In a legislature, a special session (also extraordinary session) is a period when the body convenes outside of the normal legislative session. This most frequently occurs in order to complete unfinished tasks for the year (often delayed by conflict between political parties), such as outlining the government's budget for the next fiscal year, biennium, or other period. Special sessions may also be called during an economic downturn in order to cut the budget. In other cases, a special session may be convened to address special topics, or emergencies such as war or natural disaster.
Who calls a special session varies - by vote of the legislature during regular session, by the executive, or by the legislature's speaker or presiding officer. The United Nations has both special sessions and emergency special sessions.
In the United States of America, Article II, Section 3 of the United States Constitution gives the President of the United States the power to "on extraordinary occasions, convene both Houses or either of them."
The Permanent Council (Polish: Rada Nieustająca) was the highest administrative authority in the Polish–Lithuanian Commonwealth between 1775 and 1789 and the first modern executive government in Europe. As is still typically the case in contemporary parliamentary politics, the members of the Council were selected from the parliament or Sejm of the Commonwealth. Even though it exerted some constructive influence in Polish politics and government, because of its unpopularity during the Partitions period, in some Polish texts it was dubbed as Zdrada Nieustająca - Permanent Betrayal.
The establishment of an institution of permanent council, an early form of executive government in the late years of the Polish–Lithuanian Commonwealth, was originally recommended by the political reformer Stanisław Konarski. It was intermittently under consideration, as permitted by Poland's intrusive neighbors, during the period of government reforms, beginning with the Convocation Sejm of 1764. The Permanent Council was actually created in 1775 by the Partition Sejm, when Empress Catherine the Great of Russia and her ambassador to the Polish–Lithuanian Commonwealth, Otto Magnus von Stackelberg, became convinced that it was a way of securing the Empire's influence over the internal politics of Poland (control over the Sejm and the King). The Council had remained in continuous operation and was therefore largely immune from szlachta's liberum veto obstructionism, which could be pursued only during the sessions of the Sejm. The Council was also much less prone than the Sejm to other distractions from minor gentry. Empress Catherine and Ambassador Stackelberg believed that the Council would be dominated by anti-royal magnates and that it would put an end to the King's push toward reforms.

Yeduguri Sandinti Jaganmohan Reddy (born 21 December 1972), also called Jagan is an Indian politician of YSR Congress Party, and Leader of the opposition in the Andhra Pradesh Legislative Assembly since June 2014. He is the son of the former Chief minister of Andhra Pradesh, Y.S. Rajasekhara Reddy. He started his political career by campaigning for Congress party in 2004 elections in Kadapa District, and in the 2009 elections he was elected as member of Parliament from Kadapa constituency as a member of the Indian National Congress.
Y.S.R. Reddy's election declaration of 2004 included tax returns showing Jagan's assets at Rs. 9.2 lakh, out of a total family assets of Rs. 50 lakhs. In April 2009, Jagan revealed total assets of Rs. 77 crores, and by 2011 this has allegedly increased to amount Rs. 365 crore. In August 2011, the Andhra Pradesh High Court, based on preliminary report by the CBI, ordered a thorough probe. In addition to the CBI, the Comptroller and Auditor General (CAG) and the Indian Revenue Service (IRS) have probed the corruption charges. Jagan Reddy was arrested by the Central Bureau of Investigation on embezzlement charges and his Judicial custody was extended repeatedly as the investigation proceeded.
