The United Nations Security Council (UNSC) is one of the five principal organs of the United Nations, charged with the maintenance of international peace and security as well as accepting new members to the United Nations and approving any changes to its United Nations Charter. Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action through Security Council resolutions; it is the only UN body with the authority to issue binding resolutions to member states. The Security Council held its first session on 17 January 1946.
Like the UN as a whole, the Security Council was created following World War II to address the failings of another international organization, the League of Nations, in maintaining world peace. In its early decades, the body was largely paralyzed by the Cold War division between the US and USSR and their respective allies, though it authorized interventions in the Korean War and the Congo Crisis and peacekeeping missions in the Suez Crisis, Cyprus, and West New Guinea. With the collapse of the Soviet Union, UN peacekeeping efforts increased dramatically in scale, and the Security Council authorized major military and peacekeeping missions in Kuwait, Namibia, Cambodia, Bosnia, Rwanda, Somalia, Sudan, and the Democratic Republic of Congo.

A replacement for the ineffective League of Nations, the organization was established on 24 October 1945 after World War II in order to prevent another such conflict. At its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and experiences extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
During the Second World War, US President Franklin D. Roosevelt initiated talks on a successor agency to the League of Nations, and the United Nations Charter was drafted at a conference in April–June 1945; this charter took effect 24 October 1945, and the UN began operation. The UN's mission to preserve world peace was complicated in its early decades by the Cold War between the US and Soviet Union and their respective allies. The organization participated in major actions in Korea and the Congo, as well as approving the creation of the state of Israel in 1947. The organization's membership grew significantly following widespread decolonization in the 1960s, and by the 1970s its budget for economic and social development programmes far outstripped its spending on peacekeeping. After the end of the Cold War, the UN took on major military and peacekeeping missions across the world with varying degrees of success.

North Korea ( listen), officially the Democratic People's Republic of Korea (DPRK; Chosŏn'gŭl: 조선민주주의인민공화국; hancha: 朝鮮民主主義人民共和國; MR: Chosŏn Minjujuŭi Inmin Konghwaguk), is a country in East Asia, in the northern part of the Korean Peninsula. The name Korea is derived from the Kingdom of Goguryeo, also spelled as Koryŏ. The capital and largest city is Pyongyang. North Korea shares a land border with China to the north and northwest, along the Amnok (Yalu) and Tumen rivers, and a small section of the Tumen River also forms a border with Russia to the northeast. The Korean Demilitarized Zone marks the boundary between North Korea and South Korea.
Korea was annexed by the Empire of Japan in 1910. After the Japanese surrender at the end of World War II in 1945, Korea was divided into two zones by the United States and the Soviet Union, with the north occupied by the Soviets and the south by the Americans. Negotiations on reunification failed, and in 1948 two separate governments were formed: the Democratic People's Republic of Korea in the north, and the Republic of Korea in the south. An invasion initiated by North Korea led to the Korean War (1950–53). Although the Korean Armistice Agreement brought about a ceasefire, no official peace treaty was ever signed. Both states were accepted into the United Nations in 1991.
Security is the degree of resistance to, or protection from, harm. It applies to any vulnerable and valuable asset, such as a person, dwelling, community, item, nation, or organization.
As noted by the Institute for Security and Open Methodologies (ISECOM) in the OSSTMM 3, security provides "a form of protection where a separation is created between the assets and the threat." These separations are generically called "controls," and sometimes include changes to the asset or the threat.
Security has two dialogues. Negative dialogue is about danger, risk, threat and etc. Positive dialogue is about opportunities, Interests, profits and etc. Negative dialogue needs military equipment, armies, police. Positive dialogue needs social capital, Education, social interaction.
Perception of security may be poorly mapped to measureable objective security. For example, the fear of earthquakes has been reported to be more common than the fear of slipping on the bathroom floor although the latter kills many more people than the former. Similarly, the perceived effectiveness of security measures is sometimes different from the actual security provided by those measures. The presence of security protections may even be taken for security itself. For example, two computer security programs could be interfering with each other and even cancelling each other's effect, while the owner believes s/he is getting double the protection.
A council is a group of people who come together to consult, deliberate, or make decisions. A council may function as a legislature, especially at a town, city or county level, but most legislative bodies at the state or national level are not considered councils. At such levels, there may be no separate executive branch, and the council may effectively represent the entire government. A board of directors might also be denoted as a council. A committee might also be denoted as a council, though a committee is generally a subordinate body composed of members of a larger body, while a council may not be. Because many schools have a student council, the council is the form of governance with which many people are likely to have their first experience as electors or participants.
A member of a council may be referred to as a councillor, or by the gender-specific titles of councilman and councilwoman.
