Reaction Alert Fighters were launched 17 times in 2013, 21 times in 2012 and 20 times in 2011.
There are a number of reasons why the RAF might scramble jets. These include if the plane isn’t responding to air traffic control, if contact with an aircraft is lost altogether, if a security threat is reported, if a plane approaches British airspace without permission or if a plane is acting in an unusual manner.
In the first instance, the RAF pilots manoeuvre the jet alongside the target plane and take photos and attempt to make contact with the crew on board. They’ll first try radio contact; if the radios are down, they can resort to “internationally recognised signals”, said the RAF spokesman - “for example, if the Typhoon waggles its wings, that means, ‘follow me’.”
The Typhoon initially flies to around 200-300 yards of the other aircraft, but will then if necessary get close enough so that the two pilots can see each other and communicate via hand gestures if required. This could involve the RAF pilot holding up a number of fingers to indicate an alternative radio frequency to try.
If the other pilot isn’t playing ball and there is a real fear that (s)he is going to pose a threat to the security of the UK, the Typhoon can carry out “the ultimate sanction”, said the spokesman, “and shoot them out of the sky”. He refused to go into detail about how exactly this calculation is made - “we can’t reveal our rules of engagement” - but said it would require authorisation “at the highest level” and would involve the pilot trying to ensure the other plane came down in a non-built-up area “like the North Sea or a national park, for example”.

In 1653, the Chetham Library became the country’s first free public library and has been open to all ever since. Two hundred and fifty years later, one of the city’s greatest philanthropists, Enriqueta Rylands, unveiled the John Rylands Library, dedicated to the memory of her textile magnate husband.
Housed in a restored Edwardian pump house is The People’s History Museum, which celebrates those who challenged Britain’s rigid political and class systems. At the world’s oldest surviving railway station, you’ll find The Museum of Science and Industry, while the Imperial War Museum North reminds us of the human cost of warfare.

Imposters sneak on to Rio 2016 float in Manchester parade Two imposters sneaked on to a float during the celebratory Rio 2016 parade in Manchester, the British Olympic Association (BOA) has confirmed. The pair, dressed in Team GB tracksuits and wearing plastic medals, admitted to Sky News they "blagged" their way on to the float and joined the celebrations. Two imposters sneaked on to a float during the celebratory Rio 2016 parade in Manchester, the British Olympic Association (BOA) has confirmed.
The pair, dressed in Team GB tracksuits and wearing plastic medals, admitted to Sky News they "blagged" their way on to the float and joined the celebrations.
The float was carrying Britain's gold medal-winning women's hockey team and athletes from the modern pentathlon.
The BOA said: "It didn't spoil anyone's enjoyment of a wonderful event."
"We are aware of the matter and are disappointed anyone would want to detract from the athletes' celebration," it added.
Four hundred athletes took part in the Manchester celebrations with more 150,000 people lining the streets.
A second parade is to take place in Trafalgar Square in London from 13:00 BST after which the athletes will visit Buckingham Palace.
Greater Manchester Police said it did not provide security for the floats and had received no reports regarding the incident.
Manchester City Council is yet to comment.

Because 'A Good Heart' was such a poor performance, I have replaced the audio for that segment with another performance of 'A Good Heart.' To be honest, aside from a few sync issues this presents as the song progresses, due to band speed differences here and there (both versions running exactly the same length, so perfect sync at the beginning and end, without any tweaking done), unless you had heard the version as it was sung on this day, you wouldn't have noticed. The crowd change at the end of the performance is a little noticeable, between venues, but that's it. This is a compilation video of a 6 part series I uploaded a while back showing every stage of building a school wildlife pond . It shows all the various steps taken to make a large school wildlife pond which is safe and accessible for children and other wildlife.
At 1 hour 10 minutes it is the longest video I have uploaded to youtube so far and I have also uploaded parts 1-4 of how to build a fish pond featuring a different type of pond incorporating a cascade and filter system. Check my channel - there are loads of videos showing how to build a pond and also how to build a cascade / stream etc.

The design of this pond varies from most school dipping ponds and it is much better for wildlife as there is great habitat created behind the stone wall, under capping stones and in the hibernaculum.

There are many reasons for this but what is important is that the competition has increased when we’re out looking for properties.
This tends to force the prices up and it’s become harder to buy the right deals, in the right locations, at the right prices.
Then, on the flip-side to that, when we go to rent them out, there’s also more competition on the rental side as well, because a lot of people are flocking to the same sort of areas.
MANCHESTER COUNCIL AND ARTICLE 4
On top of HMOs becoming more popular as investments they are also becoming harder to build. Manchester Council for instance now has something called Article 4. Article 4 basically places restrictions on converting a property into an HMO.
As a result of this good deals can now be found more just outside of Manchester in the outlying areas than in Manchester itself.

The match, despite the rivalry between the two teams, was a fairly unmemorable game, rarely sparking into life, with playmakers Eric Cantona and Steve McManaman, marked and closed out by Jamie Redknapp and John Barnes and Roy Keane and Nicky Butt respectively. Keane went on to stop virtually every attack the Liverpool midfield threw at United, and covering as commentator Peter Brackley described, "every blade of grass", to win the man of the match award.
The game started with a frenetic pace and Manchester United started with several positive chances before Liverpool came back into the game, but chances at either end were limited. Neither goalkeeper, Peter Schmeichel for United and David James for Liverpool, was seriously tested throughout the majority of the game. However, with just five minutes remaining on the clock, David James tried to punch a corner clear. The ball landed just outside the penalty area, at the feet of United captain Eric Cantona, who had scored in his comeback game after a seven-month suspension at Old Trafford against Liverpool earlier that season in a game that ended 2–2. Cantona hit his shot goalwards, through the crowded penalty area and the ball nestled in the back of the goal, winning the game for United. Cantona had been marked out of the game, but true to his form all season, popped up with yet another magical moment.
The win was United's third FA Cup win under Alex Ferguson, having also won in 1990 and 1994. They became the first club to win the competition nine times, and also became the first club to win the league championship and FA Cup double on two occasions.
Two notable absences from the Manchester United side were the club's two longest serving players Steve Bruce and Brian McClair, who were dropped in favour of younger players and missed out on a chance to add to their impressive list of honours at the club. Bruce never played for United again, as he was transferred to Birmingham City 11 days later, while McClair remained at the club for a further two seasons and added another league title to his personal honours.

This is someone elses recording of the concert, a webrip, the video is poor, but the sound is very good indeed.
Because 'A Good Heart' was such a poor performance, I have replaced the audio for that segment with another performance of 'A Good Heart.' To be honest, aside from a few sync issues this presents as the song progresses, due to band speed differences here and there (both versions running exactly the same length, so perfect sync at the beginning and end, without any tweaking done), unless you had heard the version as it was sung on this day, you wouldn't have noticed. The crowd change at the end of the performance is a little noticeable, between venues, but that's it.
Thought it was a really good little concert, so this amendment just had to be made, just so as it's consistent all the way through, and so that I don't have to skip 'A Good Heart,' and now - neither do you!
I hate it when he buggers up his new songs like this - it sometimes seems he just doesn't rehearse enough, or at all!!! They're great songs on this new album, and I'm quite anal about things like this, moments like the one I mentioned making that impulse in me come racing to the surface!
Oh, I also loved the location - not just as a tribute to Tower Records (doc coming out soon), but quite simply because it's in the middle of a parking lot, in a built up, busy area, and there's something quite charming about it. Concerts can be played almost anywhere it seems. This will be re-posted, with this sound, once a better quality video pops up!
